The consultant shall provide technical support for the development of Uganda’s Climate Risk and Vulnerability Digital Map and deliver the following outputs: Output 1: Develop the Uganda Climate Risk and Vulnerability Digital Map. Output 2: Transfer the backend data package and system components to the local technical team and provide guidance for the maintenance of the digital map. Output 3: Prepare a user manual for the Climate Risk and Vulnerability Digital Map.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP-CCC is a leading international advisory institution on energy, climate and sustainable development. Its work focuses on helping developing countries and emerging economies transition to low-carbon development pathways and supporting the integration of climate resilience into national development. UNEP-CCC is actively involved in the implementation of the UN Environment Climate Change Strategy and Energy Programme. Climate change in Uganda is projected to lead to rising temperatures and increasingly erratic rainfall patterns, including shifts in the onset, duration, and intensity of rainy seasons, often interspersed with intra-seasonal dry spells. These changes are expected to increase the country’s vulnerability and exposure to climate-related risks. In response, the Government of Uganda has communicate in its updated NDC in 2021, emphasizing climate adaptation as a national priority. To support Uganda in the development of its NDC 3.0, UNEP-CCC, with support from UNICEF, UNDP and FAO, is carrying out a National Climate Risk and Vulnerability Assessment project to identify current and future climate risk hotspots across key sectors, thereby strengthening Uganda’s capacity to anticipate, plan for, and respond to climate risks, and ultimately supporting efforts to scale up climate adaptation and resilience-building initiatives. Based on the National Climate Risk and Vulnerability Assessment results, the project plans to further develop a digital map to visualize the present and future climate risks. Against this background, UNEP-CCC is recruiting a consultant to support the development of the Climate Risk and Vulnerability Digital Map for Uganda. Output 1: Develop the Uganda Climate Risk and Vulnerability Digital Map. Deliverable (D1): The Uganda Climate Risk and Vulnerability Digital Map. Timeline: August 2026. Additional remarks: The development of the digital map will be interacted with the technical team of climate risk and vulnerability assessment. The final version of the digital map will include all elements of climate risk and vulnerability in Uganda, including but not limited: Climate hazard data, Exposure data, Vulnerability data, Adaptive capacity data, Timeframes, and Affected sectors. Output 2: Transfer the backend data package and system components to the local technical team and provide guidance for the maintenance of the digital map. Deliverable (D2): The backend data package and technical guidance for the maintenance of the digital map. Timeline: October 2026. Additional remarks: The backend data package shall be systematically organized and accompanied by detailed written guidance on their application and use. If needed, 1–3 online training sessions (1 hour per session) might be organized where the consultant is expected to attend remotely and provide training to the local technical team. Output 3: Prepare a user manual for the Climate Risk and Vulnerability Digital Map. Deliverable (D3): The user manual for the Climate Risk and Vulnerability Digital Map. Timeline: October 2026. Qualifications/special skills

A Master’s degree or equivalent in Digital Communication, Design, Digital Visualization, or a closely related discipline is required. Alternatively, a first-level university degree in a relevant field with at least seven (7) years of professional work experience may be considered in lieu of the advanced degree. A minimum of seven (7) years of relevant professional experience in digital platform design and development, interaction design, and digital product concept development and prototyping is required. Candidates with a Master's degree must have a minimum of five (5) years of relevant professional experience in these areas. Experience in developing digital products related to climate risk is considered a strong asset.

Languages

Fluency in written and oral English is a requirement.
