A. Information Programmes and Strategies: A comprehensive set of information programmes and strategies developed and implemented to publicize priority issues, major events, and programme initiatives leading up to the 2027 BRS COPs. This deliverable includes detailed plans, schedules, and materials for dissemination. B. Media Coverage Plans and Reports: Detailed plans for media coverage, including press conferences, interviews, seminars, and special events, along with reports analyzing current events, and press coverage trends. These deliverables would provide insights into media outreach strategies and approaches for the 2027 BRS COPs. C. Communication Materials: A range of communication products produced in preparation for the 2027 BRS COPs, such as press kits, press releases, speeches, brochures, factsheets, newsletters, videos and social media content. These materials would serve as essential tools for engaging with the media and key stakeholders. D. Exhibition and Event Coordination: Plans and coordination documents for exhibitions during the meetings of the Conferences of the Parties, including the Fair during the 2027 BRS COPs and other parallel events featuring the BRS Conventions Advocates. These deliverables would outline logistical details, themes, participant information, and promotional strategies for the events to be held during the BRS 2027 COPs.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. Under the supervision of the Head of the Policy and Strategy Unit, the contractor will contribute to and implement the Basel, Rotterdam and Stockholm Conventions (BRS) Secretariat's communication plan as well as the communication plan for the 2027 meetings of the Conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions (2027 BRS COPs) and will perform the following tasks: 1. Develops and ensures the implementation of information programmes to publicize priority issues, major events, programme initiatives and accomplishments, and major activities of the BRS Secretariat in the run up to the 2027 Conferences of the Parties (COPs); drafts information strategies, monitors and reports on progress, takes appropriate follow-up action, analyses outcomes; and participates in selecting the information transmitted to key constituencies. 2. Monitors and analyses current events, public opinion, press coverage, and information needs of the Parties and key constituents; using defined metrics such as media volume and sentiment, message reach, engagement levels, and geographic distribution; identifies issues and trends and advises management on appropriate responses. 3. Promotes and coordinates media coverage (e.g. press conferences, interviews, press seminars, special events) of priority issues and major events; including initiating pro-active media outreach, such as the organization of online briefing sessions for the media. 4. In the run up to the 2027 BRS COPs arranges and participates in press conferences /media coverage, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage. 5. Oversees the registration and participation of media representatives attending relevant meetings of the BRS Secretariats in the run up to the 2027 COPs. 6. Produces information and communications products in preparation for the 2027 BRS COPs (e.g. press kits, press releases, press briefings, feature articles, speeches, booklets, brochures, fact sheets, backgrounders, audio-visual materials, BRS highlights newsletters, radio spot programmes, including podcasts, social media content etc.). 7. Plans and coordinates exhibitions to be held during the meetings of the Conferences of the Parties and their subsidiary bodies, such as the Fair during the 2027 BRS COPs. 8. Liaises with and makes the relevant arrangements for the participation of the BRS Advocates in relevant activities in accordance with their agreed workplan. 9. Identifies emerging digital trends and tools to enhance storytelling. 10. Collaborate across BRS Secretariat teams to ensure cohesive messaging and branding and alignment with the BRS communication strategy. 11. Support BRS Secretariat teams with templates, and communications guidance. 12. Performs other related duties as required.

Qualifications/special skills

Academical qualifications: An advanced university degree (Master’s or equivalent) in the field of international relations, communications, journalism, or similar field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of progressively responsible working experience in the field of communications, marketing, and or journalism in the United Nations or similar international organizations is required. Experience in setting communication strategies and plans as well as delivering outreach and awareness campaigns for international organizations is required. Familiarity with content management systems (CMS), social media scheduling tools, and design software (e.g., Adobe Creative Suite, Canva, etc.) is required. Experience in multilateral environmental agreements and on issues related to chemicals management, governance and environment protection are desirable. Proven experience creating digital campaigns and multimedia content (graphics, animations, video, infographics) is desired. Experience in digital media campaigns, creating visual content and graphic design is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Spanish or another UN official language is desirable.
