The main expected outputs are: Training material and samples are prepared in a timely manner, and effective logistical support is provided for the organization and delivery of training activities. Laboratory analyses are conducted using appropriate techniques, with results properly recorded, and all activities are carried out in compliance with established quality assurance and quality control procedures. Solutions and test reagents are prepared, and UNODC drug and precursor field identification kits are assembled and quality-checked for distribution. ICE test samples and reference materials are accurately prepared/weighed, and ICE rounds are assembled, packed, and dispatched within established deadlines. Contribution to general laboratory operations, including inventory management, database updates, and procurement support.

Duties and Responsibilities

The Laboratory and Scientific Service (LSS) through its Global Scientific and Forensic Programme aims to ensure the worldwide availability and accessibility of internationally accepted standards and improve national forensic capacities of Member States to meet internationally accepted standards. To this end, the UNODC drug and precursor field identification test kits, developed and produced by LSS, are intended to provide law enforcement officers with rapid and simple colour tests for preliminary field identification of drugs and precursors most commonly encountered in the illicit traffic. National drug-testing laboratories, participate in the International Collaborative Exercises (ICE) a proficiency test in drug analysis and identification implemented by LSS, and are also provided with tools such as manuals on analysis of controlled substances and reference materials. In this programme, participating laboratories worldwide are able to assess their own performance and taking corrective actions, when appropriate. In addition, to better support Member States in enhancing their forensic capacities and in effectively using LSS products, the laboratory develops, organizes and delivers training activities, both in-house and in the field, for law enforcement officers as well as forensic scientists. These trainings, based on UNODC guidelines, aim to enhance the capacity of forensic personnel and front-line officers to detect and identify drugs and precursor chemicals, safely handle and dispose of toxic chemicals and hazardous materials, securely handle evidence, and identify counterfeit, falsified and altered security documents. Under the overall supervision and substantive guidance of the Scientific Affairs Officer, the individual contractor will assist the activities of the UNODC laboratory, with a particular emphasis on supporting training and capacity-building activities, as well as contributing to the preparation and distribution of UNODC drug and precursor field identification kits, provision of reference materials, and other laboratory functions, as detailed below: • Assist in the preparation and delivery of UNODC Laboratory and Scientific Service training activities, including preparing training samples and materials, supporting the logistical organization of trainings, and assisting in the delivery of training sessions in both laboratory and classroom settings. • Assist in the preparation of training and capacity-building materials, including technical documentation and supporting tools used during training activities. • Assist in the analysis of samples/materials, involving the use and maintenance of laboratory instrumentation such as GC-MS, HPLC, GC-FID, LC-MS/MS, FTIR, portable Raman, as well as the use of TLC and colour tests. • Assist in the preparation of UNODC drug and precursor test kits, including preparing, bottling and labelling solutions and test reagents, and assembling and preparing kits for distribution. • Assist in the preparation of UNODC International Collaborative Exercises (ICE) test samples and reference materials, including preparing, labelling, weighing, assembling, packing, and preparing shipments. • Assist in the general daily housekeeping activities of the laboratory, including procurement of laboratory items, and inventory management of laboratory equipment and materials. • Use and update relevant databases to support laboratory, training, and programme activities.

Qualifications/special skills

A high school diploma or equivalent is required. Post-high school qualification in physical or natural sciences (preferably chemistry or a related discipline) is desirable. Candidates who have not completed a full post-high school qualification may be considered if they demonstrate sufficient relevant laboratory experience. Experience in analytical chemistry and hands-on use of laboratory instrumentation (such as GC-MS, HPLC, FTIR or similar techniques) is desirable. Good communication skills and the ability to work independently as well as in a team, and to collaborate with colleagues from diverse cultural backgrounds, are desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, is required. Knowledge of another United Nations official language is an advantage.

Additional Information

A minimum of one (1) year of relevant experience working in a laboratory environment in the field of natural or life sciences is required. Experience in analytical chemistry and hands-on use of laboratory instrumentation (such as GC-MS, HPLC, FTIR or similar techniques) is desirable.
