ORGANIZATIONAL CONTEXT

The Department of Programmes is the central management and coordinating function for programme delivery. It is responsible for the implementation of IDLO’s global programme portfolio in line with the organizational strategy.

THE POSITION

Under the direct supervision of the Programme Portfolio Manager (PPM), the Programme Coordinator supports the implementation of programmes and projects within the relevant portfolio from Headquarters (HQ). The incumbent is responsible for providing comprehensive programme cycle support, including programme formulation, implementation, financial and quality compliance, and reporting. Under the leadership and guidance of the PPM, the Programme Coordinator liaises with internal functions, external stakeholders, and programme beneficiaries to ensure effective programme delivery and coordination.

Primary Functions

  1. Support day-to-day programme implementation and ensure project consistency with project design and delivery, and with IDLO processes and procedures.
  2. Support Monitoring and Reporting activities within their programme portfolio and ensure compliance with contracts, procedures, and that Programme cycle quality controls are in place.
  3. Support Resource Mobilization efforts, including through coordination of programme design and development efforts with the Programme Design and Development Unit.

Key results expected

1. Support day-to-day Programmes implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule in accordance with IDLO processes and procedures.

  • Manage the coordination of work and information between relevant IDLO units and Offices.
  • Support the development of implementation plans using standardized Programme cycle management tools, logic models and frameworks, work plans, and other relevant tools.
  • In coordination with the relevant portfolio team, monitor daily Programme implementation issues, including revisions to project designs and work plans; make recommendations for timely and optimal course corrections.
  • Draft, collate, and provide input for the finalization of internal and external reports. In collaboration with the relevant portfolio team, coordinate the approval and submission of Programme reports, highlighting the value and impact of the Programme and its activities.
  • Collaborate and communicate regularly with the Finance Unit and finance colleagues in the Country Office (CO) to develop accurate financial forecasts, including reviewing financial reports, identifying areas of over- or under-spending in advance, and flagging any urgent budgetary issues to the supervisor or budget holder.

2. Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.

  • Ensure that internal procedures and guidelines are observed, recommending corrective actions and consulting with the appropriate department on any potential compliance issues.
  • Monitor compliance with Programme contracts and subcontracts.
  • Work closely with the Evaluation Unit to support and facilitate Programme evaluations.
  • Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
  • Conduct research on legal, political, social, and economic events, trends, and developments relating to the Programmes; respond to internal and external requests for such research.

3. Programme Design and Development

  • In coordination with the supervisor and the PDD Unit, generate ideas and identify new Programme opportunities; provide substantive input into the development of proposals or concept notes aimed at innovatively expanding IDLO's Programme portfolio in line with country and organizational strategies.
  • Develop implementation plans using standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and other relevant tools.
  • Perform any other relevant duties as requested by the supervisor.

Job Requirements

Education and Work Experience

  • An advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences is required.
  • 3 to 5 years of relevant professional experience, ideally within an international organization, is required.
  • Professional experience in capacity development and Rule of Law Programming would be an asset.
  • Relevant work experience in the region and a good understanding of the context and networks is desirable.

Languages

  • Fluent in English; proficiency in French is highly preferred. Additional language skills are an advantage.

Specific knowledge, skills and competencies

  • Familiarity with standard program and data management methodologies, tools, processes and results-based management and monitoring and evaluation principles.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software. 
  • Works well with others and actively participates. Shares information, contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others.
  • Contributes to a fair environment that fosters collaboration and cooperation. 
  • Works effectively across and within IDLO organizational boundaries.

Terms & Conditions

For this internationally recruited employee position, IDLO shall offer the selected candidate a 12-month Affiliate contract, with the possibility of an extension, subject to performance and the availability of funding.

IDLO shall offer a yearly basic salary of EUR 37,762 and a benefits package, including a provident fund contribution, medical insurance, and leave entitlements, in accordance with the IDLO Employee Regulations and Rules. 

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
