O Fundo Nacional de Desenvolvimento da Educação (FNDE) é uma autarquia federal responsável pela execução das políticas educacionais do Ministério da Educação (MEC). O FNDE tem por finalidade prestar assistência técnica e financeira e executar ações que contribuam para a melhoria da educação básica pública, com vistas à universalização do atendimento escolar e à melhoria da qualidade do ensino, bem como compartilhar o conhecimento que subsidia a execução das ações, projetos e programas. Dentre esses programas, o FNDE operacionaliza  o Plano de Ações Articuladas (PAR), uma estratégia de assistência técnica e financeira iniciada pelo Plano de Metas Compromisso Todos pela Educação, instituído pelo Decreto nº 6.094, de 24 de abril de 2007, fundamentada no Plano de Desenvolvimento da Educação (PDE), que consiste em oferecer aos entes federados um instrumento de diagnóstico e planejamento de política educacional, concebido para estruturar e gerenciar metas definidas de forma estratégica, contribuindo para a construção de um sistema nacional de ensino. 

Nesse contexto, o PAR apresenta indicadores definidos a partir do diagnóstico e planejamento local, para quatro dimensões:

  1. Gestão educacional;

  2. Formação de professores, dos profissionais de serviço e apoio escolar;

  3. Práticas pedagógicas e de avaliação, e

  4. Infraestrutura física e recursos pedagógicos.

Na dimensão 4, destacam-se as iniciativas de construção de obras, que se classificam em etapas, modalidades e desdobramentos. Para as etapas do Ensino Fundamental e Médio, temos as modalidades de Educação Escolar Indígena (com desdobramentos urbano e rural) e Educação Escolar Quilombola (também com desdobramentos urbano e rural).

Verifica-se que inúmeras obras indígenas e quilombolas encontram-se paralisadas ou inacabadas. Nesse sentido, o FNDE identificou os seguintes gargalos prioritários que precisam ser superados para reverter a trajetória dessas obras e fornecer a infraestrutura necessária para atingir as metas do PPA e PNE e oferecer uma educação de qualidade para comunidades indígenas e quilombolas e para a população em geral:

  • Fortalecer a gestão de processos do PAR, que tem levado à celebração de ajustes com elevado risco de resultar em obras paralisadas ou inacabadas;

  • Fortalecer a capacidade técnica e operacional das equipes de Estados e Municípios para gerenciar as obras;

  • Fortalecer a capacidade operacional do FNDE para acompanhar e apoiar as equipes técnicas de Estados e Municípios.

Neste contexto, o FNDE solicitou assistência técnica do UNOPS para aprimorar a gestão do Plano de Ações Articuladas (PAR), o fortalecimento da assistência técnica fornecida aos entes federados e a finalização de obras inacabadas para comunidades indígenas e quilombolas. A situação esperada ao término do projeto é:

  • Diagnóstico dos processos do PAR, mecanismo de avaliação de riscos e roteiro estratégico para negociação, permitindo a negociação célere e com maior qualidade de novos convênios com entes federados.

  • Modelo aprimorado de assistência técnica e convênios que estavam sob risco atendidos, permitindo melhor assistência aos entes federados e redução no número de novas obras paralisadas.

  • 120 escolas concluídas para comunidades indígenas e quilombolas, com a internalização pelo FNDE de metodologia e instrumentos necessários para o planejamento, o monitoramento, a execução e a avaliação ex post de obras futuras.

O Resultado 2 deste acordo de cooperação se refere à capacidade de gestão de obras fortalecida, incluindo:

  • 2.1 Diagnóstico Social e de infraestrutura escolar indígena e quilombola.

  • 2.2 Revisão e adaptação de projetos de infraestrutura para finalização de obras.

  • 2.3 Execução de obras.

The National Fund for Education Development (FNDE) is a federal agency responsible for implementing the educational policies of the Ministry of Education (MEC). The purpose of the FNDE is to provide technical and financial assistance and execute actions that contribute to the improvement of public basic education, aiming at the universalization of school attendance and the improvement of teaching quality, as well as sharing the knowledge that supports the execution of actions, projects, and programs. Among these programs, the FNDE operationalizes the Coordinated Actions Plan (PAR), a technical and financial assistance strategy initiated by the Everyone for Education Commitment Goals Plan, established by Decree No. 6,094, of April 24, 2007, based on the Education Development Plan (PDE), which consists of offering federal entities a diagnostic and planning instrument for educational policy, conceived to structure and strategically manage defined goals, contributing to the construction of a national education system. 

In this context, the PAR presents indicators defined based on local diagnosis and planning, for four dimensions:

  1. Educational Management;
  2. Training of teachers, service professionals, and school support;
  3. Pedagogical and evaluation practices; and
  4. Physical infrastructure and pedagogical 


Dimension 4, construction initiatives stand out, classified into stages, modalities, and developments. For the stages of Elementary and Middle School, we have the modalities of Indigenous School Education (with urban and rural developments) and Quilombola School Education (also with urban and rural developments).

It is observed that countless indigenous and quilombola works are stalled or unfinished. In this sense, the FNDE identified the following priority bottlenecks that need to be overcome to reverse the trajectory of these works and provide the necessary infrastructure to achieve the goals of the PPA and PNE and offer quality education for indigenous and quilombola communities and the population in general:

  • Strengthen the management of PAR processes, which has led to the signing of agreements with a high risk of resulting in stalled or unfinished works;
  • Strengthen the technical and operational capacity of State and Municipal teams to manage the works;
  • Strengthen the operational capacity of the FNDE to monitor and support the technical teams of States and Municipalities. 

In this context, the FNDE requested technical assistance from UNOPS to improve the management of the Coordinated Actions Plan (PAR), the strengthening of technical assistance provided to federated entities, and the completion of unfinished works for indigenous and quilombola communities. The expected situation at the end of the project is:

  • Diagnosis of PAR processes, risk assessment mechanism, and strategic negotiation roadmap, allowing for prompt negotiation and higher quality of new agreements with federated entities.
  • Improved model of technical assistance and at-risk agreements addressed, allowing for better assistance to federated entities and a reduction in the number of new stalled works.
  • 120 schools completed for indigenous and quilombola communities, with the FNDE internalizing the methodology and necessary instruments for the planning, monitoring, execution, and ex-post evaluation of future works.

Result 2 of this cooperation agreement refers to strengthened works management capacity, including:

  • 2.1 Social and school infrastructure diagnosis for indigenous and quilombola communities.
  • 2.2 Review and adaptation of infrastructure projects for the completion of works.
  • 2.3 Execution of works.

Este processo visa identificar e  contratar 1 (um)  Engenheiro/a Estrutural - Geotecnia e Fundações), no âmbito do  Projeto de Cooperação Técnica UNOPS/24330 “Fortalecimento da gestão em infraestrutura da educação para povos tradicionais no Brasil”, apoiando o Especialista Nacional de Obras e o Engenheiro Coordenador o alcance do Resultado 2.1, com foco em análise de avaliação de infraestrutura física das escolas, ou seja, a registro atual das unidades que serão concluídas por UNOPS.

This process aims to identify and hire 1 (one) Structural Engineer - Geotechnics and Foundations), within the scope of the UNOPS Technical Cooperation Project/24330 "Strengthening the management of education infrastructure for traditional peoples in Brazil," supporting the National Works Specialist and the Coordinating Engineer to achieve Result 2.1, focusing on the analysis and evaluation of the physical infrastructure of schools, i.e., the current record of the units that will be completed by UNOPS.

Sob a supervisão do/a Especialista nacional em gestão de obras,  o/a Engenheiro/a Estrutural - Geotecnia e Fundações serão responsáveis por desempenhar as seguintes atividades:

  • Participar de reuniões técnicas e de controle gerencial visando reportar o andamento das atividades desempenhadas no resultado de diagnóstico das escolas. 

  • Apoiar na elaboração de Requisitos de Projetos (termo de referência) para licitação e contratação do diagnóstico e revisão e atualização de projetos de infraestrutura de acordo com os requisitos nacionais e do UNOPS. 

  • Compilar propostas de itens de diagnóstico, diretrizes técnicas e de sustentabilidade nos Editais de Diagnóstico das escolas paralisadas, atendendo às  políticas  de aquisição do UNOPS.

  • Analisar, revisar e, quando necessário, sugerir adequações em projetos executivos de engenharia geotécnica quanto à investigação de solos, sistemas estruturais de fundações e contenções adotados, dimensionamento, detalhamento, definição de técnicas executivas, especificações de materiais, ensaios e controle tecnológico na área de fundações e geotecnia.

  • Preparar relatórios e pareceres técnicos acerca dos projetos de estruturas de fundação e geotecnia (investigação de solos, fundações e contenções), técnicas executivas, especificações de materiais, e controle tecnológico na área de geotecnia.

  • Analisar e revisar planilhas orçamentárias (elaborar curva ABC, curva S), programação e controle de obras, cronogramas e gráficos físico-financeiros.

  • Formular diretrizes para planejamento e desenvolvimento de projetos de investigação/avaliação de solos.

  • Formular diretrizes para projetos de engenharia em todas as áreas correlatas à geotecnia/ fundações e contenções.

  • Formular diretrizes para execução e fiscalização de obras envolvendo controle de qualidade de serviços (elaboração de fichas de fiscalização da execução de serviços, relação de ensaios para controles tecnológicos e emissão de relatórios).

  • Elaborar diretrizes para propostas de projetos, contrato de engenharia e estudos de viabilidade correlatos à área geotécnica e de fundações.

  • Analisar, revisar e propor alterações quanto aos desenhos técnicos de projetos gráficos visando garantir padrões de qualidade e perfeito alinhamento aos respectivos itens de planilhas orçamentárias.

  • Aplicar técnicas avançadas de engenharia e análise técnica para propor solução a problemas correlatos à engenharia geotécnica e de fundações.

  • Fornecer orientação técnica para desenhistas, projetistas e engenheiros.

  • Execução de quaisquer outras tarefas de suporte técnico para apoiar a equipe do projeto conforme necessário.

  • Elaborar relatórios de progresso, bem como qualquer um dos relatórios solicitados pela/o Especialista Nacional de Obras e/ou pela/o Gerente de Projetos.

  • Preparar e Participar de reuniões, visitas a obras e atividades de apoio ao resultado 2 ou outro prioritário.

  • Contribuir ativamente na atualização e compilação de documentos técnicos do projeto.

  • Alinhar resultados às demandas e atividades atribuídas à/ao especialista social garantindo a integração dos dados consolidados nas consultas participativas das comunidades, conforme validações ao longo do projeto.

  • Atuar em conjunto com outros/as consultores/as especialistas e com a equipe operacional no desenvolvimento dos resultados do Acordo de Cooperação, conforme demandado pelo UNOPS. 

  • Apoiar equipe operacional a licitar, contratar e atualizar contratos e afins.

  • Elaborar apresentações técnicas e apresentar formalmente produtos e atividades.

  • Participar de reuniões e elaborar Atas de Reuniões quando necessário.

  • Visitar terrenos  e edificações existentes, Unidades Escolares.

  • Visitar comunidades que aderiram ao acordo de cooperação.

  • Manter documentada sua produção individual para o desenvolvimento dos produtos solicitados.

Plano de Trabalho e Controle de Progresso:


Para projetos  de  execução  nacional, além das responsabilidades acima, o/a  consultor/a  deverá  atender a um  Plano  de  Trabalho  com  entregas de produtos. Após entrega, uma  vez  que  o  FNDE  autorize,  será  iniciada  a  tramitação  para  pagamento  ao(à)  contratado  (a).  Não  poderão  ser  efetuados pagamentos sem aprovação expressa do parceiro, nos casos de execução nacional.

Under the supervision of the National Works Management Specialist, the Structural Engineer - Geotechnics and Foundations will be responsible for performing the following activities:

  • Participate in technical and management control meetings to report the progress of activities performed under the school diagnosis result.

  • Support the elaboration of Project Requirements (terms of reference) for the bidding and contracting of the diagnosis and the review and updating of infrastructure projects in accordance with national and UNOPS requirements.

  • Compile proposals for diagnosis items, technical and sustainability guidelines in the Diagnosis Bidding Documents for stalled schools, complying with UNOPS acquisition policies.

  • Analyze, review, and, when necessary, suggest adjustments in executive projects of geotechnical engineering regarding soil investigation, adopted structural systems for foundations and containment, dimensioning, detailing, definition of executive techniques, material specifications, tests, and technological control in the area of foundations and geotechnics.

  • Prepare reports and technical opinions regarding foundation structure and geotechnics projects (soil investigation, foundations, and containment), executive techniques, material specifications, and technological control in the area of geotechnics.

  • Analyze and review budget spreadsheets (prepare ABC curve, S curve), works programming and control, schedules, and physical-financial charts.

  • Formulate guidelines for planning and developing soil investigation/evaluation projects.

  • Formulate guidelines for engineering projects in all areas related to geotechnics/foundations and containment.

  • Formulate guidelines for the execution and inspection of works involving quality control of services (elaboration of inspection forms for service execution, list of tests for technological controls, and report issuance).

  • Elaborate guidelines for project proposals, engineering contracts, and feasibility studies related to the geotechnical and foundations area.

  • Analyze, review, and propose changes to technical graphic project drawings to ensure quality standards and perfect alignment with the respective items in budget spreadsheets.

  • Apply advanced engineering techniques and technical analysis to propose solutions to problems related to geotechnical and foundations engineering.

  • Provide technical guidance to draftsmen, designers, and engineers.

  • Execute any other technical support tasks to support the project team as necessary.

  • Prepare progress reports, as well as any reports requested by the National Works Specialist and/or the Project Manager.

  • Prepare and participate in meetings, site visits, and activities supporting Result 2 or another priority.

  • Actively contribute to the updating and compilation of technical project documents.

  • Align results with the demands and activities assigned to the social specialist, ensuring the integration of consolidated data in participatory community consultations, as validated throughout the project.

  • Work jointly with other specialist consultants and the operational team in developing the results of the Cooperation Agreement, as requested by UNOPS.

  • Support the operational team to bid, contract, and update contracts and related documents.

  • Elaborate technical presentations and formally present products and activities.

  • Participate in meetings and prepare Meeting Minutes when necessary.

  • Visit land and existing buildings, School Units.

  • Visit communities that adhered to the cooperation agreement.

  • Maintain documented individual production for the development of the requested products.

Work Plan and Progress Monitoring:


For projects implemented nationally, in addition to the above responsibilities, the consultant must adhere to a Work Plan with specified deliverables. Upon delivery, once the FNDE has authorised it, the process for payment to the contractor will be initiated. No payments may be made without the express approval of the partner in cases of nationally executed projects. 

The expectation is a work plan per product for those working in the field on data collection and analysis, and another work plan per product for those working on data analysis and compilation of results,
