Work Environment
The contracted person must be able to work from home, with an adequate environment, their own portable computer, software, and internet connection. The contracted person must be available to participate in meetings during business hours. Selection Process

Based in Brazil, the UNOPS Southern Cone Multi-Country Office (SCMCO) also oversees operations in Argentina, Paraguay, and Uruguay, supporting national priorities and development goals across the subregion. In Argentina, UNOPS strengthens public institutions by providing technical assistance in planning, procurement, and oversight of infrastructure projects—particularly in public buildings—and building capacity in public procurement, with a focus on technological innovation. O Fundo Nacional de Desenvolvimento da Educação (FNDE) é uma autarquia federal responsável pela execução das políticas educacionais do Ministério da Educação (MEC). O FNDE tem por finalidade prestar assistência técnica e financeira e executar ações que contribuam para a melhoria da educação básica pública, com vistas à universalização do atendimento escolar e à melhoria da qualidade do ensino, bem como compartilhar o conhecimento que subsidia a execução das ações, projetos e programas. Dentre esses programas, o FNDE operacionaliza  o Plano de Ações Articuladas (PAR), uma estratégia de assistência técnica e financeira iniciada pelo Plano de Metas Compromisso Todos pela Educação, instituído pelo Decreto nº 6.094, de 24 de abril de 2007, fundamentada no Plano de Desenvolvimento da Educação (PDE), que consiste em oferecer aos entes federados um instrumento de diagnóstico e planejamento de política educacional, concebido para estruturar e gerenciar metas definidas de forma estratégica, contribuindo para a construção de um sistema nacional de ensino. 

Nesse contexto, o PAR apresenta indicadores definidos a partir do diagnóstico e planejamento local, para quatro dimensões:

  • Gestão educacional;

  • Formação de professores, dos profissionais de serviço e apoio escolar;

  • Práticas pedagógicas e de avaliação, e

  • Infraestrutura física e recursos pedagógicos.

Na dimensão 4, destacam-se as iniciativas de construção de obras, que se classificam em etapas, modalidades e desdobramentos. Para as etapas do Ensino Fundamental e Médio, temos as modalidades de Educação Escolar Indígena (com desdobramentos urbano e rural) e Educação Escolar Quilombola (também com desdobramentos urbano e rural).

Verifica-se que inúmeras obras indígenas e quilombolas encontram-se paralisadas ou inacabadas. Nesse sentido, o FNDE identificou os seguintes gargalos prioritários que precisam ser superados para reverter a trajetória dessas obras e fornecer a infraestrutura necessária para atingir as metas do PPA e PNE e oferecer uma educação de qualidade para comunidades indígenas e quilombolas e para a população em geral:

  • Fortalecer a gestão de processos do PAR, que tem levado à celebração de ajustes com elevado risco de resultar em obras paralisadas ou inacabadas;

  • Fortalecer a capacidade técnica e operacional das equipes de Estados e Municípios para gerenciar as obras;

  • Fortalecer a capacidade operacional do FNDE para acompanhar e apoiar as equipes técnicas de Estados e Municípios.

Neste contexto, o FNDE solicitou assistência técnica do UNOPS para aprimorar a gestão do Plano de Ações Articuladas (PAR), o fortalecimento da assistência técnica fornecida aos entes federados e a finalização de obras inacabadas para comunidades indígenas e quilombolas. A situação esperada ao término do projeto é:

  • Diagnóstico dos processos do PAR, mecanismo de avaliação de riscos e roteiro estratégico para negociação, permitindo a negociação célere e com maior qualidade de novos convênios com entes federados.

  • Modelo aprimorado de assistência técnica e convênios que estavam sob risco atendidos, permitindo melhor assistência aos entes federados e redução no número de novas obras paralisadas.

  • 120 escolas concluídas para comunidades indígenas e quilombolas, com a internalização pelo FNDE de metodologia e instrumentos necessários para o planejamento, o monitoramento, a execução e a avaliação ex post de obras futuras.

O Resultado 2 deste acordo de cooperação se refere à capacidade de gestão de obras fortalecida, incluindo:

  • 2.1 Diagnóstico Social e de infraestrutura escolar indígena e quilombola.

  • 2.2 Revisão e adaptação de projetos de infraestrutura para finalização de obras.

  • 2.3 Execução de obras.

The National Fund for Educational Development (FNDE) is a federal autarchy responsible for executing the educational policies of the Ministry of Education (MEC). The purpose of FNDE is to provide technical and financial assistance and execute actions that contribute to the improvement of public basic education, with a view to universalizing school attendance and improving the quality of teaching, as well as sharing the knowledge that supports the execution of actions, projects, and programs. Among these programs, FNDE operationalizes the Plano de Ações Articuladas (PAR - Articulated Actions Plan), a technical and financial assistance strategy initiated by the Plan of Goals "Compromisso Todos pela Educação" (Commitment to Education for All), established by Decree No. 6,094, of April 24, 2007, based on the Educational Development Plan (PDE), which consists of offering federated entities an instrument for diagnosing and planning educational policy, conceived to structure and manage strategically defined goals, contributing to the construction of a national teaching system. In this context, PAR presents indicators defined based on local diagnosis and planning for four dimensions:

  • Educational management;

  • Training of teachers, service professionals, and school support staff;

  • Pedagogical and evaluation practices, and

  • Physical infrastructure and pedagogical resources.

In dimension 4, construction initiatives stand out, classified into stages, modalities, and developments. For the stages of Elementary and Secondary Education, we have the modalities of Indigenous School Education (with urban and rural developments) and Quilombola School Education (also with urban and rural developments).


It is noted that numerous Indigenous and Quilombola construction works are paralyzed or unfinished. In this sense, FNDE identified the following priority bottlenecks that need to be overcome to reverse the trajectory of these works and provide the necessary infrastructure to achieve the PPA and PNE goals and offer quality education for Indigenous and Quilombola communities and the general population:

  • Strengthen the management of PAR processes, which has led to the signing of agreements with a high risk of resulting in paralyzed or unfinished works;

  • Strengthen the technical and operational capacity of State and Municipal teams to manage the works;

  • Strengthen FNDE's operational capacity to monitor and support the technical teams of States and Municipalities.

In this context, FNDE requested technical assistance from UNOPS to improve the management of the Articulated Actions Plan (PAR), the strengthening of technical assistance provided to federated entities, and the finalization of unfinished works for Indigenous and Quilombola communities. The expected situation at the end of the project is:

  • Diagnosis of PAR processes, risk assessment mechanism, and strategic negotiation roadmap, allowing for quick and higher-quality negotiation of new agreements with federated entities.

  • Improved model of technical assistance and agreements that were at risk addressed, allowing for better assistance to federated entities and a reduction in the number of new paralyzed works.

  • 120 schools completed for Indigenous and Quilombola communities, with the internalization by FNDE of the necessary methodology and instruments for the planning, monitoring, execution, and ex-post evaluation of future works.

Result 2 of this cooperation agreement refers to strengthened works management capacity, including:

  • 2.1 Social and infrastructure diagnosis of Indigenous and Quilombola schools.

  • 2.2 Review and adaptation of infrastructure projects for work finalization.

  • 2.3 Execution of works.

Este processo visa identificar e  contratar 2 (dois) Apoios à gestão de projetos  - analista (Especialista em orçamentos de obras de infraestrutura), no âmbito do  Projeto de Cooperação Técnica UNOPS/24330 “Fortalecimento da gestão em infraestrutura da educação para povos tradicionais no Brasil”, apoiando o Especialista Nacional de Obras e o Engenheiro Coordenador o alcance do Resultado 2, com foco em análise de avaliação de orçamentos de infraestrutura das escolas que serão concluídas pelo UNOPS.

This process aims to identify and hire 2 (two) Project Management Support - Analysts (Infrastructure Works Budget Specialists), within the scope of UNOPS Technical Cooperation Project/24330 "Strengthening education infrastructure management for traditional peoples in Brazil," supporting the National Works Specialist and the Coordinating Engineer to achieve Result 2, focusing on the analysis of infrastructure works budgets for the schools to be completed by UNOPS.

Functions / Key Results Expected

Sob a supervisão do/a Especialista nacional em gestão de obras,  os/as  Apoios à gestão de projetos  - analista (Especialista em orçamentos de obras de infraestrutura) serão responsáveis por desempenhar as seguintes atividades:


  • Participar de reuniões técnicas e de controle gerencial visando reportar o andamento das atividades desempenhadas no resultado de diagnóstico das escolas. 

  • Apoiar na elaboração de Requisitos de Projetos (termo de referência) para licitação e contratação do de projeto e obras e revisão e atualização de projetos de infraestrutura de acordo com os requisitos nacionais e do UNOPS. 

  • Elaborar ou analisar planilhas de quantitativos de materiais de acordo com projetos básicos e/ou executivos de arquitetura e engenharias (estruturas - concreto, aço e madeira, fundações, instalações elétricas e hidrossanitárias, telefonia, telecomunicações, prevenção contra incêndio, elevadores, ventilação e exaustão, ar condicionado, topografia pavimentação, impermeabilização e demais complementares); bem como planilhas orçamentárias e suas respectivas composições unitárias de custos, cálculo de BDI e encargos.

  • Elaborar aferições de preços para composições de custos unitários, por meio de pesquisas mercadológicas.

  • Elaborar especificações de serviços unitários para compor orçamento de aquisições, serviços de infraestrutura e execução obras públicas.

  • Analisar, revisar e preparar relatórios técnicos acerca de planilhas orçamentárias, elaborar curva ABC, curva S, cronogramas e gráficos físico-financeiro, programação de desembolsos de acordo com as etapas de execução da obra e diretrizes para controle financeiro de obras.

  • Realizar análises e estudos de viabilidade econômica para obras de engenharia (Construção, reformas e ampliações).

  • Formular diretrizes orçamentárias para contratações de projetos, serviços de engenharia e/ou obras públicas.

  • Formular diretrizes de monitoramento financeiro para execução de obras.

  • Fornecer orientação técnica a projetistas e engenheiros.

  • Execução de quaisquer outras tarefas de suporte técnico para apoiar a equipe do projeto conforme necessário.

  • Apoiar equipe operacional a licitar, contratar e atualizar contratos e afins.

  • Elaborar apresentações técnicas e apresentar formalmente produtos e atividades.

  • Participar de reuniões e elaborar Atas de Reuniões quando necessário.

Plano de Trabalho e Controle de Progresso:


Para projetos  de  execução  nacional, além das responsabilidades acima, o/a  consultor/a  deverá  atender a um  Plano  de  Trabalho  com  entregas de produtos. Após entrega, uma  vez  que  o  FNDE  autorize,  será  iniciada  a tramitação  para  pagamento  ao(à)  contratado  (a).  Não poderão  ser  efetuados pagamentos sem aprovação expressa do parceiro, nos casos de execução nacional.

Under the supervision of the National Works Management Specialist, the Project Management Support - Analysts (Infrastructure Works Budget Specialists) will be responsible for performing the following activities:

  • Participate in technical and management control meetings aiming to report on the progress of activities performed in the school diagnosis result.

  • Support the preparation of Project Requirements (terms of reference) for the bidding and contracting of projects and works, and the review and updating of infrastructure projects in accordance with national and UNOPS requirements.

  • Prepare or analyze material quantity spreadsheets in accordance with basic and/or executive architectural and engineering projects (structures - concrete, steel, and wood, foundations, electrical and hydro-sanitary installations, telephony, telecommunications, fire prevention, elevators, ventilation and exhaust, air conditioning, paving topography, waterproofing, and other complementary elements); as well as budgetary spreadsheets and their respective unit cost compositions, BDI calculation, and charges.

  • Prepare price certifications for unit cost compositions through market research.

  • Prepare unit service specifications to compose the budget for acquisitions, infrastructure services, and execution of public works.

  • Analyze, review, and prepare technical reports on budgetary spreadsheets, prepare ABC curve, S curve, schedules, and physical-financial graphs, disbursement programming according to the stages of work execution, and guidelines for financial control of works.

  • Perform economic feasibility analyses and studies for engineering works (Construction, renovations, and expansions).

  • Formulate budgetary guidelines for contracting projects, engineering services, and/or public works.

  • Formulate financial monitoring guidelines for the execution of works.

  • Provide technical guidance to designers and engineers.

  • Perform any other technical support tasks to support the project team as needed.

  • Structuring, preparation, and review of technical documents in accordance with the list of expected products or complementary agreements.

  • Control the development of activities related to specific products.

  • Formal presentation of consolidated products at meetings, when necessary.

  • Evaluation and systematization of contributions made by stakeholders to the developed products.

  • Participate in meetings and technical visits necessary for the development and validation of the products, when necessary.

  • Preparation of technical meeting minutes, when necessary.

  • Prepare progress reports, as well as any of the reports requested by the National Works Specialist and/or the Project Manager.

  • Prepare and participate in meetings, site visits, and support activities for result 2 or another priority.

  • Actively contribute to the updating and compilation of project technical documents.

  • Align results with the demands and activities assigned to the social specialist, ensuring the integration of consolidated data in the participatory consultations of the communities, as validated throughout the project.

  • Work together with other specialized consultants and the operational team in the development of the results of the Cooperation Agreement, as requested by UNOPS.

  • Support the operational team in bidding, contracting, and updating contracts and related matters.

  • Prepare technical presentations and formally present products and activities.

  • Participate in meetings and prepare Meeting Minutes when necessary.

  • Visit existing sites and buildings, School Units.

  • Visit communities that have joined the cooperation agreement.

  • Keep their individual production documented for the development of the requested products.

Work Plan and Progress Control:

For projects of national execution, in addition to the responsibilities above, the consultant must comply with a Work Plan with product deliveries. After delivery, once FNDE authorizes, the process for payment to the contractor will begin. Payments cannot be made without the express approval of the partner, in cases of national execution. The expectation is a product-based work plan for people who will work in the field for data collection and analysis, and another product-based work plan for people who will work in data analysis and result compilation.
