Context

UNODC provides strategic support and high-level expertise on drugs, crime, corruption, and criminal justice in Albania under the framework of the UNODC Regional Programme for South-Eastern Europe 2024-2029 (RPSEE). UNODC technical assistance contributes to the implementation of the RPSEE and UN conventions and standards on drugs, crime, corruption, terrorism and criminal justice, as well as to SDGs and UNSCDF implementation (in particular outcome 3 focusing on transparent and accountable governance, quality, inclusive services, enhanced rule of law and access to justice in line with Albania’s human rights commitments), and to the country’s EU accession process (in particular Chapter 23, 24 and 28 of the EU Acquis Communautaire).

This United Nations Volunteers (UNV) assignment is part of UNODC’s efforts to support the Albanian School of Magistrates in integrating artificial intelligence (AI) into judicial training curricula. The initiative aims to design and pilot a training module on AI for the judiciary in Albania, enhancing understanding of AI applications, risks, safeguards, and implications for justice delivery.

The assignment contributes to the development and piloting of a structured AI training module, building on UNODC work on cybercrime, digital transformation, and AI governance, and is implemented in collaboration with national stakeholders and international experts.

Task description

Under the supervision of UNODC ROSEE, the UN Volunteer will undertake the following tasks in a phased manner:
• Review and refine existing initial training materials on AI and digitalization of the School of Magistrates, ensuring alignment with judicial needs, international standards, and UNODC guidance.
• Design and develop a continuous training on artificial intelligence for judicial actors, building on the initial training and reflecting emerging developments and practical applications.
• Support the peer-review process and integrate stakeholder feedback, and conduct quality assurance of the trainings, ensuring coherence, pedagogical quality, and compliance with AI-related ethical and legal standards.
• Develop supporting materials, including guidance notes, case examples, and practical tools for trainers and participants.
• Prepare and deliver one in-person lecture on AI for the initial training and develop one pilot continuous training on AI at the Albanian School of Magistrates, including preparation of presentations, case studies, and practical exercises.
• Provide recommendations for future scaling, replication, or integration of the module into standard curricula.
• Perform other administrative duties upon request.
