About this position
We are looking for a strategic, strong people manager and results oriented General Manager of the Human Resources Department. In this role, you will play a strategic role in aligning people, culture, and organizational capabilities with the IDB Group’s mission and business priorities. As a trusted advisor to senior leadership, the incumbent leads the design and delivery of integrated HR solutions that enable institutional performance, strengthen culture, and support the Bank’s transformation agenda.
This role operates at the intersection of people and business—driving talent, performance, and organizational effectiveness to deliver impact across the region.
The successful candidate will exercise leadership in developing strong relationships with senior management, the Boards of Executive Directors, client Departments and field offices that operate under a matrix system. This includes developing and implementing new HR policies, as well as reviewing and redesigning the way HRD is structured to better align it to deliver the cultural and organizational change required to achieve the results envisioned by the new People Strategy
The General Manager of the Human Resources Department reports to the Vice President of Human Resources and Digital Transformation (VHR). VHR shapes how the Bank mobilizes its people and technology to strengthen institutional performance and deepen impact in the region.

- Lead the Human Resources Department, providing direction to a high-performing HR team and ensuring the effective delivery of people programs, policies, and services across the IDB Group. Foster a culture of excellence, collaboration, innovation, and continuous improvement within the HR function.
- Oversee the design and administration of compensation, benefits, and rewards programs for a workforce located across Latin America, the Caribbean, and headquarters locations, ensuring competitiveness, sustainability, internal equity, and alignment with organizational priorities.
- Partner with senior leaders across the organization to align workforce capabilities, organizational structures, and talent strategies with business priorities. Provide guidance on workforce planning, organizational effectiveness, leadership transitions, and change management initiatives, helping leaders build the capabilities required to deliver on the Bank's objectives.
- Champion a high-performance culture grounded in meritocracy and accountability. This includes overseeing recruitment, succession planning, and leadership development, while ensuring that performance management processes enable clear expectations, meaningful differentiation, and strong outcomes across teams.
- Lead the Bank's organizational development, culture, and employee engagement agenda. Foster an inclusive and engaging work environment where employees are empowered to contribute, collaborate, and grow. Monitor organizational health and engagement trends and implement initiatives that strengthen employee experience, leadership effectiveness, and organizational cohesion.
- Drive workforce transformation and the adoption of innovative people practices, leveraging technology, data, and emerging capabilities, including artificial intelligence, to enhance decision-making, strengthen workforce readiness, and improve organizational effectiveness.
- Provide leadership on complex and sensitive people matters, ensuring consistency with institutional policies, governance frameworks, and professional standards. Work closely with Legal, Ethics, and other partners to manage risk, safeguard institutional integrity, and address sensitive issues with sound judgment and discretion.
What you'll need
- Master’s degree (or equivalent advanced degree) in Business Administration, Public Administration, Public Policy, Economics, Organizational Development, Human Resources, Law, Engineering, or a related field.
- Significant executive leadership experience with responsibility for managing complex organizations, functions, programs, or enterprise-wide initiatives, and delivering organizational transformation and results.
- Demonstrated track record of leading organizational change, building high-performing teams, and delivering results in complex stakeholder environments.
- Experience in human resources leadership is highly desirable. Candidates with broader executive leadership experience, coupled with a demonstrated track record of leading people, organizations, and transformational change, will also be given strong consideration.
- Strong understanding of international organizations, multilateral development banks, or similarly complex institutions is highly desirable.
- Familiarity with the IDB Group's organizational structure, governance framework, policies, stakeholder environment, and decision-making processes is an asset.
- Demonstrated ability to operate effectively at the executive level, exercising sound judgment, discretion, and diplomacy in managing complex and sensitive matters.
- Strong analytical, strategic thinking, communication, and stakeholder management skills, with the ability to influence decisions and build consensus across diverse constituencies.
- Proven ability to navigate complexity, manage competing priorities, and translate institutional objectives into actionable outcomes.
- Excellent written and oral communication skills in English are required. Knowledge of Spanish and either Portuguese or French is desirable.
