What will you do in this position?
To support WFP operations in Gaza you will contribute to the daily management of WFP’s security operations. You will facilitate the effective delivery of programmes and maintain the security and safety of WFP personnel, assets, facilities and activities.

For decades, Palestine has been facing a protracted and complex protection and humanitarian crisis. The humanitarian situation worsened alarmingly after an upsurge in violence from October 2023.
WFP, through our dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians.
WFP provides logistics support to humanitarian and development partners, allowing them to reach more people faster, and at a lower cost to donors and the environment. By offering our cash-based transfer platform to the wider humanitarian and development community, coordinating logistics, and developing an inter-agency common feedback mechanism, WFP contributes to wider humanitarian efforts.
How can you make a difference?
- Provide technical advice and support e.g. security assessments and plans to WFP Gaza Office to strengthen the capacity within security management and crisis readiness and preparedness.
- Support and contribute to the development of systems and tools to monitor, assess, and respond to security needs, applying innovative methodologies and recognized best practices.
- Support context analysis in conflict-affected operational areas, including identifying the key characteristics, locations, and parties involved, such as armed groups.
- Support and assist with communications and negotiations to secure appropriate security guarantees or acceptance for WFP operations in all areas, including those under armed groups control.
- Monitor local security developments, keep up to date, and advise on emerging issues and their potential impact on WFP operations, ensuring security and operational activities remain informed and responsive.
- Support the monitoring and maintenance of effective security management communications systems to enable rapid, coordinated security response and activity management.
- Build and contribute to productive relationships with local partners to align activities and optimize the best protection for WFP staff, operations, and facilities.
- Collaborate closely and work with internal counterparts to align security activities with wider programmes and ensure compliance with security policies and procedures.
- Integrate gender-responsive security measures into assessments, planning, and operations to address gender-specific risks and ensure equal protection for all personnel and beneficiaries
- Coach, guide and support junior security staff when required.
- Participate in local and inter-agency forums and meetings, including Security Coordination Cells, to present relevant security issues and contribute to technical discussions, knowledge sharing, and lessons learned.
- Support the organization and delivery of training sessions to strengthen the security capabilities of WFP personnel and external partners.
- Prepare accurate and timely reports, including mandatory Field Security reports, to support informed decision-making and consistent information sharing with stakeholders.
- Support the monitoring and evaluation of WFP activities by providing technical analysis and information to help assess operational and activity impact.
- Apply and follow established emergency security preparedness practices to support the delivery of emergency food assistance needs.

EDUCATION:
Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional 2 years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
EXPERIENCE:
Minimum three years of relevant postgraduate professional experience, in the field of Security Risk Management, preferably within the context of the UN System or an International Organization. The following experience is considered desirable:
- Has supported complex projects and operational activities that maintain security operations functions and feed into overall strategic aims.
- Experience in emergency response and high-risk operational capacity.
- Guided and provided technical direction and instruction to junior staff within the relevant area of expertise.
- Has a sound understanding of conflict dynamics in Gaza.
LANGUAGES:
Fluency in English language. Knowledge of Arabic would be an asset.
