Position Summary
STACO's Sudan Country Office is seeking a dynamic and highly experienced Program Manager to lead, guide, and manage all aspects of humanitarian and development programs in Sudan. The Program Manager will play a pivotal role in developing the program strategy in alignment with STACO's vision and local needs and overseeing project implementation from design to evaluation.
Crucially, this role will also serve as a key driver of organizational growth by actively leading fundraising and resource mobilization efforts. The Program Manager is expected to identify and cultivate new funding opportunities, develop strategic partnerships with institutional donors, and lead the design of compelling proposals to secure the resources necessary to expand STACO's impact in Sudan.
This position requires strong leadership, excellent project and staff management skills, and a demonstrated ability to build relationships with donors, partners, local authorities, and beneficiary communities. The ideal candidate will possess a passion for humanitarian and development work, a deep understanding of the Sudanese and/or East African context, and the ability to lead a multicultural team towards achieving the organization's goals in a dynamic environment.
Key Responsibilities
- Strategic Leadership & Program Development:
- Lead, develop, and implement STACO's program strategy in Sudan, aligning with the organization's vision and the country's humanitarian and development needs.
- Conduct needs assessments and context analyses to identify priority areas for intervention.
- Oversee the design and submission of high-quality project proposals to donors, including concept notes writing, budget development, and logical framework (Logframe) design.
- 2. Fundraising & Resource Mobilization:
- Proactively identify and pursue new funding opportunities from institutional donors, foundations, and other potential sources.
- Lead - under the supervision of the line manager - the development of a comprehensive fundraising strategy for the Sudan country office, setting clear targets and action plans.
- Cultivate and maintain strong relationships with existing and potential donors to understand their priorities and position STACO as a strategic partner.
- Lead the full proposal development process, including coordinating inputs from technical, finance, and operations teams to produce high-quality, competitive bids.
- Represent STACO in donor meetings, briefings, and networking events to raise the organization's profile and secure new funding commitments.
- Program Management & Implementation:
- Provide overall oversight of the complete project life cycle, from planning and implementation to monitoring, evaluation, and reporting, ensuring adherence to international standards and best practices.
- Ensure the efficient and effective implementation of programs within budget and timeline, and to a high quality.
- Proactively identify and manage program-related risks and develop mitigation plans.
- Team Management & Capacity Building:
- Build, mentor, and supervise a competent and motivated program team in Sudan, providing regular guidance and oversight.
- Support the capacity building of local staff through coaching and training initiatives.
- Foster a positive, productive, and supportive work environment consistent with STACO's values and principles.
- Budget & Grant Management:
- Develop, manage, and monitor program budgets effectively, ensuring responsible utilization of financial resources.
- Ensure strict compliance with donor requirements and the organization's financial policies.
- Oversee the timely and accurate preparation of periodic financial and programmatic reports for donors and HQ.
- Monitoring, Evaluation, Accountability, and Learning (MEAL):
- Ensure robust MEAL frameworks are in place for all programs.
- Oversee data collection, analysis, and reporting, utilizing findings to inform future programmatic planning.
- Promote a culture of learning and adaptation within the program team and office.
- Partnerships & External Representation:
- Build and nurture strong, productive relationships with local and national government agencies, donors, UN agencies, other NGOs, and community leaders.
- Represent STACO in relevant humanitarian and development sector forums, meetings, and workshops in Sudan.
- Identify partnership opportunities and build alliances that advance STACO's objectives and support resource mobilization efforts.
- Security & Compliance:
- Contribute to security risk assessments and the development of security plans, ensuring program team adherence to security protocols.
- Ensure all program activities comply with STACO's policies, accountability frameworks, safeguarding standards, and donor guidelines.
- Organizational Growth & Positioning (Sudan):
- Work closely with senior leadership at HQ and the Country Office to strengthen program systems, structures, and operational capacity in support of a growing portfolio.
- Contribute to consolidating STACO's presence and reputation in Sudan as a reliable and effective organization, actively leveraging this reputation to attract funding.
Qualifications and Skills
Education:
- Bachelor’s degree in social sciences, Development Studies, Management, International Relations, or a related field.
- Master’s degree in a relevant field (e.g., Development Studies, Humanitarian Management, Project Management) is preferred.
Experience:
- Minimum of 5 years of progressive, responsible and professional experience in program management, with at least 3 years in a leadership/management role within international humanitarian or development organizations.
- Demonstrated and successful experience in fundraising, including a proven track record of securing funding from major institutional donors.
- Demonstrated experience managing the full project life cycle, including program design, proposal development, donor management, budgeting, monitoring, and evaluation.
- Strong practical experience in the Sudanese or East African context is mandatory.
- Proven experience working with major international donors is essential.
- Experience in building and managing teams and developing their capacities.
- Experience in scaling up programs or leading program growth in complex operating environments is a strong added advantage.

Languages:
- Fluency in spoken and written English is essential, including the ability to produce high-quality reports and proposals in English. Arabic is a must.
