BACKGROUND AND PURPOSE:      

In 2021, a new WFP People Policy was approved by the Executive Board. The purpose of this policy is to provide a coherent framework for excellence in people management and to establish mutual accountability between the organization, its managers and employees. The people policy defines WFP’s future workforce as diverse, committed, skilled and high-performing teams selected on merit, operating in a healthy and inclusive work environment and living WFP's values, working with partners to save and change the lives of those WFP serves. To achieve this, the policy identifies four priority areas for people management: “nimble and flexible”, ”performing and improving”, “diverse and inclusive” and “caring and supportive”.

WFP SCAO Area Office has deep field presence with 5 Field Offices and 1 satellite office across the country. WFP Somalia aims to implement the People Policy in all its different Offices across South Central. Under the direct supervision of the Head of Human Resources, the HR Strategic Business Partner will be close to WFP employees, advise on all HR related issues and ensure WFP employees and managers implement effectively the people policy and the related changes. The HR Strategic Business Partner will further strengthen the client-focused and strategy-oriented HR services.

The Strategic HR Business Partners will benefit from intense training and support, especially during their first year with WFP, in areas like coaching, change management, WFP HR systems and processes, HR leading edge practices.

KEY ROLE & RESPONSIBILITIES:

Under the direct supervision of the Head of Human resources, the incumbent will be required to undertake the following tasks in a first phase:

  • Initiate, coordinate and deliver all HR communication messages.

  • Drive employee engagement and supports the implementation at Area and Field Office level of the Global Staff Survey (GSS) Action plan.

  • Manage the delivery of effective on-boarding experiences at Area Office level and at the related Field Offices in close coordination with the hiring manager.

  • Guide managers and employees of the Area Office/Field Offices to ensure they implement the people policy and meet their mutual commitments.

  • Communicate and engage on the vision for a performance culture. Use successful change management processes to build high performing teams.

  • Ensure awareness about performance management process, tools, systems for all types of contracts in Area Office/Field Offices. Carry out quality assurance of the performance management practices (quality of workplans and KPIs; compliance with the timeline; addressing underperformance effectively; follow-up on probations; etc)

  • Ensure supervisors develop specific ToRs for all staff with clear deliverables and corresponding key performance indicators (KPIs).

  • Champion gender mainstreaming and Diversity & Inclusion initiatives in the workplace in alignment with the Country Office Diversity & Inclusion workplan.

  • Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies and procedures.

  • Role-model the ‘change-ready employee’ by remaining flexible, positive and open to change.

  • Ensure all staff at the office level have completed all mandatory training and encourage them to peruse non mandatory training related to their functions through our learning platform

In a second phase, the incumbent will as well undertake the following tasks:

  • Manage the talent acquisition process end-to-end for positions based in the Area Office/Field Offices, in liaison with HR team in the Country Office and in close collaboration with the respective hiring manager.

  • Guide hiring managers to ensure narrowing gender parity at the AO level during hiring of additional staff

  • Analyze, monitor, adapt and respond to a variety of complex internal and external queries related to HR policies, rules and regulations in order to provide guidance to managers and staff to ensure business process efficiency and successful adoption of recommended practices in alignment with wider WFP policies.

  • Manage the implementation of learning needs and skill gap analyses.

  • Manage the communication and administration of learning and capability building interventions in close collaboration with the Learning & Development Lead in the Country Office.

  • Undertake any other HR-related activities, as may be assigned by the supervisor from time to time.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

 

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field,

OR First University degree with additional years of related work experience or trainings/courses.

Experience:

  • Minimum of three (3) or more years of postgraduate professional experience in Human Resources and development, customer service and administration with an interest in international humanitarian development. OR First university degree with five (5) or more years of relevant experience.

Languages:

Fluency in oral and written English is a must, including strong writing skills
