The Asia and Pacific region is marked by extreme incidence of and vulnerability to natural shocks, compounded by challenging logistics networks which can impede timely shock response, economies stretched by the compounding impacts of the Middle East crisis, and a now looming El Nino effect. In the region, the UN World Food Programme (WFP) works to support, enable, and – where required – deliver efficient and effective disaster response. WFP works alongside national, subnational, and community level counterparts and partners to enhance the capacities of disaster management systems and actors deliver last mile response, to enhance early warning monitoring and risk communication, to enhance the strategic effectiveness of emergency reserves and subnational prepositioning, to support cash readiness and adaptive social protection linked to anticipatory action and disaster risk financing, to enable rapid post shock needs assessments, and to support community level disaster risk reduction. When required, WFP complements government and partner response to deliver emergency food and nutrition response, and supports the logistics and telecommunications assets, coordination mechanisms, and capacities required to deliver.
With El Nino looming, governments and partners are working to prepare for, anticipate, and be ready to responds as needed to the diverse impacts an event could bring through 2027. Timor Leste is one of the countries most at risk, with expectations of potential strong El Nino impact requiring targeted preparedness and anticipatory action and complementary in-kind emergency response alongside the Government. As such, urgent Emergency Preparedness and Response capacity is sought (Project Manager), with seasoned first hand WFP experience in the design and implementation food assistance operations.
In addition to the Emergency role in Timor Leste, this VA will be leveraged to create a small pool of ready to deploy EPR officers for a timebound project to enhance disaster preparedness and response expected in Asia and the Pacific, based in countries in Southeast Asia or the Pacific region. Roles could range from short term (2-6 months) surge or for 6-11 month project duration roles.
The imminently deployable pool will enable WFP to reinforce its work in:
