Job Description

The main objective of this project is to improve stability and peaceful coexistence between local communities and migrant communities in the target provinces of northern Chad. This project will adopt a four-pronged approach to community stabilization in the BEET regions, including improved access to legal documentation and basic social services—such as community infrastructure— improved access for host communities and migrants/returnees to employment and sustainable livelihoods, particularly for youth and women, as well as strengthening national capacity to collect and analyze migration data to combat human trafficking and migrant smuggling and address the root causes of irregular migration.

The activities of this consultancy fall under pillar III of the “Vivre Ensemble”, which seeks to support the Chadian of government and authorities in improving border management systems through in-kind assistance and capacity-building for border officials. Capacity-building efforts will include training on international standards for border management and human trafficking, including gender-sensitive approaches that consider the specific needs of victims.

Responsibilities

The Consultant will carry out an assessment on to assist in the proper implementation of the IBG portfolio in the North of Chad. He/she will also assist in training that will be carried out to the Directorate of Territorial Surveillance (DST), border agents, Immigration and Emigration service in Chad and other key government representatives engaged in migration security governance at land BCP.

  1. Evaluate and make an inventory of feasible and easy-to-manage IT equipment needed for IBG at central levels and Border Crossing Points, principally in the North of Chad; ensuring that items purchased are of good quality and fit current immigration governance operational capacities

  2.   Coordinate daily follow up of the construction of border posts and related infrastructures in the North of Chad and the purchase and installation of the equipment needed 

  3. Develop an SOP (Standard Operating Procedure) to facilitate easy understanding and use of the equipment including the necessary steps for future digitalization of immigration and emigration tools at land Border Points of Entry in the North of Chad]
  4. Support in the preliminary steps toward the implementation of digitization systems of the Direction of Territorial Surveillance (DST) in Chad through MIDAS (Migration Information Data Analysis System (MIDAS) as official Border Management Information System (BMIS) to be displayed at land border posts, focusing in the North of Chad
  5. Carry out interviews and conduct meetings with relevant representatives from the DST, Immigration and Emigration agents, and other border agents, to get better understanding on current state of affairs and to develop the operational guidance on IBG, with focus in the BEET regions

  6. Analyse and assess status of practices on border crossing, including existence of data bases, data bases treatment, data collections and storing systems/mechanisms being used, outlining the strengths and weaknesses of these systems

  7. Based on the findings of the assessment, provide technical recommendations and developed guidance tools to the border agents to lay the groundwork towards future digitalized migration management processes
  8. Elaborate an action plan for IBG activities in Chad and undertake duty travel, relating to project assessments, and project implementation, as required
  9. Execute any other duties as required by the Program Manager, the Head of sub-Office, and IOM managers involved in the project implementation.

Qualifications

Education

  •  Master’s degree in international relations, International Law, Political, or Social or Economic Sciences, Humanities, Military Science or a related field from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrate experience in project assessment and experience in and travel documents digitization implementation. 

  • Demonstrated knowledge of Electronic Travel Systems (Electronic Travel Authority, etc)

  • 05 years’ experience of working in the area of IT, traveller identification and border management, including electronic travel authorisations.

  • Good knowledge of international regulatory framework and best practices relating to legal identity, travel document, border security and border facilitation

  • Good knowledge of national police system/policies

  • Work experience in the subregion (including Chad, if possible), ability to work in difficult Sahelian condition is an advantage.
