Project Context and Scope
The International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) in Armenia are jointly implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia.” This two-and-a-half-year initiative, co-funded by the European Union (EU), aims to strengthen migration and asylum governance in Armenia in line with principles of good governance, rule of law, and respect for human rights. The project seeks to contribute to more effective, accountable, and rights-based service delivery, supporting well-managed and secure cross-border mobility.
In the context of the ongoing Visa Liberalization Dialogue between Armenia and the European Union, a significant number of legislative and policy reforms have been initiated across migration, border management, document security, citizenship, and related sectors. Given the cross-sectoral nature of these reforms and the involvement of multiple institutions, there is a need for a consolidated assessment of the current legislative reform process.
The purpose of this assignment is to provide a comprehensive inventory of migration- and citizenship-related legal acts, assess the status of legislative alignment efforts towards international and european standards, identify ongoing reforms and their status quo, outstanding reform needs, and develop a practical roadmap for the completion of pending reforms. The assignment will also include a review of the citizenship legislation and the preparation of concrete recommendations and draft amendment proposals to support further alignment with relevant international and European standards and policy objectives.
In this context, the consultant will be expected to conduct analysis of legislation, policy documents, government decisions, draft legal acts, and relevant planning documents. Consultations with key stakeholders may be conducted, as necessary, to clarify the status of ongoing reform initiatives.

Responsibilities
Under the overall supervision of the Head of Office and the direct supervision of the Programme Officer, the consultant will conduct a review of migration- and citizenship-related legislation and prepare a consolidated legislative inventory, gap assessment, and amendments roadmap.
The consultant will also review the Law on Citizenship and related legislation and provide recommendations and proposed amendments to support further legislative development.
Category B Consultant is hired to provide the bellow deliverable, according to the proposed tasks and timeline:
DELIVERABLES
Deliverable 1:
Conduct a desk review of relevant legislation, draft legislation, government decisions, prepare gap analysis and roadmap for subsequent required legal reforms.
Present the findings in the form of the report in Armenian, containing the following:
A consolidated inventory of legal and policy acts.
Identification of legislative changes that have already been completed.
Identification of changes that are currently under development or adoption.
Mapping of relevant governmental agencies involved in the reform process, including their mandates and roles related to the reform area; their responsibilities in the design, coordination, implementation, or oversight of the amendments of the Law on Citizenship and related legislative acts;
A summary of consultations conducted with the relevant governmental agencies and key findings regarding their involvement in the reform process.
Highlights of legislative and policy changes that are still required. Proposals for indicative sequencing, timelines, and a legislative roadmap for completion of remaining legislative changes.
If feasible, a summary report should be drafted and handed over to IOM.
Deliverable 2:
Conduct a review of the Law on Citizenship and propose relevant amendments:
Assess alignment with relevant EU standards.
Identify legal gaps and areas requiring revision.
Provide detailed recommendations for amendment.
- Prepare necessary amendments and explanatory notes, as appropriate and present the amendments for the review of the MIA, MCS and IOM.
- Understanding the scope of the assignment.
- Professional competence and mastery of the subject matter of the consultancy.
- Written and verbal communication skills, including report writing.
- Delivering results consistent with the agreed Terms of Reference.
- Accurately judging the amount of time and resources needed to accomplish a task.
- Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs.
- Upholding and demonstrating the values of IOM in the daily consultancy activities.
Qualifications
Required Qualifications and Experience
Education
Advanced university degree in Law, Migration Studies, Political Studies or other relevant disciplines.
Experience
At least 5 years of relevant professional experience in legal and policy analysis;
Proven experience in reviewing and interpreting national legislation and regulatory frameworks;
Proven knowledge of EU legislative and administrative frameworks governing migration;
Experience in working with public administration and governmental institutions;
Experience in working with international organizations will be considered an advantage;
Experience in working on topics related to migration, governance, citizenship is considered an advantage;
Ability to provide clear and practical legal guidance and recommendations.
Languages
For this consultancy, fluency in Armenian and working knowledge of English are required (oral and written), the interview will be held in English.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
