About this position

We are looking for an outstanding and experienced General Manager to lead the Finance Department, reporting to the Vice Presidency for Finance and Administration, which comprises the following departments: Finance, Budget and Administrative Services and the Executive Secretariat of the Staff Retirement Plans.   

In this role, you will support the Vice Presidency in delivering its strategic and operational priorities by ensuring the sound financial management and long-term sustainability of the Inter-American Development Bank’s financial resources.

The Finance Department oversees the Bank’s core financial management functions spanning treasury, financial planning, accounting, financial policy, assets and liabilities, liquidity management financial reporting, and relations with financial markets and intermediaries, while providing forward-looking analysis, and advice in support of the Vice President, the Senior Management Team, and the Board of Executive Directors.

The General Manager is responsible for ensuring that these functions operate effectively, cohesively, and in alignment with the Vice Presidency’s priorities.

What you’ll do

As General Manager of the Finance Department, you will support the Vice President for Finance and Administration by providing strategic and operational leadership over the Bank’s financial management framework, ensuring financial strength, sustainability, and resilience in support of the Bank’s development mandate.

You will provide strategic financial analysis, actionable insights, and sound advice to support the Vice Presidency’s priorities and institutional decision-making, while contributing to the development of Vice Presidency’s role as a strategic financial partner and advancing its client engagement model for the region.

Your responsibilities will include:

  • Promoting the efficient use of the Bank´s balance sheet to expand the scale of the Bank´s operations
  • Develop innovative financial solutions and impact-oriented products.
  • Mobilize and administer the Bank’s financial resources including debt and non-debt funds.
  • Manage the Bank’s cash resources.
  • Conduct accounting and prepare financial records of the Bank operations.
  • Administer Bank relations with financial markets and intermediaries.
  • Formulate and review the implementation of the Bank’s asset/liability management and recommend improvements.
  • Develop financial projections for financial planning purposes.
  • Provide financial decision-support for the Vice Presidency for Finance and Administration.
  • Support the expansion of the advisory and capacity building services promoted by the Vice Presidency for Finance and Administration.
  • Establish internal control and protocols for good practices.
  • Develop new financial products and contribute to increase and provide advice and assistance to borrowers.
  • Work in close collaboration with the other departments within the Vice Presidency for Finance and Administration: the Budget and Administrative Services department and Executive Secretariat of the Staff Retirement Plans to ensure an integrated approach to financial management, planning, resource allocation, and institutional decision-making.
  • Coordinate with all relevant departments in the IDB Group, in particular with the Office of Risk Management.

What you'll need

Education:  Master’s degree or equivalent in finance, economics, business administration, or related field required.

Experience: Several years of managerial experience in finance, treasury operations, or financial management, preferably in financial institutions and/or capital markets. Proven expertise in financial strategy, capital markets, asset-liability management, financial policy, and internal committees. Strong experience engaging with senior stakeholders, including Boards, investors, and rating agencies.

Languages: Proficiency in English is required. Spanish and Portuguese are a plus.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
