I-Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

The Morocco Country office (MCO) works with national partners to promote the leadership and political participation of women and contributes to the translation of constitutional provisions into laws, strategies and policies that advance gender equality and women’s empowerment. The Morocco office also supports the development and implementation of gender-sensitive strategies and public policies, while fostering the production and dissemination of accurate sex-disaggregated and gender-based data to strengthen the monitoring and evaluation of progress on gender equality, women's empowerment and the achievement of Sustainable Development Goals. 

In this context, gender-sensitive statistics constitute an essential lever for informing public policies, monitoring progress achieved in gender equality, and strengthening institutional accountability in the implementation of the Sustainable Development Goals. The availability of quality, accessible and disaggregated data is now recognized as an indispensable condition for the development of evidence-based and gender-responsive public policies.

As the United Nations entity dedicated to gender equality and the empowerment of women, UN Women supports Member States in strengthening the production, analysis, dissemination and use of gender-sensitive statistics through its flagship programme Making Every Woman and Girl Count — Women Count — in its phases I and II, as well as through the partnership developed with the European Union in Morocco. These initiatives have supported the development of innovative tools for data dissemination, the production of analyses and studies on gender inequalities, and the strengthening of the capacities of the national statistical system in the area of gender-sensitive statistics and SDG monitoring.

Building on these achievements, the “GENSTAT: Gender and Territorialized Statistics” programme, implemented by UN Women in partnership with the High Commission for Planning and with the financial support of the European Union, aims to strengthen the national statistical foundation in order to contribute to evidence-based and gender-responsive governance. The programme places particular emphasis on strengthening institutional capacities, improving access to gender-sensitive statistics at both national and territorial levels, and producing and using data to inform public policies related to gender equality and women’s economic empowerment.

In parallel, the Morocco Country Office continues to support women’s economic empowerment, including by improving women’s entrepreneurial capacities, enhancing their sustainable livelihoods and resilience, and promoting their access to, control over and use of productive resources.

Under the guidance and direct supervision of the Programme Management Specialist, The Project Analyst contributes to the effective management of the GENSTAT programme by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary., ensuring the effective delivery of results, efficient management of resources, in compliance with UN Women rules, procedures and donor requirements.

The Project Analyst works in close collaboration with the programme and operations team, UN Women Regional Office and HQ teams, the Haut Commissariat au Plan, the European Union, relevant national and UN partners, and civil society to ensure successful implementation of the project.

II. Scope of Work

1.Oversee and guide project management 

  • Coordinate and facilitate the development, implementation, and monitoring of the project annual workplan, including budget and results framework; 
  • Coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results; 
  • Monitor effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements; 
  • Facilitate the preparation of audits and the implementation of its recommendations. 

2. Provide technical inputs to monitoring and reporting of project activities 

  • Provide technical inputs to the establishment an effective monitoring system for the delivery of project results; 
  • Draft quarterly and annual progress reports and donor reports and organize progress reviews, as necessary; 
  • Attend field missions and draft reports on monitoring missions. 

3. Provide substantive technical inputs to people and financial management 

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary; 
  • Provide substantive inputs to financial reports; 
  • Manage the office operations, as necessary; 
  • Provide substantive inputs to terms of reference for new staff, consultants and contractors, as necessary. 

4.Provide substantive inputs to inter-agency and country coordination 

  • Provide substantive inputs to the country level Comprehensive Country Assessment (CCA)/United Nations Sustainable Development Framework (UNSDF) processes and similar exercises related to the Resident Coordinator system; 
  • Provide guidance to the United Nations Country Team (UNCT) in supporting enhanced response to national partners in advancing gender equality and women's empowerment, as necessary; 
  • Provide substantive inputs to progress reports on UN Women’s project experiences in support of UN Women inter-agency coordination role.

5.Inform the MCO/RO of joint programming opportunities and participate in the development of UN joint programmes, as necessary. 

  • Provide substantive inputs to building partnerships and resource mobilization strategies 
  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors; 
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events. 

6.Provide substantive inputs to knowledge building and sharing and communications and advocacy 

  • Provide substantive inputs to knowledge management strategies and activities; 
  • Identify best practices and lessons learned that are directly linked to the implementation of the project and disseminate information; 
  • Provide the MCO, RO or HQ with storylines for publication and advocacy campaigns. 

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities: The incumbent will supervise a UNV programme assistant.

IV. Minimum Qualifications

Education and Certification:

  • Master’s degree or equivalent in social sciences, statistics, international development, gender/women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in analyzing and interpreting disaggregated quantitative and qualitative data, including gender-related data, to inform programme implementation and policy dialogue is required.
  • Experience in providing analytical and coordination support to development programmes, including synthesizing information from multiple sources to inform planning, implementation, monitoring and reporting, is required.
  • Experience in coordinating work across team, partners and stakeholders is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
  • Experience in coordinating and liaising with government agencies, national institutions and/or donors is desirable.

Languages:

  • Fluency in French and English is required.
  • Connaissance d’une autre langue officielle des Nations Unies (Arabe) est un atout.
