BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Egypt works closely with government institutions, development partners, donors, United Nations agencies, private sector organizations, foundations, academia, and civil society to support national priorities and deliver on its Country Strategic Plan (CSP) 2023-2028. Partnerships play a critical role in mobilizing resources, fostering innovation, strengthening technical collaboration, and maximizing collective impact.
To support the growing scope and complexity of partnership engagement, WFP Egypt seeks a Partnerships Officer to contribute to partnership development, resource mobilization, donor relations, stakeholder engagement, reporting, and knowledge management activities.
The position will support the identification of partnership opportunities, development of proposals, donor submissions and partnership products, coordination of external engagement activities, and management of strategic relationships that contribute to the achievement of WFP Egypt's programme objectives.
KEY RESPONSIBILITIES:
Under the supervision of the Head of Partnerships, the Partnerships Officer will:
Partnership Development
- Support the identification and assessment of partnership opportunities aligned with WFP strategic priorities.
- Conduct stakeholder mapping, research, and analysis to support partnership development efforts.
- Contribute to the preparation of concept notes, proposals, presentations, briefing packages, and partnership materials.
- Support the development of engagement plans and partnership initiatives.
Resource Mobilization
- Monitor donor priorities, funding opportunities, and emerging partnership trends.
- Support the preparation of funding proposals and resource mobilization materials.
- Coordinate inputs from programme and support units to ensure timely submission of partnership and donor documents.
- Contribute to partnership pipeline tracking and resource mobilization monitoring.
Partner Engagement and Coordination
- Maintain regular communication with partner organizations and external stakeholders.
- Support the organization of meetings, missions, workshops, partner visits, and external engagement events.
- Prepare briefing notes, talking points, background information, and meeting summaries.
- Follow up on agreed actions and partnership commitments.
- Represent WFP in meetings, workshops, and partnership events, as delegated by the Head of Partnerships.
Donor Reporting and Visibility
- Support the preparation of donor reports and other partnership-related documentation.
- Coordinate the collection and consolidation of programme information and achievements.
- Contribute to the development of visibility materials, success stories, factsheets, and communication products highlighting partnership results.
Knowledge Management and Analysis
- Maintain partnership databases, tracking systems, and stakeholder records.
- Prepare analytical reports, stakeholder profiles, and partnership briefs.
- Support knowledge management initiatives and information sharing within the Country Office.
- Contribute to lessons learned and good practices related to partnership management and resource mobilization.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced university degree in International Relations, Political Science, Development Studies, Economics, Business Administration, Public Administration, Marketing, Communications, Social Sciences, or a related field. Alternatively, a first university degree with additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Experience:
- At least five (5) years of progressively responsible experience including one year of professional experience in one or more of the following areas: Partnerships, Resource Mobilization, Donor Relations, External Relations, International Development, Programme Coordination, Communications, Public Affairs
- Proven experience in donor engagement and drafting high-quality concept notes, proposals, and external-facing materials.
- Demonstrated experience developing and managing partnerships with donors, government institutions, UN agencies, private sector organizations, foundations, academic institutions, or civil society organizations.
- Experience working with international organizations, development agencies, NGOs, government institutions, donors, foundations, or the private sector is desirable.
Knowledge & Skills:
- Strong coordination, communication, and stakeholder engagement skills
- Good understanding of WFP’s operational model and the role of partnerships in supporting resource mobilization and programme delivery
- Strong understanding of Egypt's development landscape and stakeholder ecosystem.
- Familiarity with partnership development and stakeholder engagement approaches across public, private, and development sectors.
- Ability to translate technical/programmatic content into compelling partnership narratives
- Strong analytical skills and attention to detail
- Collaboration and stakeholder engagement
- Strategic thinking and results orientation
- Effective communication (written and verbal)
- Ability to work across teams in a fast-paced environment
Languages:
- Fluency in written and spoken English and Arabic is required
