The EU AI Act represents the first all-encompassing regulatory framework for the application of AI in EU, with requirements related to transparency, human oversight and risk assessment. Article 4 emphasizes the importance of AI literacy development of students, teachers and institutions, as well as responsibility of educational institutions to implement AI tools in transparent and ethical manner. 
Generative AI tools are increasingly being used by students and educators for content creation, research, assessment support, personalized learning, and administrative tasks, creating both new opportunities and substantial challenges for education systems. In pre-university education in particular, the growing presence of generative AI raises important questions related to ethics, transparency, data protection, academic integrity, algorithmic bias, child protection, and the responsible use of emerging technologies in learning environments.

Within this context, there is a growing need for the Ministry of Education to establish a coherent and future-oriented framework for the use of generative AI in pre-university education. Such a framework is necessary to support the safe, ethical, inclusive, and pedagogically sound integration of generative AI technologies into educational processes, while ensuring compliance with emerging European standards and regulatory obligations. The Framework should also provide guidance to educational institutions, teachers, students, and other stakeholders regarding acceptable use, risk mitigation, accountability, digital competencies, and safeguards related to the use of generative AI systems in schools.

To support this process, the Mission to Serbia’s Media Department needs to engage one (1) international consultant/expert in generative AI and education with demonstrated expertise in artificial intelligence governance, educational technologies, digital literacy, and European regulatory standards. The expert will be responsible for developing a Framework for generative AI in pre-university education that reflects the principles of the EU AI Act and relevant European education and digital governance policies, while taking into account the national educational context and institutional capacities of the Ministry of Education.

The Framework is expected to provide strategic guidance and practical recommendations concerning the governance and use of generative AI in schools, including ethical principles, risk assessment mechanisms, transparency standards, human oversight measures, digital and AI literacy considerations, data protection safeguards, and recommendations for capacity-building among teachers and educational stakeholders. It should also support the Ministry of Education in harmonizing relevant educational policies and practices with evolving European regulatory and policy frameworks related to artificial intelligence. Through the development of this Framework, the activity will contribute to strengthening institutional preparedness for emerging technologies, fostering responsible innovation in education, and ensuring that the integration of generative AI in pre-university education supports learning outcomes, democratic values, and the protection of children’s rights in digital environments.

Tasks and Responsibilities

Under the supervision of the National Project Officer, the consultant will be responsible for developing a Framework for the use of generative artificial intelligence in pre-university education. In particular, the consultant will:

  1. Review relevant national and international policies, standards, regulatory frameworks and good practices concerning the governance and use of generative AI in education, including the requirements and principles of the EU Artificial Intelligence Act;
  2. Develop a draft Framework for the use of generative AI in pre-university education, setting out clear principles, standards and recommendations for its responsible, safe and effective use in schools;
  3. Ensure that the Framework provides both strategic guidance and practical recommendations, including in relation to:
    • ethical and responsible use of generative AI;
    • identification, assessment and mitigation of potential risks;
    • transparency and accountability standards;
    • appropriate human oversight and decision-making;
    • protection of personal data and privacy;
    • digital and AI literacy among students, teachers and other educational stakeholders;
    • prevention of bias, discrimination, misinformation and other potential harms;
    • capacity-building and professional development needs of teachers and relevant education professionals;
  4. Finalize the Framework based on the feedback received, ensuring that it provides a clear basis for the development of national standards and further alignment with the EU Artificial Intelligence Act.

The consultant will work online from home.

Necessary Qualifications

  • Must hold citizenship of a country other than the Republic of Serbia;
  • University degree in computer science, software engineering, IT;
  • Minimum 5 (five) years of professional experience in the field of generative artificial intelligence in education;
  • Minimum 7 (seven) years of research experience in digital education;
  • Knowledge of drafting public policy documents in the field of education;
  • Excellent command of English language; good knowledge of Serbian language would be an asset;
  • Familiarity with the local legal framework would be considered a strong asset;
  • Knowledge of the UN Sustainable Development Goals (SDGs) would be considered an asset;
  • Full computer literacy;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed on a Special Service Agreement in the period from 17 August 2026 to 16 October 2026, and will be paid a total amount not exceeding 4,600 EUR, commensurate to individual qualifications and experience. The payment will be effected upon successful completion of all tasks.
