Mission and objectives

UNODC's mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism.

Context

This assignment will be assigned to the UNODC Brussels Liaison Office (BRULO) to the European Union and its institutions, to NATO, WCO and Belgium. The office's goal is to foster policy exchange and operational partnership with the above-mentioned institutions in order to jointly advance the global agenda on the rule of law, governance and public health. The Brussels Liaison Office supports UNODC HQ and field offices around the world in their relationship with the EU, and advises on policy developments, programming of funds, and contractual matters. In support of the EU-UNODC operational partnership, the UNV will assist EU-funded UNODC programmes to support their compliance with EU contractual and reporting requirements, UNODC internal rules and procedures for EU funding, and the EU-UN Financial and Administrative Framework Agreement (FAFA).

Task description

Under the direct supervision of the External Relations Officer, the EU Reporting and Compliance Associate will:

(i) assist to provide first line support and technical assistance to EU-funded, UNODC programmes to support their compliance with EU contractual requirements and the EU-UN FAFA as well as UNODC internal clearance procedures relevant to EU funding;

(ii) assist to review compliance of UNODC narrative reports, payment requests, contractual documents, amendment requests, and visibility materials, as required;

(iii) coordinate support provided to UNODC programmes with the Financial Resources Management Service, as relevant, on all staffing, financial and other relevant issues under their responsibility for EU funding;

(iv) maintain data on EU-funded projects and reporting.

(v) prepare regular briefings and updates on EU funding for internal and external use, as required;

(vi) assist in the regular review and further development of the BRULO SharePoint site, related tools for project staff, and training initiatives to support compliance;

(vii) support monitoring of developments in EU contractual requirements and EU-UN FAFA as well as UNODC compliance;

(viii) support the organization of training to support EU compliance as well as project events and meetings in Brussels, as required; and (ix) any other related tasks as may be required or assigned by the supervisor or the Representative of the Brussels Liaison Office.
