The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of Assistant Secretary-General of Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, and the Enabling and Outreach Service. The Enabling and Outreach Service supports supply chain operations through the provision of operational reporting, business intelligence, supplier diversity and supply chain planning and performance management. This position is located in the Enabling and Outreach Service (EOS), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York. The Logistics Officer, Data Analytics and Business Intelligence, reports to the Section Chief or designated official.

Responsibilities

Within limits of delegated authority, the Logistics Officer, will be responsible for the following duties: The incumbent will support supply chain data analytics, data engineering, business intelligence and data-model development activities, including SAP (Umoja) Analytics/United Nations Business Intelligence data models, data pipelines, management reporting and analytics products supporting vendor registration and outreach activities. • Prepares and provides advice and technical assistance to the Chief of Service and supply chain management stakeholders on all matters related to DOS Supply Chain data analytics, business intelligence and related reporting requirements. Develops and implements methodologies and tools, including automated data pipelines where applicable, to enable collection, validation, transformation and analysis of data enabling performance analysis. • Formulates Standard Operating Procedures (SOPs) for measuring the Key Performance Indicators (KPI) for the vendor registration and outreach processes through application of matrices for process diagnostics, identifies root causes for underperformance and proposes corrective actions for process improvement, including through the use of data analytics and data-quality checks and data-science approaches. • Develops dashboards for Business Intelligence (BI), contributes to the development of business requirement documents for reporting and Umoja Analytics/UN BI data model enhancements, and ensures integration and automation of data flows to the designed Supply Chain Management (SCM) dashboards for entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and other regional commissions. • Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards. • Provides support to ongoing operations though business performance analysis, develops and interprets information that assists supply chain management stakeholders with decision making, policy formulation and/or other management functions through solutions that save time, cost, or improve processes. • Ensures that logistics requirements take account of gender-specific needs. • Coordinates business process improvement activities, including data, reporting and business intelligence initiatives, with other key stakeholders in the UNHQ, and field missions. • Prepares periodic ad hoc analytical and oversight reports and data extracts, briefing materials and analysis on the effectiveness of operational logistics issues based on supply chain stakeholder’s requirements. • Participates in technical assistance missions, system testing, user acceptance testing, post-release validation and performance reviews, including reviews of Umoja Analytics/UN BI reporting solutions, data models, associated data pipelines and related system changes. • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records, reporting logic and documentation are maintained. • Coordinates joint projects and facilitates gaining synergies in SCM data, reporting and business intelligence with other UN agencies, military and other organizations in the field. • Guides and supervises new/junior staff. • Performs other related duties as required.

Education

An advanced university degree (Master’s degree or equivalent degree) in supply chain management, logistics, engineering, business administration, public administration, or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in data engineering, data science or business intelligence tools (Web intelligence, MS Power BI, Analytics workspace or equivalent) is desirable.

Work Experience

A minimum of five years of progressively responsible experience in logistics operations, supply chain management, or related field is required. At least two years of experience developing analytical tools and data pipelines, data modelling, and visualisation applications (MS Power BI, Qlik, Tableau or similar), or business intelligence tools (SAP Analysis Cloud, SAP Business Objects, etc.) for management reporting and performance metrics is required. Experience translating business requirements into data requirements, reporting specifications, data-model logic, test scenarios, user acceptance testing or technical documentation is required. Experience applying data science or advanced analytics approaches, such as statistical analysis, forecasting, anomaly detection, predictive modelling or process mining in the area of supply chain, procurement, logistics or operational data is desirable. Experience in Enterprise Resource Planning (ERP) System/Systems Applications and Products (SAP) in the business area of Source to Acquire and/or Supply Chain Management is desirable. Experience with database or programming languages (SQL, Python, R) is desirable.
