Organizational Context and Scope
Under the overall supervision of the Deputy Chief of Mission for Operations in Afghanistan and the direct supervision of the Head of Programmes and Operations, the Programme Coordinator (Community Engagement and Accountability) will lead the mission’s community level engagement and accountability initiatives. This role involves informing area-based, multisectoral interventions and providing technical support and capacity development for community engagement processes across the mission.
Working closely with the Safeguarding unit and Programme Coordinators, the successful candidate will play a key role in promoting accountability to affected populations. These efforts are aimed at enhancing the resilience of these communities and supporting humanitarian and recovery operations. Additionally, the Programme Coordinator (Community Engagement and Accountability) will help shape a responsive and community-oriented approach to multi sector interventions that address the needs of communities affected by forced migration, displacement, and irregular mobility patterns
Responsibilities
1. Oversee the management of the Community Engagement and Accountability unit in coordination with the Head of Programmes and Operations,, including all operational budget and administrative aspects of the programme.
2. Ensure the effective coordination and implementation of Community Engagement activities, including the development of Community Action Plans and the integration of Community Engagement and Accountability approaches across all IOM Afghanistan programming.
Community-Based Programming
3. Ascertain the community-based programming needs of IOM Afghanistan’s programmatic units and substantively contribute to the development of a mission-wide strategy for mainstreaming (i) community assessment; (ii) community-based planning (CBP) in line with IOM’s global CBP manual; (iii) community-led project implementation; and (iv) community-based monitoring and evaluation across the humanitarian-development-peacebuilding nexus.
4. Support mission-wide programming with training and technical guidance on community mobilization, stakeholder coordination, and sensitization efforts to facilitate initial community engagement, ensuring the integration of voices and needs of the targeted.
5. Design and implement context specific community engagement strategy, leveraging evidence-based practices and local considerations in Afghanistan.
6. Develop and refine tools and methodologies related to social cohesion, climate action, accountability to affected populations (AAP), gender mainstreaming, ensuring inclusive participation, particularly women, youth, minorities, and vulnerable groups.
7. Contribute to the development of District Profiles in coordination with DTM and RSU, analyzing the governance, economic and spatial dynamics to inform area-based approach to humanitarian and recovery assistance.
8. Support the implementation of community identified and prioritized solutions that strengthen resilience and reintegration, ensuring gender-sensitive context analysis and inclusive approaches.
9. Engage communities, local authorities, civil society, and other partners in the recovery planning process, including the identification of appropriate modalities for implementation, to help ensure ownership of the process and facilitation of dialogue between authorities and communities.
Accountability to Affected Populations
10. Develop and implement IOM Afghanistan’s Accountability mainstreaming strategy in line with IOM country, regional and global strategic frameworks.
11. Build and maintain effective communication mechanisms across the Mission and with partners to ensure AAP concerns are identified, communicated, and addressed.
12. Lead and coordinate quality, timely and effective accountability mainstreaming measures tailored to the needs of the affected population, including closing the feedback loop, and ensuring that all operational responses in all programmatic areas involve a robust AAP mechanism.
13. Closely coordinate and support the Safeguarding Unit in preventing and responding to misconducts through enhancing awareness and communication on prohibited conducts, addressing questions and concerns raised these matters within the Mission.
14. Undertake travel duties as necessary.
15. Perform any other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Social or Political Science, International Development, International Law or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Minimum of five years relevant experience in providing substantive technical input and conducting capacity development in community assessment and engagement processes;
- Demonstrated experience coordinating with other actors working in the fields of sustainable reintegration, resilience, social cohesion and provision of basic services, as well as local authorities and relevant directorates to facilitate the project implementation;
- Demonstrated work experience in establishing and maintaining Community Feedback Mechanism or Accountability mechanism in operations;
- Experience working on multi-sectoral projects across the humanitarian-development-peacebuilding nexus is considered advantageous;
- Experience with the United Nations (UN) system and/or International Non-Governmental Organizations (INGOs) and an understanding of the rules and regulations of international Organizations;
- Experience in area-based response in humanitarian and development settings; and,
- Experience working in Afghanistan or a similar context highly beneficial.
Skills
- Familiarity with community participatory processes and the provision of assistance to migrants, refugees, and/or people with specific needs;
- Awareness raising, negotiating and influencing skills in humanitarian and development settings;
- Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel;
- Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance and professional commitment to achieve high-quality results;
- Outstanding written, editorial, and verbal communication skills; and,
- Strong supervisory and organizational skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) Dari and/or Pashto is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
