Organisation
Impunity Watch (IW) is an international NGO working to ensure transitional justice delivers redress for grave human rights violations and contributes to uprooting systemic impunity. We support victims, survivors, and affected communities to overcome impunity and to obtain justice.

Context
At IW, we are expanding our programming on the African continent with a new regional strategy. A significant priority is support to youth engagement in transitional policy and practice, connecting youth and communities affected by violence to the national, continental, and international level. As part of this, we are set to launch a new pilot project in Chad.

The pilot’s objective is to produce a victim-driven strategy for transitional justice in Chad and to strengthen the agency and capacity of victims and youth to mobilise collectively. The project implements two strategies: a political economy action research partially led by youth groups across the country; and civil society capacity-building on transitional justice. The pilot will be implemented until the end of 2028, with a decision on whether to expand the project to a longer-term engagement scheduled towards its end. Our intervention is timely. Developments in the country point to renewed political will for the implementation of transitional justice mechanisms.

Working together with our Head of Africa Regional Programme, we are seeking a Project Coordinator to lead the set-up and implementation of this exciting pilot. The position is for Chadian nationals. A full-time consultancy contract will be offered.

Job description
The Project Coordinator will lead the set-up and implementation of the pilot project in N’Djaména, working collaboratively with the Head of Africa Regional Programme and with a consultant Finance and Project Officer who will also be based in N’Djaména. The Project Coordinator will be IW’s focal point for coordination among diverse actors working on transitional justice.

The Project Coordinator will be responsible for the full scope of project implementation, including the organisation and implementation of the two intervention strategies, supporting project partners, narrative and financial reporting, and all project-related planning. They will ensure compliance with donor requirements for reporting, implementation, procurement, and partner oversight.

Our ideal Project Coordinator is a transitional justice specialist with a research background and a strong track record in project coordination. They are experienced at the political advocacy level of TJ policymaking, as well as at supporting the design and implementation of non-formal, community-based TJ initiatives. They have a strong understanding of the institutional TJ landscape and actors. They are highly organised, able to coordinate multiple priorities in parallel, and are emotionally intelligent and keenly self-aware.

Responsibilities: Project coordination

  • ·      Ensures effective project implementation in line with project objectives, planning, and donor requirements.
  • ·      Coordinates the planning and execution of all project activities.
  • ·      Leads the drafting of all project reports including annual reports and annual plans.
  • ·      Acts as the primary project focal point for IW in N’Djaména.
  • ·      Supports the Head of Africa Regional Programme in liaising with donor and government counterparts in Chad.
  • ·      Participates in meetings of a technical coordination team composed of organisations with transitional justice programming.

Responsibilities: Project activities

  • •    Leads on the coordination of a political economy analysis to be conducted by an external consultant.
  • •    Coordinates the production of a stakeholder mapping of victim associations, youth groups, and transitional justice actors.
  • •    Co-designs the methodology for an action research to be led by victim associations and youth groups.
  • •    Leads on the training of victim associations and youth groups in the action research methodology.
  • •    Co-designs capacity-building trainings on transitional justice for civil society organisations.
  • •    Organises regional (in-country) and national exchanges for victim associations and youth groups.
  • •    Oversees the production of a victim-driven strategy and reform agenda for transitional justice in Chad.
  • •    Plans and executes national and regional policy engagements in N’Djaména and in Addis Ababa, including with AU officials.

Responsibilities: Overarching
•    Proactively takes decisions on adaptive programming and in resolving challenges as they arise.
•    Organises planning, evaluation, and coordination workshops.
•    Provides subject-matter leadership on transitional justice.
•    Coordinates on the production of knowledge, key learnings, and impact data with IW colleagues working in other contexts.

Experience & knowledge
o    A university degree.
o    Minimum of 3 years’ experience coordinating projects in a similar field.
o    Minimum of 5 years’ experience working with international NGOs.
o    Specialist knowledge of transitional justice.
o    Demonstrable understanding of the transitional justice landscape in Chad.
o    A background in academic and/or policy research.
o    Demonstrable practical experience in implementing transitional justice projects.
o    Experience working with civil society organisations in Chad.

The following would be considered a plus:
o    A Master’s degree or equivalent in a field related to transitional justice.
o    Publications in the field of transitional justice (e.g. articles, opinion pieces, etc.).
o    Experience with MEL.
