The overall objective of the project is to strengthen and capacitate all the stakeholders including government representatives, organisations of persons with disabilities at the national and subnational levels to effectively contribute towards disability inclusive systems and for the implementation of the CRPD.

Duties and Responsibilities

Duties and Responsibilities: The consultant must be a national of Fiji and possess a strong understanding of the disability, human rights, and governance context. Experience working with Organisations of Persons with Disabilities (OPDs), government institutions, and community stakeholders in Fiji is required. The Consultant will undertake the following tasks, aligned with the programme workplan: Deliver Training • Support consultations and stakeholder meetings to design training on CRPD Article 33 monitoring and reporting, shadow reporting with gender and social inclusion perspectives, CRPD-compliant budgeting, and inclusive humanitarian and disaster management • Deliver training in partnership with key stakeholders on CRPD Article 33 monitoring and reporting, shadow reporting with gender and social inclusion perspectives, CRPD-compliant budgeting, and inclusive humanitarian and disaster management. • Ensure training design and delivery are participatory, involving OPDs, government, and UN partners. Shadow Reports • Undertake consultations and support OPDs to develop, finalise, and publish Fiji’s first CRPD shadow report. • Support the implementation, monitoring and reporting of recommendations arising from the Universal Periodic Review (UPR) and CRPD reporting processes, including tracking progress, coordinating stakeholder engagement and contributing to follow-up reporting. • Facilitate presentation of the shadow report to national monitoring mechanisms and decision-makers, ensuring recommendations are integrated into follow-up processes. Budget Tracker/Tool • Design and finalise a CRPD-compliant budget tracker/tool in partnership with key stakeholders. • Prepare the tool for piloting in the 2027/28 national budget cycle and strengthen OPD capacity to use it for monitoring and advocacy. Evidence Building • Document processes, outcomes, achievements, and lessons learned on disability support services (including communication support and assistive devices/technology) to generate evidence that informs inclusive policy, budgeting, and service delivery. Disaster Management Inclusion • Support OPDs, with specific focus on women with disabilities, to participate in the pilot roll-out of the revised Fiji Disability Inclusive Community-Based Disaster Risk Management Toolkit. • Facilitate OPD engagement with government stakeholders on revisions to national disaster and humanitarian action plans to ensure disability inclusion.

Qualifications/special skills

Advanced university degree (Master’s or equivalent) in human rights, social sciences, development, disability studies, or related field is required. A first-level university degree (Bachelor’s degree or equivalent) combined with at least two additional years of relevant professional experience may be accepted in lieu of an advanced degree. Minimum of 3 years of progressively responsible experience (with an advanced university degree) or 5 years (with a first-level university degree) in programme management, human rights, disability inclusion, or related fields is required. Experience working with Organizations of Persons with Disabilities (OPDs) and government stakeholders in Fiji and/or the Pacific region is essential. Capacity building, advocacy, and stakeholder engagement experience is required. Monitoring and evaluation, reporting, and knowledge management is highly desirable.

Languages

Fluency in English is required. Working knowledge of Fijian or any of the indigenous languages from the Pacific will be an advantage
