Organizational Context and Scope

​The successful candidate will provide technical leadership to ensure timely, coherent and high-quality information management outputs, including the organization of team workflows, guidance to field teams and enumerators, coordination with relevant units and partners, and quality assurance of datasets and information products. The role will support evidence-based decision-making by IOM, national authorities, United Nations agencies, humanitarian partners and other stakeholders, ensuring that DTM and IM outputs are accurate, operationally relevant and aligned with IOM standards. 

Responsibilities

  1. ​​Lead and coordinate information management activities for the Venezuela Earthquake response, including rapid assessments, mobility tracking, registration support, needs assessments and other DTM-related data collection exercises.
  2. ​Plan, organize and supervise the development and implementation of data collection tools, reporting templates, databases, standard operating procedures and information management workflows, ensuring consistency with IOM and DTM requirements.
  3. ​Supervise and provide technical guidance to field teams, enumerators and colleagues involved in data collection, data management, analysis, visualization and reporting, including through briefings, trainings and regular follow-up.
  4. ​Coordinate the work of IM and DTM team members and ensure timely task allocation, follow-up, consolidation of inputs and delivery of agreed outputs, escalating operational or technical issues as needed.
  5. ​Oversee quality assurance processes to ensure that data, tables, charts, maps, dashboards and written products are accurate, consistent, methodologically sound and ready for internal or external use.
  6. ​Compile and analyse information on affected populations, displacement, mobility, return intentions, temporary shelters, priority needs, available services and response gaps.
  7. ​Prepare and review information products such as dashboards, maps, factsheets, situation updates, briefing notes, presentations and other materials for internal and external use.
  8. ​Coordinate information flows and technical inputs among field teams, programme units, DTM colleagues, communications teams, regional and global technical teams, authorities and humanitarian partners to ensure timely validation and dissemination of information products.
  9. ​Represent or support the representation of the IM/DTM function in coordination meetings, donor updates, government briefings and inter-agency processes by preparing inputs, presenting key findings and following up on agreed actions.
  10. ​Keep datasets, tools, reports and final products organized and secure, in line with IOM standards on data protection and confidentiality.
  11. ​Help identify information gaps and suggest follow-up assessments or additional analysis based on response needs.
  12. ​Perform such other relevant duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • ​​Bachelor’s degree in Information Management, Data Science, Statistics, Computer Science, Geography, Social Sciences, International Relations, Public Administration, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • ​High School diploma with seven years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • ​​Experience leading or coordinating information management, reporting, assessment support, monitoring and evaluation, or data analysis activities in humanitarian, emergency or development contexts.
  • ​Experience coordinating DTM activities, rapid needs assessments, mobility tracking, registration, field monitoring or similar data collection exercises is an advantage.
  • ​Experience supervising, training or providing technical guidance to field teams, enumerators, partners or colleagues involved in information collection, data management and reporting activities.
  • ​Experience preparing reports, briefing notes, situation updates, dashboards, maps or other information products for operational and coordination audiences.
  • ​Experience liaising with governmental authorities, United Nations agencies, non-governmental organizations, donors and other humanitarian stakeholders in a multicultural setting is an advantage. 

Skills

  • ​Strong ability to lead, organize and coordinate teams and information management workflows under tight deadlines in an emergency setting.
  • ​Good understanding of DTM, humanitarian assessments, information management and responsible use of data.
  • ​Ability to guide others in data collection, data cleaning, validation, analysis, visualization and reporting processes, while ensuring quality control and timely delivery.
  • ​Good command of Microsoft Office and Excel; knowledge of Power BI, Kobo/ODK, GIS or other data and visualization tools is an advantage. 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in ​Spanish and English​ is required (oral and written). 

Desirable ​​Working knowledge of Portuguese, French or another UN official language is an advantage.​ 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
