Disease Advisor, Malaria - GL D - Defined Duration until December 2028 x 2 positions (French Desirable)

The Disease Advisor supports the Head of Malaria and the Senior Disease Advisors, Malaria, in providing technical guidance and contextualized recommendations on behalf of the Global Fund to accelerate programmatic performance, collaborating across the Secretariat, with countries and external partners. The Advisor, under the oversight of the Head of Malaria and the Senior Disease Advisors, is expected to provide advice, guidance and solution options within the evolving global landscape and changing epidemiology, including new product innovation and introduction.

The Advisor works across the Global Fund Secretariat, as well as with countries and in-country stakeholders to provide technical advice to inform investments and to accelerate performance: i) in response to direct enquiries; ii) throughout the ‘country dialogue’ and grant making processes underpinning the development of funding requests and grants; iii) in the form of technical reviews of Principal Recipients and CCM submitted grant reinvestment requests; and iv) via the development and operationalization of Global Fund Catalytic Investments.

In addition to holistic malaria support to countries, the Advisor leads on at least one of the following key thematic areas:
1) Vector control
2) Chemoprevention
3) Epidemiology/data analytics

Across these thematic areas, the Advisor works throughout the malaria portfolio to guide the prioritization of the most cost-effective interventions and delivery strategies. This also includes guidance for monitoring biological threats, supporting the adoption and implementation of innovations, and—where relevant—conducting and applying epidemiological and data analyses to inform strategic and programmatic decision-making.

The role encompasses both upstream and downstream engagement to accelerate the uptake of innovations, including new or near-market tools such as next-generation insecticide-treated nets, spatial emanators, and other emerging interventions on the medium-term horizon.

The Advisor will support the development of theme-specific and, as needed, general malaria Global Fund policy and guidance and the dissemination of training and best practice. They also support disease specific analytics and interpretation of disease data for diverse internal and external audiences.

The Advisor will provide technical expertise particularly regarding thematic area-specific health product management decisions, including through a programmatic lens. Engaging existing and emerging private sector partners will also be a critical part of this role.

Key Responsibilities

Perform the following duties under the supervision of the Head of Malaria and Senior Disease Advisors, Malaria:

  • Provide technical advice that is informed by country experience, normative guidance from technical partners and by program performance data. This includes but is not limited to strategic investments for new and existing malaria programming to achieve maximum impact, advance program optimization and integration, and align with the Global Fund’s mission to end the three diseases as public health threats
  • Work closely with Senior Disease Advisors, and other technical teams to provide disease expertise throughout the grant life cycle including identifying opportunities for reprogramming of existing grants to optimize the malaria investment portfolio.
  • Coordinate across technical and functional teams to ensure malaria investments reinforce health systems capacity building and advance equitable access to services, human rights, and community engagement.
  • Work closely with internal and external stakeholders on existing and emerging health products to advise on appropriate procurement, supply planning, and innovation of malaria health products.
  • Support analyses and the interpretation of malaria programmatic and epidemiologic data, throughout the grant lifecycle in collaboration with other Global Fund staff, to identify investment gaps and opportunities for reprogramming and re-shaping of existing grants.
  • Provide technical expertise and input into the Global Fund policies, guidelines, and operational documents.
  • Support appropriate training and technical capacity building in response to scientific and programmatic developments including new tools and public health approaches.
  • Support the Head of Malaria and Senior Disease Advisors in coordinating and strengthening Global Fund partnerships, including through disease-specific partner committees, working groups, Technical Partnership Agreements and technical assistance mechanisms.
  • Contribute to the development of Global Fund reports, publications, press releases and other advocacy or information materials.
  • Perform other duties consistent with the role as required.

In line with the focus on malaria vector control, chemoprevention or epidemiology/data analytics, the incumbent will perform the duties above as the focal point for this thematic area, more specifically:

  • Provide technical leadership on related interventions and related surveillance and monitoring.
  • Lead analysis of epidemiological and programmatic data to inform programming and strategy.
  • Support countries to implement evidence-based strategies, optimize intervention mixes and implementation approaches.
  • Support thematic knowledge management externally (cross-country, partner forum, etc.) and across the Secretariat.
  • Lead technical/programmatic inputs for the introduction and scale up of new or near-to-market tools (ex. next-generation nets and spatial emanators) coordinating closely with Supply Operations and partners. Similarly, for new innovations on the medium to long term horizon (ex. injectable monoclonals), ensure Secretariat visibility and support strategic thinking on potential engagement. Monitor scientific and programmatic developments, including new tools and approaches.
  • Collaborate internally and externally on innovations, market shaping, new product introduction, providing technical expertise on procurement decisions.
  • Collaborate internally and externally on relevant economic evaluations and/or health technology assessments.

Qualifications

Essential:

  • An advanced university degree in medicine; applied entomology or related field with demonstrated extensive experience working in vector control; epidemiology; public health; or infectious diseases.

Desirable:

  • Demonstrated capacity in relevant analytic platforms.

Experience

Essential:

  • Experience in technical roles working with national malaria programs in developing countries.
  • Experience in working in malaria both at the national and international levels.
  • An understanding of the international health arena and direct exposure to health environments both at national and international levels.
  • Experience in providing technical advice and developing effective collaboration with stakeholders across teams, departments, and divisions to achieve a common goal. 

Desirable:

  • 4-6 years of experience at an international level in the related malaria thematic area, and program management, including program design and implementation, research and policy development.
  • Expert knowledge of Global Malaria Guidelines in the relevant thematic area and global and country-level thematic area specific development
  • Knowledge of Global Fund and its policies, processes and its governance structure
  • Familiarity with market-shaping interventions
  • A good understanding of economic evaluation/ health technology assessment methods

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
