Organizational Context and Scope
The International Organization for Migration (IOM) Coordination Office for the North Pacific covers the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Republic of Palau, Kiribati, and Nauru, with its main office located in Pohnpei and six Sub-Offices across the North Pacific. Ongoing operations focus on FSM, RMI, and Palau, supporting communities across geographically dispersed islands.
The FSM is highly vulnerable to the impacts of climate change and natural hasards, including typhoons, droughts, storm surges, and king tides. These events can result in significant damage to infrastructure, livelihoods, and essential services, while increasing the risk of displacement for affected populations. To address disaster-related displacement and strengthen community resilience, IOM implements a range of preparedness, response, recovery, and resilience-building initiatives across FSM. Following a recent typhoon that severely impacted communities throughout Chuuk State, IOM has been supporting the Government of FSM in delivering emergency relief assistance to affected populations.
Furthermore, IOM is also preparing to implement long-term recovery activities, including the reconstruction of damaged homes and public facilities in Weno and across Chuuk’s lagoon and outer islands.
In addition to recovery efforts, IOM works throughout Chuuk and the wider North Pacific region to strengthen community resilience through disaster risk reduction and climate change adaptation programming. These initiatives include projects focused on food and water security, and the enhancement of emergency evacuation shelters, helping communities better prepare for, withstand, and recover from future climate-related shocks.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Support Unit (PSU) Coordinator, and in close coordination with the Monitoring and Evaluation Officer based in Pohnpei (FSM), the Monitoring and Evaluation Officer – Reconstruction will be responsible and accountable for supporting Monitoring and Evaluation (M&E) functions for IOM’s reconstruction, resilience, and climate adaptation programmes. The role will primarily cover the IOM’s portfolio in Chuuk, and extend support to other units and offices as needed.
Responsibilities
- Maintain and contribute to developing the sub-office’s Monitoring and Evaluation (M&E) framework, with a specific focus on the reconstruction component, supporting alignment with the overall IOM North Pacific’s M&E plan.
- Conduct monthly, quarterly, or annual project/programme/strategy reviews, participatory impact assessments, process and operational monitoring, real time, midterm and final evaluations and lessons learned workshops, and monitoring compliance of M&E arrangements with donor/United Nations (UN)/Headquarters (HQ) requirements to support evidence based programme implementation and reporting.
- In close coordination with the M&E Officer based in Pohnpei, deliver training, mentoring, and coaching to staffs and enumerators to ensure sound M&E methodologies across assigned programmes.
- Assess programme risks through regular monitoring of project activities, document new and emerging risks, and review associated Project Risk Register Matrix, Risk Treatment plans to support timely risk management actions.
- Collaborate with IOM units, Implementing Partners (IP) and United Nations Country Team (UNCT) on quantitative and qualitative monitoring aspects, donor reporting, and evaluations of project activities, and apply IOM’s institutional monitoring and reporting requirements, including IOM’s Strategic Results Framework (SRF), and the Institutional Questionnaire (IQ) to support consistent reporting outcomes.
- Draft regular monitoring reports for relevant stakeholders such as donors/UN agencies and coordinate with the Communication Team and the Reporting Officer in Chuuk to facilitate the appropriate utilisation of M&E findings in public information materials.
- Contribute to Knowledge Management (KM) by analysing and sharing M&E findings with relevant stakeholders and other IOM offices and departments, facilitating discussions of monitoring results in the appropriate forum in a timely manner, and documenting discrepancy gaps, lessons learned and improvement opportunities to support programme quality and future implementation.
- Contribute to developing performance report formats in accordance with M&E guidelines and donors/UNCT requirements, review and analyse the monitoring reports and targets, and recommend corrective actions, when necessary, to address identified implementation bottlenecks.
- Participate in the selection and monitoring work of IPs that conduct M&E surveys and studies, in line with procedural M&E and reporting guidance to be included in service providers’ contracts, to support quality programme delivery.
- Perform such other relevant duties as maybe assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;
- Experience in capacity-building activities, including design and delivery of trainings;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Has experience in understanding of internal and international migration issues in the country and in the region;
- Experience in organising consultations, workshops and seminars with high level stakeholders; and,
- Previous experience working in the Pacific is desirable.
Skills
- Familiarity with financial and business administration;
- Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies;
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements;
In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organisation; - Strong writing and research skills;
- Excellent communication and analytical skills;
- Ability to use data visualisation software, such as Power BI;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
