Job Description

Under the overall supervision of the Chief of Mission, the Senior Programme Coordinator (Housing & WASH), and the direct supervision of theHousing Project Officer (ESHS), the incumbent will provide support on the development and implementation of Environmental Social Management and Monitoring Plan (ESMMP) and related documentation required or requested by the donor. The incumbent will support community engagement with relevant hromadas, perform Asbestos Surveys and associated sampling activities, support environmental monitoring campaigns, participate in ESMMP monitoring visits to active sites and other related ESMMP activities. The incumbent will support the development of internal guidelines/SOPs, ToRs, ESHS trainings for IOM staff and contractors, associated documentation, and the implementation of grievance mechanisms for the relevant projects of Housing and WASH Unit.

Responsibilities

  1. Maintain relations with key stakeholders. Organise community engagement events, participate as deemed necessary.

  2. Support the activities related to the non-technical surveys, which are the part of the humanitarian demining portfolio and support the coordination of unexploded ordnance (UXO) activities if any on the site preparing relevant reports to Management.

  3. Support the development, regular update and review of the Environmental and Social Management Monitoring Plans (ESMMP), Stakeholder Engagement Plans (SEP), ESHS Due Diligence reports, Asbestos Survey reports as required by donor.

  4. Assist in the development and updating of Environmental, Social, Health and Safety (ESHS) procedures, guidance materials, training materials and guidelines required under the ESMMP. 

  5. Participate in the identification, survey, management of Asbestos Containing Materials (ACM) issues related to projects’ activities. 

  6. Conduct air sampling and material sampling in accordance with established procedures, dispatch samples to accredited laboratories, follow up on the results, prepare Asbestos Survey Reports and deliver relevant health and safety training of contractors. 

  7. Support the Project Team during project planning, executing and handover by monitoring contractors’ and subcontractors’ adherence to the national HSE and ESMMP requirements, including worksite assessment and tracking contractors’ ESHS performance.

  8.  Provide technical support for the implementation of Environmental, Social, Health and Safety (ESHS) requirements during project implementation, including reviewing relevant documentation and providing comments, as required by the supervisor.

  9. Support the implementation of documented ESHS inspections, audits, and checks.

  10. Support the implementation of the established ESHS training plan for the project team and relevant stakeholders, as required by the ESMMP, donor requirements or project needs, including Toolbox Talks (TBT) when required on site.

  11. Adhere to IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of respectful work environment in order to contribute to a healthy workplace.

  12. Assist the Housing and WASH unit in identifying potential projects opportunities to support programme sustainability.  

  13. Contribute to the development of assessments, concept notes, project proposals.

  14. Prepare drafts/reviews of Terms of Reference (ToRs), Statements of Work (SoW) and Bills of Quantities (BoQs) associated with ESHS and UXO activities.

  15. Organise, facilitate, document and report on Public Hearings and Coordination Meetings required by ESMMP and donor to implement project smoothly in line with stakeholder expectations in sustainable manner providing appropriate dissemination of information between community, contractor, administration and IOM.

  16. Support the establishment and maintenance of grievance mechanisms for the particular site and maintain the complaints log and provide regular updates to the supervisor.

  17. Review Method Statements submitted by the contractors/ subcontractors and provide technical comments and recommendations regarding health safety and environmental issues.

  18. Inspect documentation, training certificates, permits, and qualifications of personnel before use of hazardous machinery/equipment/system, visually inspect safety-critical elements, verify compliance and report concerns to the supervisor for appropriate action

  19. Report and record incidents occurring on site in accordance with the ESMMP, participate in incident investigations, contribute to identifying root causes and the development of corrective action plans.

  20. Perform such other duties as may be assigned. 

Qualifications

EDUCATION

  • High school diploma/certificate with at least seven years of relevant work experience; 

OR

  • Bachelor’s degree or equivalent in Health Safety EnvironmentSocial Sciences, Engineering or related field from an accredited academic institution with at least five years of relevant professional experience.

EXPERIENCE

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups;

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

  • Experience in ESHS sphere (monitoring, risk assessment, development documentation, tendering, preparation of thematic reports/presentations, auditing, inspection and survey);

  • Experience of work with Ukrainian HSE legislation;

  • Experience coordinating with various stakeholder groups;

  • Experience supporting the establishment and implementation of grievance mechanisms;

  • Experience in IOM administrative and financial management would be an advantage;

  • Experience in the usage of office software packages (MS Word, Excel, PowerPoint, Outlook, Project etc.) and knowledge of spreadsheet and data analysis.

  • Experience in supporting humanitarian demining activities would be an asset.

  • Working knowledge of ISO 9001, 14001 and 45001 management systems would be an advantage.

  • Working knowledge of ESHS risk assessments would be an advantage.

  • IEMA and/or NEBOSH certificates/diplomas (or similar courses) holders would be an advantage.

SKILLS

  • Knowledge of Ukraine HSE legislation.

  • Familiarity with EBRD/IBRD/The World Bank ESHS requirements/framework/standards.

  • Knowledge of monitoring methods.

  • Good communication skills to interact with different groups of stakeholders in confident and calm manner.

  • Ability to operate withing international team.

  • Ability to produce reports and documentation using a systematic and analytical approach.     

    Languages

  • For this position, fluency in English and Ukrainian is required.
