Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

*Nuclear Security of Materials and Facilities Section
*Information Management Section
*Programme Development and International Cooperation Section
The Information Management Section (INMA) is responsible for the establishment and maintenance of the mechanisms required to collect, collate and analyse nuclear security related information required for the effective implementation of activities to strengthen the international nuclear security framework. The Section is responsible for managing and maintaining the Incident and Trafficking Database and related information, as well as the system to develop and coordinate the implementation of Integrated Nuclear Security Support Plans. For this purpose, it liaises with other international organizations and Member States to enhance cooperation in and increase the outreach of nuclear security information. The Section is also responsible for managing and maintaining the information technology systems necessary for implementing the work of the Division and providing for information exchange through internal and external information portals. Additionally, the Section is responsible for managing and implementing the programme of activities for raising States’ awareness of the threat of cyber-attacks, and their potential impact on nuclear security. The Section is also responsible for implementing arrangements to maintain the confidentiality of sensitive information.
The Needs Assessment Unit supports the general nuclear security needs assessment activities of the Division of Nuclear Security (NSNS). It primarily carries out its responsibilities through the management and implementation of the Integrated Nuclear Security Support Plan (INSSP) programme of activities and the Nuclear Security Information Management System (NUSIMS) Nuclear Security Self-Assessment Tool. The Unit supports the identification of and planning for nuclear security assistance activities of the Division. The Unit liaises with NSNS technical officers and other IAEA Departmental organizations to ensure coordination and cooperation of nuclear security assistance activities with other IAEA technical activities, in specific States or regions.
Main Purpose
Reporting to the NAU Unit Head, the Programme Officer (Integrated Nuclear Security Sustainability Plan) is responsible for the management of Integrated Nuclear Security Sustainability Plans (INSSPs) within an assigned portfolio of countries, and for developing and managing nuclear security result-based projects in the area of nuclear security based on Member State’s needs.
Role
The Programme Officer (Integrated Nuclear Security Sustainability Plan) is: (1) a country focal point, managing INSSPs lifecycle and related nuclear security information for an assigned portfolio of countries; (2) an analyst supporting the collection, review and interpretation of nuclear security information, including coordination of technical assessment by the Divisional technical officers; (3) a coordinator responsible for the development and management of Integrated Nuclear Security Sustainability Plans (INSSP); (4) a project manager responsible for initiating, planning, executing, controlling and closing result-based projects addressing State’s identified needs and working in close collaboration with technical officers and programme officers in facilitating its delivery; and (5) a scientific secretary to national, regional and international meetings with involvement of experts in the IAEA, Member States and relevant international organizations.
Functions / Key Results Expected
* Engage with relevant national and regional nuclear security competent authorities, including government’s decision makers and international entities in relation to various aspects of the INSSP framework.
* Support the assessment and interpretation of nuclear security information, including the inputs from the NUSIMS self-assessment questionnaire in order to guide the development of INSSPs addressing States' needs, based on the identification of technical gaps.
* Serve as a focal point - both in the Division and with States - for the coordination of all activities related to the INSSPs of an assigned portfolio of States.
* Coordinate within NSNS and with States’ representatives the planning, design, implementation and monitoring of support activities based on identified and prioritized needs.
* Manage national, regional and international nuclear security related projects, which includes initiating, planning, executing, controlling and closing result-based projects addressing State’s identified needs and working in close collaboration with technical officers and programme officers in facilitating its delivery.
* Monitor INSSPs’ implementation progress and the implementation of nuclear security national, regional or international projects, in close collaborative relationships with technical officers of the Division, as well as Member States institutions. Monitor and report on the achievements of project results in line with quality management standards. Identify lessons learned and propose adaptations and innovations to monitoring and assessment mechanisms and tools.
* Organize and coordinate national, regional or international events related to INSSP and national, regional and international nuclear security projects.
* Prepare/contribute to project and annual reports, briefing notes, talking points, presentations, outreach material and publications related to the assigned projects.

Qualifications, Experience and Language skills
University degree in project management, science, international relations (nuclear specialization desirable), or other relevant field.
Minimum of five years of project management experience, including results-based project planning, execution, monitoring, and reporting.
Project management experience in nuclear related fields, particularly in nuclear security or similar technical domains, an asset.
Proven experience in partnership and capacity building.
Experience coordinating multi stakeholder activities, preferably internationally.
Recognised project management qualification such as PMP or PRINCE2 is desirable.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38664, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
