MEAL Advisor*
in Bonn/Berlin or WHH countries in West and Central Africa.
The position is to be filled by 15 September 2026, or as soon as possible. Employment location will be in Bonn/Berlin or WHH countries in West and Central Africa. Should the selected candidate be hired in their home country, the role will be contracted under national employment conditions of that specific duty location.
The position focuses on strengthening MEAL systems and capacities in francophone country offices and programmes, while contributing to the development of organisation-wide MEAL approaches and initiatives.
Your responsibilities
- Contribute to the development of strategic objectives for MEAL systems and organisational MEAL standards.
- Advise and support country offices and programmes in assessing, developing, implementing and continuously strengthening effective and context-appropriate MEAL systems, in close coordination with management at country and regional level and with MEAL colleagues on the ground.
- Develop and support capacity-strengthening measures and other initiatives aimed at improving the quality, effectiveness and sustainable application of MEAL systems in country offices and programmes.
- Identify, develop and refine WHH methods and approaches in the field of MEAL, taking into account WHH’s strategic objectives, donor requirements, international technical developments and operational realities in different contexts.
- Provide technical advice to country offices, programmes, regional structures and headquarters on MEAL systems, strategic evaluations, accountability, data quality, organisational learning and the use of evidence for programme steering, adaptation and decision-making.
- Support the development and strengthening of accountability systems, including mechanisms for community feedback and complaints and the systematic use of feedback for programme improvement.
- Advise on the planning and development of country strategies, projects and programmes, as well as on the preparation of high-quality funding proposals, with a particular focus on appropriate and feasible MEAL arrangements.
- Independently conceptualise, coordinate and accompany strategic MEAL initiatives that strengthen systems, standards, tools, capacities and learning across the organisation.
- Facilitate exchange, peer learning and collaboration between MEAL colleagues across country offices, regional structures and headquarters.
Your profile
- Completed university degree in a field relevant to the position, or equivalent relevant professional experience.
- At least three years of relevant professional experience in monitoring, evaluation, accountability and learning within international development cooperation or humanitarian assistance.
- Practical experience in developing, implementing or strengthening MEAL systems at project, programme or country-office level; experience in a regional or global MEAL advisory role is an asset.
- Experience in providing technical advice and support to programme teams, MEAL colleagues and management on MEAL-related questions and the use of data and evidence for programme steering, adaptation and decision-making.
- Practical experience in developing, implementing or strengthening accountability systems, including community feedback and complaints mechanisms.
- Experience in designing and facilitating capacity-strengthening and capacity-sharing measures for MEAL and programme colleagues; experience in developing practical MEAL guidance, tools or organisational initiatives is an asset.
- Sound and applied knowledge of impact-oriented programme management, monitoring and evaluation approaches, including strategic evaluations, data quality assurance and organisational learning processes.
- Experience in integrating MEAL into the planning and development of projects, programmes, country strategies or funding proposals.
- Ability to translate organisational and technical MEAL requirements into practical, proportionate and context-appropriate systems and solutions.
- Strong analytical, advisory, communication and facilitation skills, combined with a high level of intercultural competence.
- Ability to promote a strong data and evidence culture and to support teams in using analysis and evidence for decision-making.
- Full professional proficiency in French and English is essential.
