About the Job:

DRC manages its operations in Venezuela under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements activities related to protection monitoring, legal assistance, individual protection assistance for people with specific needs (PWSN), information sessions for people of concern (PoC), human trafficking prevention, and food security.

As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of affected populations. To this end, DRC is seeking a: The Consortium Partnership Officer is responsible for supporting the effective management, coordination and oversight of DRC’s consortium (FHV) portfolio in Venezuela.

The overall purpose of the role:

The Consortium Partnership Officer is responsible for supporting the effective management, coordination and oversight of DRC’s consortium (FHV) portfolio in Venezuela. The position ensures that consortium-funded projects are implemented in a coordinated, timely and accountable manner and in accordance with donor requirements, consortium agreements, DRC policies and agreed technical and operational standards.

The Consortium Partnership officer facilitates collaboration between consortium members, supports consortium governance structures, oversees consolidated planning and reporting processes, monitors programmatic and financial performance, and ensures that risks, implementation challenges and contractual obligations are addressed in a timely manner.

The position reports to the Head of Programme and works closely with the Country Director, Head of Support Services, Technical Coordinators, MEAL, Finance, Grants, Supply Chain, Area Managers and consortium partner organizations. The Consortium Specialist may also represent DRC and the consortium in meetings with donors, coordination bodies and other external stakeholders, as delegated by the Head of Programme.

Responsibilities:

Consortium Governance and Coordination

  • Support the establishment and effective functioning of consortium governance structures, including steering committees, technical working groups and operational coordination mechanisms.
  • Coordinate and facilitate consortium kick-off, inception, programme review, steering committee, lessons-learned and project closure meetings.
  • Prepare meeting agendas, presentations, minutes, decision logs and action trackers, and monitor the timely implementation of agreed actions.
  • Maintain a consolidated consortium calendar covering implementation milestones, reporting deadlines, coordination meetings, monitoring visits and donor deliverables.
  • Facilitate regular and transparent communication between DRC, consortium members, field teams and relevant technical and support departments.
  • Promote collaborative decision-making and ensure that consortium members have timely access to relevant project information and documentation.
  • Support the Head of Programme in identifying and resolving coordination challenges, implementation bottlenecks and disagreements between consortium members.
  • Ensure that consortium governance arrangements, decision-making processes, roles and responsibilities are clearly documented and consistently applied.
  • Advise the Senior Management Team on consortium coordination, partnership management and strategic engagement with consortium members.
  • Represent DRC or the consortium in external coordination meetings when delegated by the Head of Programme.

Programme Cycle Management and Quality Assurance

  • Coordinate consortium-level Project Cycle Management processes in line with DRC policies, consortium agreements, donor requirements and agreed methodologies.
  • Facilitate the development and regular revision of consolidated implementation plans, workplans, procurement plans, monitoring plans and reporting calendars.
  • Coordinate inputs from consortium members for programme design, implementation, monitoring, reporting and project closure.
  • Work with Technical Coordinators and consortium partners to promote harmonized technical approaches, tools, targeting criteria, referral mechanisms and minimum quality standards.
  • Support geographical and sectoral complementarity between consortium members and identify potential duplication or gaps in service delivery.
  • Monitor implementation progress against consortium objectives, outputs, indicators, timelines and agreed partner responsibilities.
  • Maintain a consolidated consortium performance tracker and ensure that implementation delays, risks and corrective actions are properly documented and followed up.
  • Coordinate joint monitoring visits, programme reviews and quality assurance processes with DRC teams and consortium partners.
  • Support the development and monitoring of corrective action plans where programme quality, compliance or performance issues are identified.
  • Promote the integration of protection principles, accountability to affected populations, conflict sensitivity, gender, age and diversity considerations across consortium activities.
  • Ensure that feedback, complaints and response mechanisms are coordinated and accessible across consortium-supported interventions.
  • Document lessons learned, good practices and recommendations emerging from consortium implementation.
  • Coordinate consortium learning events, after-action reviews and reflection workshops to strengthen institutional and collective learning.

Consortium Agreements and Donor Compliance

  • Act as the focal point for contractual and donor compliance matters related to the consortium portfolio.
  • Ensure that consortium members understand the obligations contained in donor agreements, consortium agreements, sub-grant agreements and relevant DRC policies.
  • Coordinate the preparation, review and processing of consortium agreements, sub-grant agreements, Memoranda of Understanding, amendments and other contractual documents.
  • Conduct quality control of consortium and partner agreements before signature, seeking advice from Finance, MEAL, Legal, Grants, Regional Office or Headquarters when required.
  • Support due diligence, vetting and capacity assessment processes for consortium members and implementing partners.
  • Maintain complete and updated consortium documentation in DRC’s internal filing and information-management systems, including SharePoint.
  • Ensure that contractual deliverables, reporting requirements, visibility obligations and submission deadlines are clearly communicated and monitored.
  • Support the Head of Programme in preparing donor modification requests, no-cost extensions, budget revisions and other contractual documentation.
  • Identify potential compliance risks and coordinate appropriate mitigation measures with relevant DRC departments and consortium members.
  • Troubleshoot gaps affecting the consortium’s ability to meet deliverables within the agreed timeframe and budget.
  • Coordinate the follow-up of audit findings, compliance reviews, monitoring recommendations and management action plans related to consortium projects.
  • Participate in relevant internal communities of practice and coordination forums to remain informed about DRC standards, donor regulations and consortium-management best practices.

Financial Monitoring and Performance Oversight

  • Work closely with Finance, Programme and consortium members to monitor project expenditure, forecasts, commitments and budget performance.
  • Coordinate regular consortium-level financial and programmatic review meetings.
  • Review consortium member budgets to ensure that programme, staffing, operational and support costs are adequately and realistically covered.
  • Verify that the allocation of programme, support, indirect and shared costs is consistent with donor requirements, consortium agreements and DRC policies.
  • Monitor spending rates and identify significant underspending, overspending, funding gaps or implementation-related financial risks.
  • Support the development of corrective measures, budget realignments and reallocation proposals when required.
  • Ensure consistency between financial expenditure, reported activities, achieved results and implementation progress.
  • Maintain a consolidated consortium funding and expenditure tracker in coordination with Finance and Grants teams.
  • Support consortium members in preparing accurate financial forecasts and expenditure plans.
  • Contribute to value-for-money analysis and promote the responsible and efficient use of consortium resources.

Reporting, Proposal Development and Business Development

  • Coordinate the preparation and submission of high-quality consortium donor reports, proposals, concept notes, modification requests and related annexes.
  • Develop clear reporting calendars, templates, internal deadlines and responsibilities for each consortium member.
  • Consolidate programmatic inputs from consortium members and ensure consistency between narrative reports, indicator results and financial information.
  • Review partner submissions and provide timely, constructive and technically sound feedback.
  • Work with the MEAL team to ensure that consortium proposals and reports are informed by reliable data, evidence, needs assessments, monitoring findings and organizational learning.
  • Collaborate with Technical Coordinators, Area Managers, Support Services and consortium members to collect and consolidate inputs for proposal development.
  • Edit and compile final consortium proposals and reports, ensuring that they meet donor requirements and DRC quality standards before submission to the Head of Programme.
  • Coordinate the development of consortium logframes, results frameworks, implementation plans, budgets, risk matrices and other proposal annexes.
  • Support the Head of Programme in maintaining regular communication with donors regarding consortium implementation, performance and contractual matters.
  • Participate in donor meetings, fundraising discussions and external coordination platforms as delegated by the Head of Programme.
  • Monitor relevant funding opportunities and donor priorities that may support the continuation, expansion or diversification of the consortium portfolio.
  • Contribute to the design of new consortium arrangements, including the identification of complementary organizations, governance structures and division of responsibilities.
  • Ensure that consortium communication and visibility products comply with donor branding and visibility requirements.
  • Coordinate with Communications colleagues and consortium members on joint communication products, key messages and external materials related to consortium results.

Partner Engagement and Capacity Strengthening

  • Promote equitable, transparent and respectful relationships between DRC and consortium members.
  • Support the development and implementation of capacity-strengthening plans based on identified organizational, programmatic, financial and compliance needs.
  • Coordinate training, coaching and technical support for consortium members in areas such as proposal development, reporting, donor compliance, MEAL, financial management and Project Cycle Management.
  • Facilitate peer learning and the exchange of tools, methodologies and good practices between consortium members.
  • Ensure that local and national organizations are meaningfully involved in consortium planning, decision-making, implementation and learning processes.
  • Support DRC’s localization commitments by promoting fair risk-sharing, transparent allocation of resources and inclusive consortium governance.
  • Maintain updated records of consortium members, institutional capacities, contractual arrangements, capacity-development activities and performance.
  • Contribute to partner performance reviews and ensure that findings are translated into practical follow-up actions.
  • Promote constructive dialogue and support conflict-resolution processes when challenges arise between consortium members.

Internal Coordination and Staff Support

  • Participate in programme, grants, operational and Senior Management Team meetings when consortium-related issues are discussed.
  • Provide ad hoc advice and guidance to programme and support staff on consortium management, donor compliance and partner coordination.
  • Participate in staff inductions by providing an overview of consortium structures, active projects, governance arrangements and key contractual obligations.
  • Ensure that programme, MEAL, Finance, Supply Chain, HR and other support functions are appropriately involved in consortium planning and decision-making.
  • Promote clear internal communication regarding consortium commitments, deadlines, risks and decisions.
  • Contribute to emergency response planning and support the establishment of consortium arrangements for rapid or multisectoral responses when required.

Experience and technical competencies:

  • Excellent communication and interpersonal skills, including the ability to build relationships with internal and external stakeholders.  
  • At least 3 years of experience in partnership management, preferably with an international NGO or other donor-funded organization. 
  • Knowledge and experience working with multiple sectors including protection, food security and livelihood, WASH and Disaster Preparedness. Proficiency in Microsoft Office and other relevant software, including Word, Canvas, Excel, Adobe Suite, Mailchimp and PowerPoint. 
  • Solid experience in the compilation of partners documents for donor proposals, modification requests and reports; with practical experience in working with UNHCR, SIDA, ECHO, GFFO, VHF and private foundations.  
  • Knowledge of localization policies and best practices. 
  • Knowledge of donors’ rules and regulations for communication and partnership processes. 
  • Previous experience in drafting MoU, sub-agreements and capacity building plans.  
  • Ability to tailor content for different platforms (Twitter/X, Facebook, LinkedIn, Instagram). 
  • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment. 
  • Excellent communication, coordination, influencing and interpersonal skills.  
  • Demonstrate ability in thinking creatively and practically to improve the quality of projects.

Education:

  • University Degree in Social Sciences, International Development, Communication or relevant fields.

Languages:
