DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams. 

About the job:

The Economic Recovery Coordinator functions as a technical coordinator within the Economic Recovery (EcRec) sector in Lebanon, he/she contributes to development of EcRec strategy, proposals, technical documents and tools, and technically supports the entire programme within Lebanon while overseeing country activities. 

The overall objective of DRC’s Economic Recovery (EcRec) sector is to contribute to ensuring immediate needs are covered with life-saving direct assistance, while supporting conflict- and displacement-affected people to meet their essential needs independently and sustainably (self-reliance), and restore their ability to mitigate impact of, adapt to and recover from future shocks and stresses in a way that reduces chronic vulnerability (resilience). 

DRC’s Economic Recovery Sector spans across: Food Security, Financial Inclusion, and Decent Livelihoods.

DRC is therefore seeking an EcRec Coordinator to strategically lead the EcRec sector with a focus on helping DRC expand programming to towards green, sustainable, agricultural programming, including a diversity of potential programme areas such as sectoral cash, multipurpose cash and both humanitarian and recovery interventions. The EcRec Coordinator will further support fundraising efforts, represent DRC at national level coordination fora and lead on the positioning of DRC as a key actor in country, and support in pivoting programming from emergency to recovery when conditions allow.

Responsibilities:

Design, technical support, and supervision of Economic Recovery activities in the country 

  • Provide technical leadership within the working groups by exploring opportunities for harmonization across humanitarian actors in terms of market-based modalities and SOPs, related tools and guidelines (in balance with internal work priorities); propose new joint initiatives with the forums which strengthen the Lebanon response. 
  • Provide technical support of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism at national level. 
  • Lead capacity building programs for Economic Recovery staff in cooperation with area programme manager. Provide technical guidance, support, and training for relevant staff. 
  • Formalize and develop program related operational and technical tools and training modules to support DRC staff and local implementing partners. 
  • Adapt SOPs as needed and ensure that SOPs for all cash activities align with DRC country strategy and sector best practices. Support program staff in understanding and applying SOPs in a standardized manner across areas. 
  • Conduct regular field missions to all field offices to provide technical and operational guidance, support, and supervision of the implementation of cash activities in the field. 
  • Ensure integration of Economic Recovery activities with other DRC sectors, particularly protection, and Humanitarian Mine Action. 
  • Ensure the highest quality of the sectoral interventions involving cash, and the coherence between all cash projects, ongoing and proposed, according to the overall DRC emergency and recovery strategy. 
  • Support DRC program teams and local implementing partners in compiling quality reports. 
  • Provide detailed oversight of technical specifications of in-kind and cash transfer modalities, including selection of FSP, in compliance with DRC procurement policy.   
  • Coordinate, plan and monitor all cash related activities in coordination with other DRC functions at field and country level in line with DRC global tools and standards. 
  • Design, revise, and develop MPCA standard operational procedures. 

Coordination 

  • Represent DRC via active participation in the Livelihoods Sector, Food Security Sector, and Cash Working Group at national level and in engaging MoSA and other Cash actors in country. 
  • Act as the primary focal point and collaborate with relevant internal and external technical experts on issues related to Economic Recovery sector. 
  • Ensure close cooperation with donors, government counterparts and coordination mechanisms on-site and in synergy with other DRC´s programming; Ministry of Social Affairs, Ministry of Agriculture, etc. 
  • Coordinate, contribute and engage with stakeholders undertaking social protection schemes and identify pathways to integrate with social protection systems. 
  • Develop and strengthen relationships with local partners and DRC colleagues to maintain trust in DRC’s professional standard and quality of work among all stakeholders.   
  • In coordination with the Head of Programme, collaborate with the different entities and focal points within DRC at the regional and global level on programmatic issues related to Economic Recovery. To this end, actively participate in the exchange of best practice and resources and contribute to the development of strategies resources and documents related to EcRec. 

Program development and strategy 

  • Drive the development and growth of the Economic Recovery programs, including cash programs within the DRC program objectives and feed into country-wide overall strategy development. 
  • Ensure risk assessments and mitigation measures related to EcRec programming are in place. 
  • Contribute to the development of Economic Recovery Strategy across three pillars (market systems support, wage employment, and graduation approach), for DRC’s response to migrants, refugees, and displacement affected host communities in Lebanon integrated with protection programming. This includes analysis of the context and development of programmatic responses to identified needs and gaps and contributing to overall Country Strategy. 
  • Identify and develop strategic and complimentary entry points for DRCs Economic Recovery programme. This may include exploring and developing strategic partners contributing to quality and scaling up of programmes. 
  • Drive new initiatives to expand activities within the sector including by conducting a feasibility assessment which identifies market and target group capacities for a livelihoods intervention. Where possible, integrate private sector, Diaspora, and innovations.  
  • Identify and advocate for future opportunities to for DRC to develop conflict-sensitive EcRec programming in Lebanon as best suits the Lebanon context. 
  • In coordination with the field teams, develop project proposals/CNs and project revisions based on identified gaps and needs as well as strategic priorities. To this end, work with the field teams and Head of Programme to define programme activities, log frames and budgets based on baseline assessments and internal learning.  
  • Ensure integration of Economic Recovery with Protection and Humanitarian Mine Action programming within DRC.  

Monitoring and learning 

  • Oversee knowledge sharing across teams ensuring that monitoring and evaluation results are understood and used to improve cash programs. 
  • Ensure learning from the economic recovery programme is documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Lebanon and globally to influence policies and programme planning. 
  • Develop and/or review all cash indicators with the support of MEAL Coordinator. 
  • Ensure that the Ec/Rec dept maintains quality records of documentation for donor reporting/audit compliance purposes, and provision of technical support on these best practices. 
  • Provide quality control and site monitoring to ensure that services provided are according standards 
  • Support accountability to affected populations and roll out of accountability improvement plan in coordination with MEAL. 
  • Ensure strong information management and use of databases for information management and reporting. 
  • Develop and undertake needs assessments, in coordination with MEAL, to inform program design and strategic direction. 
  • Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems. 

About you:

To be successful in this role we expect the following:

  • Minimum 3- 5-years of experience in the fields of working for international humanitarian organizations in complex settings, working on EcRec programming (cash/voucher, market based and employability/business dev/regenerative agriculture/climate integration) in Lebanon and/or the middle east. 
  • Minimum 3-years’ experience in a Coordination or technical coordination capacity
  • Masters degree in economics, international relations or related discipline.
  • Full proficiency in spoken and written English and Arabic
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to creatively and practically develop programmatic or advocacy strategies towards greater quality and impact 
  • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget  
  • Excellent leadership, coordination, communication, organizational and planning skills; with the ability to work flexibly in a diverse team in a dynamic environment 
  • Advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the working group; 
  • Strong capacity building, facilitation, and presentation skills with the ability to support staff and partners 
  • Commitment to integrate gender, protection conflict sensitivity and accountability into programming 
  • Strong experience in working with local and international partners, local/government authorities, and donor guidelines. 

    Technical competencies: 
  • Excellent interpersonal and problem-solving skills, creativity and flexibility 
  • Knowledge of self-reliance, employability, job placement and business support preferred 
  • Knowledge of protection activities including Gender and Sexual Based Violence, Child Protection and Persons with Specific Needs a plus 
  • Strong level of computer literacy (Microsoft Word, Excel and Power point);  
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well; 
  • Flexibility in working overtime when needed.
