Project Context and Scope

The IOM office in Armenia opened in 1993, when the Republic of Armenia became an IOM Member State. For three decades, IOM Armenia has been instrumental in shaping migration policies and management reforms through policy advice, the generation of high-quality evidence, capacity building, technical assistance, and assistance diverse migrant groups.  IOM works closely with the government to support the country’s migration governance. IOM Armenia assists the Government of Armenia in developing and reforming its migration governance system through the provision of assistance to stakeholders for enhancing the relevant policy and regulatory frameworks, as well as the provision of technical assistance.  IOM’s expertise before, during and after the onset of crises crosses various sectors namely Shelter/Non-Food Items, Early Recovery, Protection and Health. In coordination with the Government of Armenia, local authorities and humanitarian and development partners IOM is supporting sustainable livelihoods and the socio-economic integration of persons in vulnerable situations, including refugees, migrants and returnees. In light of the EU approximation process IOM aims to continue being a key partner and supporter of the Government of Armenia is its efforts of digitalization, legal reforms, border management and its objectives of alignment of its practices to international and European standards. As such, IOM and its partners visibility will be key to ensure progress in that aspect.

Responsibilities

Tasks to be performed under this contract


Under the direct supervision of the Head of Office, and in coordination with relevant Programme Staff, the consultant will support the following tasks:

6.1. Content production and dissemination

  • Support the implementation of communication and visibility activities in line with IOM branding guidelines and donor visibility requirements, ensuring consistency in messaging and visual identity.

  • Support the drafting, translation and dissemination of written, visual and multimedia communications content, including website updates, social media posts, success stories, newsletters, presentations and other communication products in Armenian and English, using approved templates and authorized design and AI-assisted tools, with all outputs subject to internal clearance.

  • Assist in updating and maintaining the communications and events calendar, integrating project milestones, campaigns and relevant international days.

  • Assist in communication and visibility activities through coordination with project staff, partners, and service providers, under the guidance of the supervisor.

  • Support the organization of meetings, public events, campaigns, and outreach activities, including the preparation of communication materials and event documentation.

6.2. Tracking and reporting

  • Track published content and compile performance data, support the documentation of project activities through written content, photographs, and other communication materials; assist with monitoring media coverage and communication activities; and compile inputs for communication, visibility, and donor reporting purposes. 

  • Assist in updating and organizing communication records, digital assets, visibility records, filing systems, and other relevant tracking tools, ensuring accurate archiving of visuals, photographs, editable files, consent records and donor visibility evidence.

  • Compile communication and visibility inputs for donor reporting and institutional documentation.

6.3. Coordination and project support

  • Assist in updating and maintaining project-related mailing lists, contact databases and stakeholders and partners lists. Support communication and coordination with photographers, translators, printing houses, and other service providers, under the guidance of the supervisor, to support the timely preparation and delivery of communication materials. 

  • Support the communications-related preparation and documentation of meetings, trainings, workshops, field visits, public events and outreach activities, including preparation of materials, event documentation, notes and follow-up of action points.

  • Provide operational support directly linked to communication, visibility, documentation and reporting tasks, including translation and proofreading of communications materials, assisting in the design and layout of reports, presentations, briefing notes, and other project documents. 

  • Perform other related duties within this scope.

Performance indicators for the evaluation of results
  • Timely and satisfactory completion of tasks indicated in the ToRs; 

  • Quality, accuracy, and consistency of communication and visibility materials prepared; 

  • Timely support provided for documentation, reporting, meetings, events, and administrative tasks; 

  • Professional conduct and effective coordination with relevant staff and stakeholders.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Communications, journalism, digital media, social sciences,  or a related field from an accredited academic institution, with 2 years of relevant professional experience.

Experience

  •      Experience in communications, digital content, social media, public information work or related work.

  • Ability to produce clean, publishing-ready content across social media, newsletters and websites, presentations and other outreach materials. Excellent writing skills in several different styles/tones including impeccable spelling and grammar in Armenian and English, 

  • Hands-on experience with content design and publishing tools, including Canva or equivalent, social media platforms and content management, as well as working familiarity with AI-assisted tools for drafting, editing, and visual production.

  • Strong working knowledge of Microsoft Word, Excel, Power Point, and other Microsoft applications,

  • Strong organizational skills and ability to multitask, prioritize, and work under guidance,

  • Knowledge of donor reporting guidelines a plus, 

  • Working experience in development or humanitarian environment is desirable.

  • Advanced computer literacy and communications skills,

  • Ability to maintain effective working relations with colleagues, partners, and relevant stakeholders,

  • Good interpersonal, coordination, and communication skills,

  • Excellent report writing skills.

Languages

For this consultancy, Armenian and English is required (oral and written), working knowledge of Russian is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
