Duties and Responsibilities

Under the overall supervision of the Head of the UN-SPIDER Beijing Office and in close coordination with UNOOSA/UN-SPIDER, the Ministry of Emergency Situations of the Kyrgyz Republic, and other partner institutions, the consultant will perform the following tasks: A. Pre-mission preparation and coordination • Support UN-SPIDER in finalizing the detailed TAM programme, meeting schedule, participant list, institutional visit plan and logistical arrangements in Bishkek. • Serve as the primary coordination point between UN-SPIDER and the Ministry of Emergency Situations, including the Department of Monitoring and Forecasting Emergency Situations, the Crisis Management Centre, Kyrgyzhydromet and other relevant MES units. • Coordinate, through MES and UN-SPIDER, with other ministries and agencies expected to participate in the TAM, including mapping, cadastre, geodesy and cartography institutions; water, agriculture and natural resources institutions; scientific and academic institutions; humanitarian partners; and UN agencies. • Coordinate with presenting institutions to confirm their participation, alignment with the TAM programme, and readiness to engage with the expert team. • Review the Kyrgyzstan country profile, pre-mission questionnaire, agenda and other preparatory documents to identify gaps, inconsistencies or items requiring confirmation by MES or other national institutions. • Prepare a short pre-mission briefing note for the UN-SPIDER team summarizing stakeholder readiness, pending information, key coordination issues, logistical arrangements and possible sensitivities. B. Coordination with Ministries and national institutions • Lead coordination with the Ministry of Emergency Situations and other participating ministries and agencies — including mapping, cadastre, water, agriculture, scientific, academic and humanitarian institutions — to align expectations, confirm institutional commitments and resolve substantive or scheduling issues arising before, during and after the mission. • Organize and participate in coordination meetings with Ministry counterparts and other national institutions to clarify roles, data-sharing arrangements and institutional commitments relevant to the TAM and its recommendations. • Serve as the main point of contact for Ministry-level queries relating to the TAM process, ensuring timely and accurate two-way communication between national counterparts and the UN-SPIDER/expert team. • Support engagement with senior Ministry officials on the objectives, scope and expected outcomes of the TAM, as required. C. In-country mission support and analysis • Support the international expert team during meetings with MES and other national stakeholders by clarifying local institutional context and helping ensure that technical questions are addressed to the appropriate institutions. • Analyze and synthesize information, evidence and data shared during meetings against the nine TAM/UN-IGIF strategic pathways: governance and institutions; policy and legal; financial; data; innovation; standards; partnerships; capacity and education; and communication and engagement. • Support the expert team in organizing small-group discussions and synthesis sessions, including analysis of issues, draft recommendations and action points emerging from the mission. • Assist in preparing the final debriefing materials, including verification of institutional names, mandates, data sources, ongoing initiatives and proposed follow-up actions. • Support substantive communication between the TAM team and national counterparts throughout the mission, including follow-up on clarifications or missing information. D. Substantive contribution to the TAM report • Prepare written inputs for the TAM report, including summaries of institutional meetings, key findings, national capacities, identified gaps, local priorities and possible recommendations. • Provide pathway-based inputs to the TAM report, especially on Kyrgyzstan-specific institutional arrangements, policy frameworks, operational workflows, data access, coordination mechanisms, capacity-development needs and international cooperation opportunities. • Contribute to sections of the report that describe the national disaster risk profile, the disaster management system, space technology and geospatial data institutions, early warning arrangements, international mechanisms, capacity-building initiatives and development cooperation. • Prepare or update annexes for the TAM report, such as participant lists, institutional contact lists, meeting summaries, document inventories, glossary of acronyms, and list of national systems or datasets mentioned during the mission. • Support the formulation of realistic short-term, medium-term and long-term recommendations that reflect local institutional realities and are aligned with national priorities. • Respond to follow-up questions from UN-SPIDER and the TAM expert team during the drafting and review phase of the report, including requests for clarification, additional information or verification of facts. E. Analysis and verification of TAM recommendations • Analyze the draft recommendation cards produced during the TAM for completeness, technical soundness, feasibility and alignment with Kyrgyzstan’s institutional, legal and operational context. • Verify, in coordination with MES and relevant agencies, that proposed TAM recommendations are consistent with national priorities, ongoing initiatives and international mechanisms such as Sentinel Asia, the International Charter Space and Major Disasters, Cospas-Sarsat and relevant regional DRR platforms. • Cross-check recommendation cards and report content against institutional information, including the Unified System for Comprehensive Monitoring and Forecasting of Emergency Situations, the MES Crisis Management Centre, Kyrgyzhydromet, CAIAG and other institutions, to confirm accuracy and acceptability for inclusion in the TAM report. • Identify recommendations that are incomplete, ambiguous or require further validation, and coordinate with MES and relevant agencies to resolve outstanding issues before finalization. • Provide a local-context review of the draft report and recommendation cards, advising on adjustments needed for accuracy, feasibility, diplomacy or clarity. F. Follow-up coordination and knowledge management • Organize and lead coordination meetings with MES and other national institutions on follow-up actions arising from the TAM, tracking commitments, responsible agencies and timelines. • Prepare and maintain a concise mission follow-up matrix listing pending actions, responsible agencies, required inputs, deadlines and status updates, updated based on coordination meetings. • Coordinate post-mission engagement with national stakeholders, including validation of draft report sections and recommendation cards, and resolution of outstanding clarifications. • Prepare a short lessons-learned note on ministerial coordination, stakeholder engagement, data availability and recommendations for future UN-SPIDER activities in Kyrgyzstan and Central Asia. • Ensure that all documents, correspondence and materials relevant to the assignment are organized and transmitted to UN-SPIDER in editable digital format.

Qualifications/special skills

• An advanced university degree(Master's degree or equivalent) in remote sensing, geoinformation science, geography, environmental science, disaster risk management, instructional design, international relations or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of seven (7) years of relevant professional experience in disaster risk reduction, emergency management, geospatial information, remote sensing, climate risk, public-sector coordination, international development or related fields is required. • Experience working with government institutions in the Kyrgyz Republic, especially ministries or agencies involved in emergency situations, hydrometeorology, geospatial data, land resources, water, agriculture, environment, science or academia, is desirable. • Experience supporting UN, international organization, donor-funded or intergovernmental missions, workshops, trainings, evaluations or technical assistance activities is desirable. • Experience documenting technical meetings, drafting reports, synthesizing stakeholder inputs and fact-checking official documents is desirable. • Experience with disaster risk management systems, early warning, GIS, remote sensing, satellite data, multi-hazard risk assessment or geospatial data platforms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Russian (both oral and written) is required. Knowledge of Kyrgyz is highly desirable.
