Under the guidance and supervision of the Chief of Administration, the IC will: 1. Act as a key focal point for financial analysis and oversight, supporting the Chief of Administration in ensuring effective financial planning, monitoring, and utilization of resources across the Climate Change Division and Industry and Economy Division. 2. Conduct financial analysis, monitor budget implementation and expenditure trends, and prepare financial forecasts and management reports to support strategic decision-making. 3. Support the implementation and monitoring of the operational cost recovery process, including analysis, reconciliation, reporting, and follow-up with programme teams to ensure timely and accurate cost recovery. 4. Review financial and administrative transactions to ensure compliance with the United Nations Delegation of Authority (DOA) framework, Financial Regulations and Rules, and applicable policies and procedures. 5. Provide strategic financial advice and analytical support to management through the preparation of financial reports, briefs, dashboards, and recommendations. 6. Coordinate with programme, finance, budget, and administrative teams across the Climate Change Division, Industry and Economy Division, headquarters, and regional offices to ensure effective financial management and timely information sharing. 7. Identify financial risks, control weaknesses, and opportunities for improving financial management processes, and contribute to the implementation of strengthened internal controls and reporting systems. 8. Support financial planning, budget preparation, forecasting, year-end financial closure activities, and other corporate financial exercises as required. 9. Prepare periodic and ad hoc financial analyses, reports, and documentation to support audits, management reviews, donor reporting, and senior management requests, ensuring timely and accurate submission of information. 10. Provide day-to-day financial and operational support to the Chief of Administration, including responding to ad hoc requests and other assignments as required..

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. The Individual Contractor will provide strategic and operational financial management support to the Chief of Administration in the oversight, monitoring, analysis, and reporting of financial resources across the Climate Change Division and Industry and Economy Division. The role will support management decision-making through financial analysis, ensure compliance with the United Nations Delegation of Authority (DOA) framework, contribute to the operational cost recovery process, and provide timely support in responding to operational and financial requests. Provide support to the Chief of Administration in the financial oversight and monitoring of programme and project resources across the Climate Change Division and Industry and Economy Division. This includes conducting financial analysis, monitoring budget implementation and expenditure trends, preparing financial reports and forecasts, and supporting informed decision-making through the use of Umoja, Excel, and other financial reporting tools. Support the implementation and monitoring of the operational cost recovery process across both divisions, ensuring consistency, accuracy, and timely follow-up with programme teams. Contribute to the review of financial transactions and operational processes to ensure compliance with the United Nations Delegation of Authority (DOA) framework, applicable financial regulations, rules, policies and procedures. Provide analytical support through the preparation of financial reports, briefs, and recommendations for management. Contribute to the identification and implementation of improvements to financial management processes and reporting systems, enhancing operational efficiency and strengthening internal controls. Provide timely support in responding to routine and ad hoc financial and administrative requests from management and programme teams.

Qualifications/special skills

Advanced university degree in Finance, Accounting, Business Administration, Economics, Public Administration, or related field. A minimum of four (4) years of progressively responsible experience in financial management, budgeting, financial analysis, programme finance, or related areas is required. Demonstrated experience in providing financial advisory support to senior management and contributing to financial planning and decision-making processes is required. Experience in financial oversight, budget monitoring, operational cost recovery, and compliance with financial rules and regulations is required. Experience with Enterprise Resource Planning (ERP) systems such as Umoja is required. Advanced proficiency in Microsoft Excel and financial reporting tools is required. Experience within the United Nations system or another international organization is desirable.
