Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

Context

This United Nations Volunteers assignment is part of the implementation of UN Women Brazil’s normative, coordination and operational mandates. Reporting to the Country Representative, and working closely with the Deputy Representative and programme teams, the Human Rights, Advocacy and Inter-Agency Coordination Specialist will provide technical, programmatic and coordination support to strengthen the integration of a human rights-based, gender-responsive and intersectional approach across UN Women Brazil’s Country Programme and inter-agency coordination work.

The UN Volunteer will support the Country Office in applying international human rights norms and standards to programme planning, implementation, monitoring, reporting, advocacy, knowledge production, partnership-building and resource mobilization. The assignment will also contribute to the effective functioning of UN Women’s coordination role within the UN Country Team, particularly through the Inter-Agency Thematic Group on Gender, Race and Ethnicity and related UN mechanisms.

The UN Volunteer will also contribute to resource mobilization efforts by providing substantive inputs to project concepts, proposals and donor-facing materials on human rights, women’s rights, gender equality, race, ethnicity and intersectionality. As relevant and under the supervision of the Country Representative, the UN Volunteer may serve as a technical resource person and, where delegated, as technical project lead or thematic focal point for selected initiatives whose primary focus is human rights, women’s rights advocacy, normative engagement, policy dialogue or legal and policy reform.

The UN Volunteer will work in close collaboration with UN Women programme teams, the UN Country Team, the Resident Coordinator’s Office, relevant UN inter-agency groups, government counterparts, civil society organizations, women’s and youth organizations, academia, donors and other national and international partners.

Task description

Under the direct supervision of the Country Representative, the UN Volunteer will undertake the following tasks and responsibilities:

1. Provide technical support to strategic planning and programme integration of human rights, gender equality and intersectionality Provide technical inputs to the development and implementation of the Country Strategic Note, Annual Work Plans, programme documents and related planning processes. Support the integration of human rights, gender equality and intersectional perspectives—including race, ethnicity, age and disability—across programme areas. Contribute to policy dialogue, programme design, indicators, monitoring frameworks and alignment with the UNSDCF and other UN planning instruments.

2. Support the implementation of the normative agenda on human rights and gender equality. Support the implementation of international and national normative frameworks on human rights, gender equality and women’s empowerment. Contribute to analyses of legal and policy frameworks, preparation of inputs to global and regional intergovernmental processes, and UN Women contributions to reports submitted to human rights mechanisms. Provide technical guidance to programme teams and partners on human rights-based, gender-responsive and intersectional approaches, including review of partner proposals and technical documentation.

3. Provide technical and coordination support to UN inter-agency mechanisms on gender equality, race, ethnicity and human rights. Support the Country Representative and Deputy Representative in UN inter-agency coordination processes related to gender equality, women’s human rights, race, ethnicity and intersectionality. Provide day-to-day technical, coordination and communication support to the Inter-Agency Thematic Group on Gender, Race and Ethnicity and other relevant inter-agency mechanisms. Support the annual planning, workplan implementation, budgeting, monitoring and reporting of the Inter-Agency Thematic Group on Gender, Race and Ethnicity. Provide inputs to joint UN planning processes, including UNSDCF-related processes, UNCT workplans, joint programmes and inter-agency strategic exercises. Gather, compile and analyze data and information to support the preparation of background materials, briefs, talking points, presentations and analytical notes for the Resident Coordinator, the UNCT and UN inter-agency mechanisms. Support UNCT monitoring and reporting processes by providing inputs on gender equality, women’s rights, race, ethnicity and intersectionality. Represent UN Women in relevant inter-agency meetings and coordination mechanisms, as requested.

4. Support strategic partnerships, resource mobilization and project development on human rights, women’s rights and advocacy. Contribute to resource mobilization and project development efforts related to human rights, women’s rights, advocacy and intersectionality. Support the preparation of project concepts, proposals, theories of change, donor briefs, budgets and other fundraising materials grounded in international human rights standards and UN Women’s mandate. Help identify new partnership and funding opportunities and engage with government, civil society, academia, donors, private sector and UN stakeholders.

5. Provide technical backstopping and project leadership for selected initiatives on human rights, women’s rights and advocacy. Serve as a technical resource for projects and initiatives related to human rights, women’s rights, advocacy and policy dialogue. Support project implementation, partner coordination, work planning, monitoring, technical review of deliverables and donor reporting. As delegated, act as thematic focal point or technical lead for selected initiatives. Contribute to organizing consultations, trainings, advocacy events and policy dialogues, and support risk management and documentation of lessons learned and good practices.

6. Facilitate capacity development, knowledge building and advocacy. Support the design and delivery of capacity-building initiatives for UN partners, government institutions and civil society organizations. Develop knowledge products, policy briefs, presentations, training materials and advocacy resources. Contribute to public events, campaigns, knowledge-sharing initiatives and dissemination of good practices related to human rights, gender equality and intersectionality, while strengthening knowledge management within the Country Office and inter-agency mechanisms.

7. Perform other duties. Perform other duties within the functional profile of the assignment as required for the effective functioning of UN Women Brazil.

EXPECTED RESULTS

Human rights-based, gender-responsive and intersectional approaches are effectively integrated into UN Women Brazil’s programming and operations. Quality technical contributions are provided to normative, policy and human rights processes at national, regional and global levels. The Inter-Agency Thematic Group on Gender, Race and Ethnicity and other UN coordination mechanisms are effectively supported. UNCT planning, monitoring, reporting and joint programming processes are strengthened. Resource mobilization efforts and donor-facing products are technically sound and aligned with international human rights standards and UN Women’s strategic priorities. Selected projects and initiatives related to human rights, women’s rights and advocacy are effectively coordinated, implemented and monitored. Programme teams and partners receive relevant technical guidance and capacity-building support. Knowledge products, advocacy materials and lessons learned are developed and disseminated to advance gender equality, women’s rights and intersectionality in Brazil.
