La Organización de las Naciones Unidas tiene presencia en Venezuela desde 1954 a través del Programa Ampliado de las Naciones Unidas para la Asistencia Técnica, alianza que a partir de 1971 y por invitación del Gobierno nacional, se convirtió en el Programa de la Naciones Unidas para el Desarrollo (PNUD).

Las funciones del PNUD en Venezuela tienen como base el prestar asistencia técnica a través de iniciativas y experiencias exitosas orientadas al desarrollo de capacidades y la gestión del conocimiento con un enfoque multidimensional; generar capacidades nacionales y transferir conocimientos desde y hacia Venezuela a través de la cooperación Sur- Sur; promover alianzas entre los diferentes actores del desarrollo para la integración multidimensional de áreas temáticas en la construcción de medios de vida sostenibles, acceso y calidad de servicios básicos y gestión integral de riesgos.

The 2030 Agenda and Public Health:

The 2030 Agenda for Sustainable Development, underpinned by its central commitment to “Leave No One Behind,” emphasizes the fundamental role of health as both a driver and an outcome of sustainable development. Achieving universal health and well-being requires addressing persistent and emerging challenges, including widening socio-economic disparities, the effects of climate change, rapid urbanization, and the ongoing burden of communicable diseases such as HIV, Malaria, and Tuberculosis. At the same time, health systems must adapt to evolving threats, including new and re-emerging diseases. In this context, strengthening health systems, promoting equity in access to services, and mobilizing innovative financing and multi-sectoral partnerships are critical to sustaining progress and ensuring long-term impact.

The UNDP–Global Fund Partnership:

Aligned with the UNDP HIV and Health Strategy 2022–2025, “Connecting the Dots,” and the UNDP Strategic Plan 2022–2025, the partnership between UNDP and the Global Fund to Fight AIDS, Tuberculosis and Malaria represents a cornerstone of efforts to advance global health security and strengthen resilient health systems.

In contexts where national systems face capacity constraints or heightened vulnerabilities, UNDP may assume the role of interim Principal Recipient (PR) at the request of the Global Fund. In this capacity, UNDP ensures effective grant implementation, fiduciary oversight, and compliance with Global Fund requirements, while simultaneously investing in the strengthening of national institutions. This approach is designed to facilitate a gradual, sustainable transition of PR responsibilities to national entities, reinforcing country ownership and long-term sustainability.

UNDP in Venezuela: Impact and Leadership:

In Venezuela, UNDP has played a critical leadership role in supporting the national response to major public health challenges. As Principal Recipient of Global Fund grants, UNDP has been instrumental in addressing the resurgence of Malaria, which reached a peak in 2019 when the country represented more than half of reported cases in Latin America. Through coordinated efforts with national authorities and international partners, significant progress has been made in stabilizing and scaling up the response.

Building on this experience, UNDP was nominated in 2021 to serve as Principal Recipient for the current Global Fund grant cycle. The portfolio includes both a standalone Malaria grant and a combined HIV/Tuberculosis grant, implemented in close collaboration with the Ministry of People’s Power for Health (MPPS). This partnership is anchored in a shared commitment to strengthening national systems, enhancing service delivery, and ensuring sustainable, country-led responses that contribute to long-term health system resilience in Venezuela.

Task description

Under the direct supervision of the Programme Coordinator/Chief Technical Advisor (PC/CTA), and in close collaboration with the Ministry of People’s Power for Health (MPPS), the Health Program Analyst will lead the program team within a multi-stakeholder framework. This includes strategic guidance from the UNDP Global Fund Partnership and Health Systems Team (GFPHST) and technical coordination with PAHO/WHO and other partners.

The incumbent will ensure the effective, integrated implementation of Malaria, HIV, and Tuberculosis (TB) interventions, in line with UNDP rules, Global Fund requirements, and national health priorities.

1. Strategic Programme Oversight and Implementation:

• Provide overall technical and programmatic leadership for the implementation of Malaria and HIV/TB workplans, ensuring alignment with national strategies, Global Fund grant agreements, and UNDP policies.

• Guide integrated programming approaches across the three diseases, promoting synergies and efficiency in implementation.

• Identify implementation bottlenecks and lead corrective actions to ensure timely delivery of results and achievement of performance framework targets.

• Oversee the preparation, quality assurance, and timely submission of programmatic reports to the Global Fund.

• Lead the development of analytical tools and dashboards to facilitate data-driven decision making and stakeholder reporting.

• Promote knowledge management systems to capture lessons learned, best practices, and evidence for continuous programme improvement.

2. Technical Leadership and Capacity Development:

• Provide high-level technical guidance to UNDP implementation teams and national counterparts on public health interventions, ensuring adherence to international standards
and national protocols.

• Deliver specialized technical assistance in Malaria, HIV, and TB to strengthen institutional capacities of MPPS and implementing partners.

• Ensure end-to-end technical oversight of implementation, including compliance with clinical, epidemiological, and operational standards.

• Promote institutional ownership through capacity-building initiatives, mentoring, and on-the job technical support.

• Support the application of results-based management (RBM) principles across all programme components.

3. Quality Assurance and Team Leadership:

• Lead and manage the programme team, fostering a culture of accountability, quality, and continuous improvement.

• Institutionalize quality assurance systems, including standardized protocols, supervision mechanisms, and performance monitoring tools.

• Establish and oversee technical review processes, audits, and peer-learning mechanisms to ensure data integrity and service quality.

• Strengthen internal coordination within the Health and Development Unit and promote effective collaboration with operations teams.

4. Risk Management and Compliance:

• Design and implement comprehensive risk management and mitigation strategies in line with UNDP and Global Fund frameworks.

• Monitor compliance with biosafety, pharmaceutical, procurement, and clinical standards, ensuring adherence to regulations and safeguarding patient safety.

• Develop and monitor early warning indicators to proactively identify implementation risks and performance gaps.

• Document and integrate lessons learned from risk events into programme design and decision-making processes.

5. Strategic Planning and Partnerships:

• Lead, in coordination with the programme team and national stakeholders, the development of National Strategic Plans (NSPs) for Malaria, HIV, and TB.

• Ensure NSPs are aligned with global technical guidance, national priorities, and Global Fund requirements, including preparation for the next funding cycle (GC8: 2027–2029).

• Strengthen coordination mechanisms with MPPS, PAHO/WHO, civil society, and other partners to ensure coherent programme implementation.

• Represent UNDP in technical working groups, coordination platforms, and advocacy fora, positioning the organization as a key technical partner.

• Lead stakeholder engagement and facilitate multi-sectoral collaboration, fostering partnerships that enhance programme sustainability.

6. Capacity Building, Training, and Knowledge Generation:

• Design and oversee the implementation of capacity-building strategies, including training plans for government counterparts, healthcare workers, and civil society organizations.

• Develop technical guidelines, training materials, and operational manuals for Malaria, HIV, and TB programmes.

• Coordinate and deliver training activities, ensuring alignment with national policies and international best practices.

• Contribute to the generation and dissemination of technical knowledge products, including reports, policy briefs, and scientific publications.

• Promote the use of evidence and research to inform programmatic decisions and policy dialogue.

7. Programme Coordination and Operational Support:

• Establish structured coordination mechanisms with MPPS and partners, including joint planning, monitoring schedules, and field missions.

• Oversee the development of Terms of Reference (ToRs) for technical assistance and consultancies, ensuring quality and alignment with programme objectives.

• Support grant lifecycle management, including planning, implementation, monitoring, and transition to the next funding cycle.

• Serve as the technical focal point for UNDP in all matters related to Malaria, HIV, and TB programming.

8. Other Functions:

• Perform other duties within the functional profile as required by the supervisor for the efficient functioning of the office and programme.
