Organizational Setting and Reporting Relationship
The position of Energy Specialist is assigned to the Energy Sector Division (SD1-ENE) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, Energy Transition, and will oversee junior staff members.
Your Role
As an Energy Specialist, you will support energy transition initiatives across ADB's developing member countries, in line with ADB's Energy Policy. You will help identify, develop, and implement opportunities through policy dialogue, sector reforms, investment projects, technical assistance, and non-lending products and services.
The role involves engaging with developing member countries (DMC) governments, development partners, global funds, and cofinancing units; contributing to technical and structural discussions; and ensuring the quality and timely delivery of projects, consultancy outputs, and knowledge products. You will also work with relevant ADB departments and offices to deliver integrated energy transition solutions, including private sector and public-private partnership opportunities where relevant.
You will:
- Support the operationalization of energy transition initiatives in hard to abate power and industrial sectors across DMCs by contributing to overall program management, workstream delivery, and coordination of One ADB support.
- Support in leading and providing technical inputs to energy sector workstreams, including policy dialogue, sector reforms, upstream analytical work, and the identification of priority areas for investment, technical assistance, and non-lending support.
- Contribute to the development of energy sector policies, strategies, legal and regulatory frameworks, and institutional mechanisms that advance sustainable, low-carbon, efficient, and just energy transition in DMCs.
- Support the identification, preparation, processing, implementation, and administration of loans, grants, technical assistance, and knowledge products in the energy sector, ensuring alignment with ADB policies, country priorities, and project quality standards.
- Engage with DMC governments, resident missions, regional departments, and relevant ADB offices on technical, structural, procurement, safeguards, and cross-cutting issues, including environment and social safeguards and just transition considerations.
- Coordinate with development partners, donors, cofinancing units, and other external stakeholders to build partnerships, mobilize support, and identify knowledge and project opportunities.
- Represent the energy transition team in internal and external discussions, training, conferences, knowledge exchange, and awareness-building activities at regional and global levels.
- Oversee and ensure the quality and compliance of lending and non-lending products, consultant outputs, bidding documents, management and Board submissions, and other project-related documents.
- Support private sector participation and public-private partnership opportunities by coordinating with relevant ADB departments and offices and contributing to the design of integrated energy transition solutions.

Supervise, mentor, and support staff and consultants, including quality control of outputs, performance and development support, and knowledge sharing within the team.
Qualifications
You will need:
- A University degree or equivalent in engineering, economics, finance or business administration, or related fields; preferably at post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in energy and industrial policy, regulation and projects, in both the public and private sectors with international experience working in several countries, with a focus on south Asia, and central west Asia
- Credible expert in energy and industrial policy and governance with recognized ability to lead projects and share relevant knowledge on innovation to benefit the broad ADB community.
- Knowledge of key industrial areas such as steel, chemicals, cement and methane emissions reductions from oil and gas operations, and the current state of play in developed and developing countries.
- Demonstrable experience working on knowledge transfer from developed to developing countries, and industrial and trade promotion.
- Broad expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
