As Manager - Finance & Accounting you are responsible for day-to-day accounting operations across R-Cities, ensuring accurate financial records, timely month-end and year-end close, and high-quality financial information across the organization's global entities. Working closely with the Lead- Finance, you support the continued development of a strong, well-controlled finance function and help improve accounting processes, systems, and internal controls.
R-Cities operates through multiple legal entities, including a Dutch Stichting and a US 501(c)(3), alongside entities in Singapore and Mexico that are currently being consolidated. With an annual operating budget of approximately USD 5.5 million and modest transaction volumes, the complexity lies not in high-volume processing but in maintaining accurate accounting across multiple entities, currencies, and regulatory environments.
- Location: Remote, with a preference for candidates based within GMT-5 to GMT+3 to support collaboration with colleagues and advisors in Europe and North America. Candidates must be based in a country where R-Cities can employ them, either directly through one of its entities or through Employer of Record arrangements.
- Reports to: Lead - Finance (see How the role is set up today)
- Direct reports: None
- Contract: This is a long-term position. Contract type and term depend on the employment arrangement. Between 32 and 40 hours per week, to be agreed with the successful candidate, with a strong preference for full-time (40 hours) during the initial months.
- Salary: Competitive and location-adjusted
- Closing date: Monday, 10 August 2026, 10.00 CET. Applications are reviewed on a rolling basis.
About R-Cities
The Resilient Cities Network (R-Cities) supports over 100 cities across more than 40 countries, helping them withstand, adapt, and thrive amid 21st-century challenges. Building on over a decade of work begun with The Rockefeller Foundation, R-Cities partners with governments, communities, and funders to address acute shocks and chronic stresses, delivering programs that strengthen climate resilience, equity, public health, and sustainability. It operates through a US 501(c)(3) nonprofit and a Netherlands-based Stichting.
About the Operations & Finance Team
The Operations & Finance Team enables delivery of R-Cities’ mission by providing financial stewardship, operational support, compliance oversight, and organizational infrastructure across a complex, globally distributed organization, and is strengthening the internal finance function to support informed decision-making and compliance across multiple jurisdictions.
How the role is set up today
R-Cities is building out its finance function and is recruiting a Lead - Finance to head it. Once appointed, you will report to the Lead and work closely with them on financial reporting, controls, and compliance. Until that appointment is made, you report to the Co-Managing Director - Programs & Operations, and you hold a wider remit, carrying the reporting and planning work that will later move to the Lead. This is a unique opportunity to help build R-Cities' in-house accounting function from the ground up.
What you will do
Accounting operations and the financial close (35%)
You own:
- The general ledger maintenance, with accurate and timely recording of transactions across all entities.
- The processing of accounts payable, receivable, and expenses, with correct coding in coordination with the Operations and Finance Team.
- Month-end and year-end close for each entity, including reconciliation of bank, credit card, payroll, intercompany balances, and all balance sheet accounts.
- The financial side of payroll and Employers of Record, including funding, recording, reconciliation, and employer-cost and tax treatment.
- Intercompany accounting, reconciliation, and eliminations to support consolidated financial reporting across the entities.
- Multi-currency accounting and foreign exchange treatment of transactions and revaluations.
- Internal accounting controls and procedures to safeguard organizational assets, strengthen financial integrity, and reduce financial risk.
Compliance, statutory reporting, and audit (25%)
You own:
- Compliance with Dutch accounting standards and foundation (Stichting and ANBI) requirements, including the reporting framework applicable to R-Cities.
- VAT administration and corporate tax filings with external tax advisors, and the point-of-contact role with the tax authority.
- External audits across entities, including preparing schedules, responding to auditor queries, and keeping each audit on timeline.
- Financial records, supporting documentation, and audit trails to retention standards across jurisdictions.
You contribute to:
- US GAAP reporting for the 501(c)(3) and other jurisdictional requirements, with external support where needed.
- Adherence to donor restrictions and grant compliance requirements across the funding portfolio.
Systems, controls, and process (15%)
You own:
- General ledger configuration and master data in Sage Intacct, and integration with the organization’s other financial tools.
- A chart of accounts and system configuration that support multi-entity, multi-currency operations.
- Day-to-day technical accounting guidance to colleagues, escalating genuinely complex or novel treatment to external advisors.
- Documentation and upkeep of accounting procedures, workflows, and controls, kept current and accessible.
You contribute to:
- Accounting policy and control framework design, working with leadership.
- Identification and implementation of opportunities for automation and efficiency.
Reporting, planning, and financial partnership (25%)
You own:
- Preparation of accurate, timely financial reports, reconciliations, and compliance summaries, including preparation of the draft monthly management accounts for review by the Finance Lead.
You contribute to:
- Financial information and schedules for Board meetings and funder reporting.
- Budget-versus-actual analysis, variance explanation, and forecasting alongside program and operations colleagues.
- Clear communication of financial information to colleagues and external stakeholders who are not finance specialists.
- Risk identification and management across operations.
What success looks like in the first year
By the end of the first year, you will have established a disciplined, reliable close and strengthened the controls around it, giving leadership clearer and more timely financial visibility. You will have carried each entity through its audit and compliance cycle, sharpened grant and donor accounting, and laid the groundwork for a scalable finance function that supports R-Cities’ growth. Throughout, you will have had a real hand in how finance operates across the organization.
What you bring
This role suits someone comfortable being R-Cities’ sole dedicated Manager - Finance and Accounting: owning core finance and accounting processes across several entities with external support, rather than running a team. The strongest candidates pair multi-entity close and consolidation experience with the ability to work independently.
Essential:
- At least five years of progressive accounting experience, with demonstrated ownership of month-end and year-end close.
- Strong technical accounting across the full accounting cycle.
- Working knowledge of either Dutch or US accounting standards and regulatory requirements, with the ability and willingness to learn and work across the other jurisdiction; experience with both is an advantage.
- Experience coordinating statutory reporting, tax compliance, and external audits with external advisors.
- Experience with accounting in organizations that operate internationally or across multiple entities.
- Comfort with ambiguity and developing solutions where there is no established precedent.
- Strong attention to detail, an internal-controls mindset, and a commitment to clear, accurate documentation.
- Fluent in English, written and verbal.
Valued:
- Familiarity with both the Dutch and US accounting environments
- Bachelor’s degree in accounting, finance, or a related field, or other relevant professional qualification (AA, RA, or equivalent by experience).
- Experience with multi-entity accounting, intercompany, and consolidation.
- Experience with nonprofit accounting, ideally within a Dutch foundation (Stichting, including ANBI requirements) or a US 501(c)(3).
- Proficiency with Sage Intacct or a comparable cloud-based ERP.
- Experience with grant and donor compliance, including EU-funded programs.
- Dutch at any level (fluency preferred).
