Job Purpose: To support the Programme Manager and country Project Managers in maintaining and managing existing funding and partners, building and supporting donor relations, seeking new funding opportunities and monitoring contract delivery.

About the role:

HALO is seeking to recruit a Weapons & Ammunition Management (WAM) Support Officer (WSO) to underpin the work of the WAM Programme Manager (PM) in Africa. The WSO coordinates with HQ departments and works directly with country teams to ensure high-quality donor deliverables and provide mentoring and training when required. They support the Donor Relations Manager (DRM) and the PM in maintaining and managing existing funding and partners, building and supporting donor relations, seeking new funding opportunities and monitoring contract delivery.

The WSO coordinates and supports the production of proposals, reports, donor-facing communications and other materials, liaises with other programmes/projects and HQ counterparts, and engages with external stakeholders, donors and partners.

Responsibilities:

The WSO provides a wide range of assistance, supporting regional management and oversight. As a part of WAM Africa team, they actively engage with other departments to provide support to in-country teams and provide continuity in a fast-paced and dispersed organisation. Duties will include, but are not limited to:

  • Support the planning and delivery of concept notes and proposals to donors to pursue funding for new or continuing projects, setting deadlines and coordinating across teams for timely submission.
  • Lead the production of accurate and well-written reports and other deliverables for donors (e.g., case studies), including editing, reviewing and proofreading.
  • Deliver capacity building of fixed and/or deployed support staff, including training of staff in grants management, report and proposal writing, MEAL, etc.
  • Lead on maintenance of regional shared spaces, Confluence and Canto.
  • Lead on coordination between operations and support staff.
  • In coordination with the Operations Manager and the IM Manager, support on the integration, management and use of databases and trackers such as GOIMS, regional monitoring tools, recommendations and corrective actions trackers.
  • Under the guidance of the PM and DRM, identify, develop and manage partnerships with other organisations to further amplify and extend the impact of HALO’s work.
  • Coordinate with relevant departments to ensure regional compliance, including Finance, Logistics, Transformation and Human Resources.
  • Support WAM geographical expansion, scope and evaluate opportunities for thematic expansion.
  • Support development, revision, and implementation of country strategies.
  • Assist the PM and DRM in coordination and communication with other HALO regions and groups, particularly Strategy, Communications and Fundraising.
  • Monitor emails and internal HALO communications, supporting with dissemination of internal and external stakeholder information requests. 
  • Provide support with internal communication of HQ information to country teams.

General:

Requirements

  • Professional experience in Weapons & Ammunition Management, or a related field
  • Proven experience of building capacity of fixed and/or deployed staff 
  • Strong written and spoken English
  • Proven experience of working with remote teams, to mentor and line manage staff
  • Ability to manage and coordinate diverse tasks, build and maintain relationships and facilitate communication among multiple parties
  • Demonstrated ability to multitask, problem-solve, manage multiple deadlines and to respond to changing situations in a flexible manner
  • Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office 
  • Strong organisational skills and high attention to detail

Desirable Requirements:

  • Project management experience
  • Fluency in French and/or Portuguese
  • Experience of managing donor contracts
  • Proficiency with GOIMS
  • Work experience in armed violence reduction or security sector reform context

Travel Requirements:

  • Willingness to travel across Africa
