The purpose of the Technical Coordinator for the Metropolitan Region of Florianopolis consultancy to coordinate and monitor the implementation of the technical activities of the project in the Metropolitan Region of Florianopolis in collaboration with the co-executing partners (FUNBIO and UNEP Brazil), UNEP Implementing Agency, MCTI, the GEF and other partners of the Sustainable Cities Impact Program. The Metropolitan Coordinator will work under the supervision of the UNEP Brazil Office Representative, and in close collaboration with the MCTI National Directorate. Under the supervision of the UNEP Brazil Office Representative and in close collaboration with the National Directorate of MCTI, the Technical Coordination and the Project Management Unit (PMU), the Metropolitan Coordinator will be responsible for coordinating and supporting the implementation of the project activities in the Metropolitan Region of Florianópolis. Technical Coordination and Project Implementation • Coordinate the implementation of all project activities in the Metropolitan Region of Florianópolis, ensuring compliance with the approved work plans, schedules, budget, quality standards, expected outputs, and project indicators. • Act as the main project focal point in the Metropolitan Region of Florianópolis, ensuring technical coherence and coordination among metropolitan and municipal activities. • Coordinate the preparation, implementation, monitoring and periodic review of detailed work plans for the metropolitan activities, proposing adaptive management measures whenever necessary. • Identify implementation risks, bottlenecks and opportunities, proposing and coordinating mitigation measures in collaboration with the Project Management Unit and relevant stakeholders. • Coordinate and monitor the execution of technical consultancies under the metropolitan component, ensuring compliance with contractual obligations, delivery schedules, quality standards, and alignment with the project objectives. • Provide technical inputs to technical products, reports and other deliverables prepared by consultancies and partner institutions. • Support the preparation of Terms of Reference, technical specifications and other procurement-related documents required for project implementation. • Provide technical support to the Project Management Unit and contribute to the technical implementation of all project components whenever required. Institutional Coordination and Stakeholder Engagement • Lead stakeholder engagement and institutional coordination with municipal, state and federal governments, partner institutions, academia, civil society organizations, local communities, traditional populations, the private sector and other relevant stakeholders. • Facilitate and coordinate meetings, workshops, technical working groups, participatory processes and other engagement activities required for project implementation. • Co-chair the Local Advisory Group together with the metropolitan representative, organize its meetings, act as its secretary and support the participation of local and state government representatives in the Local Advisory Group and the Project Steering Committee. • Promote coordination and synergies between the project and other relevant initiatives, programmes and investments implemented in the metropolitan region. • Participate in project meetings, events, workshops and technical discussions whenever requested. • Work jointly with the Communication Advisor and the Communication Agency to support communication activities, stakeholder engagement and knowledge dissemination. • Collaborate with the implementation of UrbanShift activities and facilitate the participation of local stakeholders whenever required. Monitoring, Reporting and Knowledge Management • Monitor the progress of project implementation through documentation review, field visits and regular follow-up with partners and consultancies. • Maintain regular communication with the Project Management Unit, reporting implementation progress, risks, challenges, lessons learned and proposed corrective actions. • Promote knowledge management by documenting good practices, lessons learned and experiences generated throughout project implementation. • Ensure the implementation of the project's Gender Action Plan within the metropolitan activities. • Prepare, review and consolidate technical notes, reports and other documentation requested by UNEP, GEF, MCTI and the co-executing agencies. • Contribute to the preparation of the Project Implementation Review (PIR), Half-Yearly Progress Reports, Change Requests, Mid-Term Review, Terminal Evaluation, Final Report and other technical reports required by the project and the Brazilian Cooperation Agency. Missions and Other Activities • Participate in missions, workshops, seminars, training activities, meetings and other events related to the project whenever requested. • Perform other technical duties related to the implementation of the project, as assigned by the UNEP Brazil Office Representative, the National Directorate or the Technical Coordination.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. The GEF-7 CITinova II Project - "Promoting Integrated Metropolitan Planning and Innovative Investments in Urban Technologies in Brazil" is funded by the Global Environment Facility (GEF). It was signed by the Brazilian Cooperation Agency (ABC), the Ministry of Science, Technology, and Innovation (MCTI) and the United Nations Environment Program (UNEP). UNEP HQ, through the Economy Division and the Ecosystem Division, is the implementing agency for the project “Promoting integrated metropolitan planning and innovative urban technology investments in Brazil” (CITinova II). The Global Environment Facility (GEF) provides funding to a total of more than US$ 12.5 million. The Ministry of Science, Technology, and Innovation (MCTI) is the national executing partner, and as such, the institution responsible for overseeing the project activities as foreseen in the Project Document. MCTI nominates a National Director and a National Coordinator, who are responsible for the general supervision of the project activities, which will be carried out, in a decentralized manner, by the co-executing partners – The United Nations Environmental Program Brazil (UNEP-BR) and the Brazilian Biodiversity Fund (FUNBIO) in three pilot metropolitan regions in Brazil. These are: (1) Belém Metropolitan Region, (2) Florianópolis Metropolitan Region, and (3) Integrated Development Region of Teresina. The CITinova II Metropolitan Regions integrate the UrbanShift program. UrbanShift is the brand name of the Global Environment Facility's Sustainable Cities Impact Program. It is led by the UN Environment Programme and implemented in partnership with the World Resources Institute, C40 Cities, ICLEI – Local Governments for Sustainability, the UN Development Programme, the World Bank and the Asian Development Bank. The program supports more than 23 cities in 9 countries and focuses on integrated urban planning, low-carbon infrastructure, sustainable waste management and nature-based solutions for urban sustainability. UrbanShift brings together global, national, and local stakeholders, and engages with city-based organizations and the private sector to work towards common sustainability visions. The Metropolitan Coordinator will work in close collaboration with the MCTI National Directorate, the Project Management Unit, the UNEP Implementing Agency team, the co-executing partners, especially FUNBIO, as well as other stakeholders. He or she will work under the supervision of UNEP Brazil Office Representative. The Metropolitan Coordinator will work with the administrative unit of the UNEP Brazil office and will be stationed in the Ministry of Science, Technology, and Innovation local office (MCTI) in Florianopolis, Brazil. The person will work from Monday to Friday, 40 hours per week on a full-time basis.
Qualifications/special skills
ACADEMIC: − Bachelor's degree in architecture and urban planning, sustainable development, urban mobility and transportation planning, climate resilience and adaptation, smart cities and digital urban solutions, environmental and landscape planning, environmental sciences, engineering, geography, biology, urban planning, public policy and administration or related fields is required. − Master’s degree in architecture and urban planning, sustainable development, urban mobility and transportation planning, climate resilience and adaptation, smart cities and digital urban solutions, environmental and landscape planning, environmental sciences, engineering, geography, urban planning, public policy and administration, or related field is required. PROFESSIONAL: - Five (5) years of professional experience in coordinating or implementing projects related to sustainable development, urban or territorial planning, environmental management, climate action, biodiversity, or other related fields is required. - Experience in coordinating multidisciplinary teams and supervising technical consultancies is desirable. - Experience working with and/or advising local governments on the development of policies, programs and projects related to urban sustainability, climate change mitigation and adaptation, and/or biodiversity conservation is desirable. - Experience working with stakeholder articulation from local, state, and national governments, non-profit organizations, international organizations, the private sector, academia, and civil society is desirable. - Experience working in the Metropolitan Region of Florianópolis on topics related to the present Terms of Reference is desirable. - Experience integrating gender equality considerations into projects and knowledge of gender-related challenges in Brazilian cities is desirable.
