Under the general guidance of the responsible the Senior Programme Management Officer, and the direct supervision of the Administrative Officer contributes to effective budget formulation/preparation, implementation, monitoring, project administration and risk management. Accurate preparation of monthly, quarterly, annual reports and as required by management. Consistently applies appropriate policies, guidelines and procedures. Effective and timely liaison and interaction with colleagues and concerned parties internally and externally.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, Global Funds Mitigation and Transparency Section and will be home-based. UNEP’s Global Funds Mitigation and Transparency Section works with a portfolio of medium-size and full-size climate change mitigation projects throughout the world. The projects, which are in various stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The UNEP Global Funds Mitigation and Transparency Section, in its role as implementing agency, provides oversight and ensures adherence to guidelines. Under the supervision of the Portfolio Manager, the Global Funds Programme Management Specialist is required to provide expert guidance on how to reduce portfolio risk. Thematic areas of the Unit’s projects include those related to net-zero nature-positive accelerator, sustainable cities, electric mobility, energy efficiency, renewable energy and climate transparency. Specific tasks and responsibilities The Individual Contractor will undertake the following duties: • Monitor budgetary commitments, including verification of charges and obligation documents in UMOJA for all financial transactions and evaluates trends of financial implementation and makes necessary recommendations to Task Manager. • Review, appraise and revise, as necessary, all submissions for substantive programmes projects, ensuring compliance with guidelines and programme / project objectives; identifies problems / issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. • Establish proper monitoring systems through scheduled reporting, review meetings and missions. Independently provides a full range of programme / project management and implementation information covering all phases of the programme / project cycle for the project initiatives, seeking guidance only in exceptional circumstances. • Research, compile, analyse, summarize, and present basic information/data on the portfolio of projects highlighting noteworthy issues/trends for consideration by Management. • Track resolutions and other legislative decisions that affect programme / project content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation. • Prepare monitoring checklists, identifying stages of programme / project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required. • Maintain and establish specific information products for the unit and assists management in providing information products to others. • Maintain data governance and accuracy. • Maintain data management tools in the unit. • Supervise guides and trains other general service staff in the function. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures • Provide financial information for oversight queries from Corporate Services Division, UNON, donors and other oversight authorities. • Provide technical advisory inputs on WBSE creation and Umoja-IPMR alignment with financial dashboards and reports. • Review GEF Co -management reports and escalate identified variances. • Participate in GFMTS data working groups and process improvement working groups. • Conduct review for clearance of annual audit reports for GFMTS portfolios. • Conduct review for clearance of annual project inventory reports for GFMTS portfolios. • Incorporate GFMTS Annual Projections of Fee Incomes, Section expenditures and Project expenditures into the Finance Dashboard (from August 2026 to February 2027) • Lead on Project closures for MSP FSP Portfolios and provide support for the EA portfolio • Support the design, development and maintenance of the task pooling system. • Perform any other duty as may be assigned.

Qualifications/special skills

Academic: • Advanced university degree in one of the following fields is required: Administration, Accounts, finance or related field is desirable is required; • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree. • Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or Equivalent is required • Certification in Microsoft Data Analysis is required. • Certification in Advanced Financial modelling is required. • Minimum five years of experience in experience in Project Administration, Finance and Budgeting is required; • Experience in information management, database systems and use of power BI is required. • Experience working with Enterprise Resource Platform (ERP) such as Systems Applications and Products (SAP) specifically on Grantor and Fund Management Modules and Business Intelligence (BI) reporting is required. • Experience in budget planning, analysis and monitoring is required • Experience working with GEF projects is required; • A minimum of one (1) year or more of experience in data analytics or related area is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English is required.
