Background

Ship to Shore Rights South-East Asia: Safe Migration for Decent Work in the Blue Economy (S2SR) is a multi-country, multi-annual programme on labor migration focused on the fishing and seafood processing sectors in South-East Asia. The programme builds on the achievements of Ship to Shore Rights Thailand (2016-2020); Ship to Shore Rights South-East Asia (2020-2024), and the extensive experience of ILO, IOM and FAO in the region. It is an initiative of the European Union (EU) and is implemented by the ILO in collaboration with IOM and FAO.

The programme delivers technical assistance and support with the overall objective to promote safe labour migration and decent work for a sustainable fish and seafood supply chain from fishing, aquaculture, and post-harvest processing in South-East Asia. The programme has four specific objectives:

  1. To increase ASEAN and sub-regional connectivity and cooperation on safe labor migration and decent work in the fish and seafood supply chain.
  2. To support national authorities to design, implement and enforce stronger legal and policy frameworks on labor migration, labor protection, and sustainable fisheries.
  3. To promote a culture of accountability, sustainable corporate, due diligence, and responsible fishing practices among employers and enterprises, including promoting promising practices and exchanging knowledge.
  4. To promote social dialogue, increase freedom of association and collective bargaining, and empower migrant workers, their families and communities to protect and assert their human and labor rights.

The Assignment

The intern will provide support S2SR’s national and regional activities aimed at strengthening labour migration governance, including provision of direct support services to migrant workers, capacity building of stakeholders, policy and legislative development, communications and advocacy, and the publication of empirical research studies. This work will be carried out under the direct supervision of the S2SR Technical Specialist at the ILO Regional Office for Asia and the Pacific. The specific work to be completed under the assignment will be decided in consultation with the prospective intern based on his/her areas of interest and expertise.

The main tasks include, but are not limited to:

  1. Providing assistance to S2SR programme staff in developing and implementing various projects, including drafting of terms of reference, developing training tools, revising draft reports and finalizing publications.
  2. Supporting the monitoring and evaluation of the S2SR programme, including supporting data collection from partners, drafting of case studies and contributing analysis for reports.
  3. Assisting with the preparation of proposals to donors for technical cooperation projects on labour migration governance and decent work.
  4. Drafting, editing and proof-reading of content for the S2SR and ILO communication platforms, including updates on activities, articles and briefs, and content for social media and other communication products as required.
  5. Developing and editing of presentations for delivery by S2SR programme staff.
  6. Preparing materials and providing support for S2SR workshops and meetings organized.
  7. Other tasks as required.

Required profile

Education

Candidates must be enrolled in the final year of a postgraduate degree (master's degree or equivalent) in human rights, public policy, international relations, law or a closely related field; or have completed the degree during the year preceding the application.

Experience

Relevant work experience in the field of international development is considered an asset.

Languages

Working-level proficiency in the English language, both oral and written, is required. Proficiency in any other South-East Asian language is considered an asset.

Competencies

Adaptable to an international, multi-cultural and multilingual environment, good communication skills and be able to work in a team.

Additional skills

Knowledge or experience in thematic areas of labour migration, work in the fishing, seafood processing and aquaculture sectors, gender equality and women’s empowerment, and labour rights protection are considered an asset.

Selection process:

Stipend:

As an intern in the field, you will receive a monthly stipend from the ILO based on the cost of living in the area of the duty station, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive the appropriate stipend per month. Your travel to the duty station will be at your own expense.

Insurance:

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
