Job Description

The International Potato Center (CIP)
is seeking a National Consultant to conduct an assessment of the
potential to scale the Vendor Business School (VBS) to additional cities
and municipalities in the Philippines under the CGIAR Food Frontiers and
Security Science Program.

The consultant will lead the design and
implementation of an assessment study to evaluate the feasibility of expanding
the Vendor Business School to five new locations. Working closely with the
Frontiers Program team, the consultant will engage with vendors, local
governments, and other key stakeholders to generate evidence-based
recommendations that will inform future implementation and scaling of the VBS.

Key Responsibilities

  • Design and implement the assessment
    methodology and data collection tools.

  • Conduct consultations with vendors,
    local government units, and other relevant stakeholders.

  • Collect and analyze qualitative and
    quantitative data from primary and secondary sources.

  • Assess the feasibility and opportunities
    for scaling the Vendor Business School to additional cities.

  • ​Develop recommendations and present
    findings to support future implementation and policy engagement.

Deliverables:

  • Study design, methodology, data
    collection tools, and implementation plan for approval by the CIP Project
    Coordinator.

  • Data collection and analysis using
    primary sources (key informant interviews, focus group discussions) and
    secondary data.

  • Draft assessment report presenting
    findings, analysis, and recommendations.

  • Presentation of findings at a Policy
    Forum Workshop.

  • Final assessment report incorporating
    feedback and recommendations.

Requirements

  • Master's degree in Agricultural
    Sciences, Social Sciences, or a related field (PhD is an advantage).

  • More than 10 years of relevant
    professional experience.

  • Demonstrated expertise in market systems
    and value chain analysis, particularly within the informal food sector.

  • Experience designing extension and
    capacity-building approaches and training materials.

  • Strong participatory research,
    stakeholder engagement, facilitation, and analytical skills.

  • Excellent written and verbal
    communication skills in English.

  • Experience working with CGIAR or other
    international research organizations is an advantage.
