Essential Responsibilities
MONITORING, EVALUATION, AND LEARNING (MEL)
- Support the rollout and implementation of MEL systems in line with Mercy Corps' policies and standards and funding agencies requirements with the WAVES program and as well as with mutual consent with implementing Partners
- Assist in the development and use of MEL tools, including indicator tracking tools, survey instruments, and data dashboards with WAVES program team and implementing partners in the field
- Coordinate and carry out routine monitoring activities, including data collection, entry, cleaning, and verification across field sites by engaging and building capacity of local implementing partners in the field
- Ensure data quality through regular spot checks and support teams in implementing quality assurance measures for all the activities that are conducted under the WAVES program
- Participate in data analysis and help prepare reports, visualizations, and summaries for internal learning and reporting by coordinating data flow and timely submission of report by implementing partners with guidance from the MEL Manager
- Contribute to learning sessions with implementing Partners including when required with communities who are WAVES beneficiaries and program reviews by compiling data, lessons learned, and recommendations for program improvements.
- Support the MEL Manager the development and implementation of research activities and learning agendas, including survey design, field coordination for data collection, and documentation of findings.
- Contribute to outcome monitoring and assessments such as baseline, midline, and endline studies, in collaboration with program teams and external evaluators. and partner organizations and with local communities
- Assist in building MEL capacity of program and partner staff through training, mentoring, and technical assistance.
- Collect field-level content such as success stories, interviews, photos, and videos that reflect program achievements and community impact which can be used for communication materials
- Contribute content for knowledge products, newsletters, social media posts, and funding agencies reports, ensuring alignment with Mercy Corps’ branding and visibility guidelines.
- Help coordinate the production of communications materials (e.g., infographics, learning briefs, fact sheets) that highlight program impact and learning.
- Maintain a well-organized archive of communications assets and ensure proper documentation of program outputs.
- Provide support and coaching to program teams on ethical content collection and storytelling practices.
- Collaborate with partner organizations to ensure consistent messaging and effective visibility of joint initiatives across all communication channels.
- Support MEL Manager to consolidate MEL inputs for reporting and internal documentation.
- Contribute to funding agencies reports, internal updates, and knowledge-sharing activities by providing data summaries, success stories, and communications materials.
- Support coordination and knowledge exchange between field teams and country-level MEL and Communications functions.
- Ensure that field level MEL activities are GESI oriented by ethical data collection protocols such as prior informed consent, data deidentification, and inclusive of women, elderly, disabled and different ethnic groups of the program target areas.

- Recognize opportunities for innovative action and create an environment where alternative viewpoints from diverse social groups and genders are welcomed.
- Be conscious program Identification is based upon appropriate analysis and includes a needs assessment and/or problem analysis; a Gender Equity and Social Inclusion (GESI) analysis; Program Risk Analysis; Safeguarding Risk Analysis, Conflict Sensitivity Analysis (if operating in a conflict or post-conflict environment), and an analysis of country operations needed to deliver the program.
- Actively contributing in delivering in a gender sensitive and inclusive manner.
- Create and sustain a work environment of mutual respect among team members allowing individuals from all social groups and genders to be able to voice their feedback.
- Identify team and partner needs on GESI during the course of any program implementation and ensure that relevant trainings or skill transfers take place to ensure staff are responsive with regard to GESI (i.e. GESI responsive) Ensure all programmatic documents (e.g., assessments, reports etc.) include specific sections and/or considerations related to gender identify and all social groups.
- Ensure that all partners are aware of MC’s commitment to GESI.
- Identify capacity needs of partners and monitor partner performance on GESI-specific indicators wherever possible.
- Support development of program-specific GESI Action Plans, highlighting specific actions for GESI-responsive programming for women and other marginalized groups to allow them to equally benefit from programs and projects.

Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Accountability to Participants and Stakeholders
- Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects. As such, all team members will be trained on Mercy Corps’ Community Accountability Reporting Mechanism (CARM) and have a duty to report all feedback received in person.

Accountability
- Reports Directly To: MEL Manager
- Works Directly With: Other team members, including other programs, Operations, HR, Finance, MEL, GESI, CARM, as well as country leaderships.
Minimum Qualification & Transferable Skills
- Bachelor’s degree in social sciences or related fields.
- At least 2 years of experience in MEL-focused roles within development or humanitarian programs, with demonstrated experience in knowledge management.
- Proven ability to implement MEL systems especially with the approach of making functional MEL systems with implementing partners
- Ability to work closely with implementing partners by gaining confidence to build their capacity on MEL by training, mentoring and ensuring timely data from the field
- Experience in training and supervising data enumerators for surveys such as assessments for indicators, baselines, and endlines
- Strong data skills by using Commcare or other digital data platforms, POWER BI Fluency in Myanmar; ability to communicate in English.
- Experience working in the Delta region of Myanmar and in MEL focused conservation of natural resources such as mangroves and ocean conservation desired but not required.
