The position will be part of the IFRC Regional office for Europe Health and Care Team and may be based in any of the following locations: Budapest, Hungary; Sarajevo, Bosnia & Herzegovina; Bucharest, Romania; or Ankara, Türkiye.

Job Purpose

The position has a lead role in programme management support to the National Societies to ensure timely and effective progress towards objectives of the Project: Inclusive and Integrated Migrants’ Pathways to Access Care and Thriving Health (Hereafter, “Project”).

The project aims to improve equitable access to healthcare, especially mental health and psychosocial support - or legally residing migrants across 11 EU Member States by reducing systemic, cultural, and practical barriers that hinder their inclusion, with particular focus on vulnerable groups.

The project coordinator ensures quality service provision through management, supervision, planning, monitoring of progress toward objectives, and reporting of the project implementation.

This position is a central resource for seamless coordination among the internal and external partners to ensure high-quality and evidenced-based implementation of the Project. The incumbent will ensure development, roll-out, monitoring, operational and financial reporting according to the donor’s requirements as well as effective coordination and collaboration between relevant stakeholders, especially the IFRC Regional Office for Europe, RC EU office in Brussels and the donor.

Job Duties and Responsibilities

Coordination and Partnership Development:

1. Coordinate various sectors and partners at regional level that are part of the Project. The key sectors within the IFRC Regional office are:

  • Planning, monitoring, evaluation, and Reporting (PMER)
  • Communications
  • Strategic Partnership and Resource Mobilization (SPRM)
  • National Societies Project managers/coordinators
  • Health and Care Team
  • Finance

2. Externally, manage the planning and implementation of:

  • Regular meetings with the donor
  • Regular meetings with Red Cross EU office

3. Inter-agency coordination:

  • Collaborate with all relevant partners of the Red Cross and Red Crescent Movement, I/NGO partners, and donors and relevant stakeholders

Technical oversight and guidance:

  • Manage the implementation of the Project as a part of the Europe Regional Health and Care Team
  • Develop and manage a detailed project workplan, timelines and deliverables
  • Provide technical and operational support and guidance to the NSs project managers for smooth implementation, monitoring and reporting
  • Work closely with technical experts (MHPSS, migration, PGI, CEA, PMER)
  • Identify areas for improvement and ensure continuous quality enhancement

Reporting and accountability:

  • With the support of the PMER team Regional Office for Europe (ROE), lead the workflows such as internal review and approval workflows (technical validation, finance clearance, senior management sign-off) for effective, timely, and thorough reporting to partners and back donors
  • Work closely with the regional IFRC Regional Health and Care Team and relevant technical focal points to carry forward recommendations on implementation
  • Contribute to the monthly updates, semestrial, annual, end-of Project and other types of reporting for IFRC ROE, donors and other partners
  • Ensure program accountability, financial due diligence, and integrity
  • Monitor project performance against KPIs, indicators, and targets
  • Oversee development of dashboards, progress reports, and evaluation outputs

Budget Management:

  • The Project Coordinator is responsible for overseeing budget (EUR 2.9 million) planning, monitoring expenditures, ensuring compliance with donor regulations, and supporting financial forecasting across all project component

Risk Management:

  • Identify, assess, and proactively manage risks that may affect the successful implementation of the Project, including:
  • Establishing and maintaining a comprehensive project risk register
  • Developing and implementing risk mitigation and contingency plans, ensuring timely and effective responses to emerging challenges
  • Monitoring and tracking key risks throughout the project lifecycle, ensuring mitigation measures are implemented and adjusted as needed
  • Escalating critical risks and bottlenecks to senior management with clear analysis and actionable recommendations
  • Supporting partners and National Societies in strengthening their risk identification, mitigation, and management capacity

Contribute to an effective, high-quality IFRC team:

  • Provide progress reports on results against objectives and risk analysis according to IFRC and donor requirements.
  • Improve team efficiency and effectiveness within available resources
  • Foster a service-oriented culture that values proactivity, continuous improvement, innovation, high performance, and cost-effectiveness

Education

Required:

  • Advanced University degree in programme management, business, public health, psychology or social science or other relevant university education.

Preferred:

  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience.

Experience

Required:

  • At least 5 years of working experience in the humanitarian context, preferably in project management with a focus on community-based health, MHPSS programmes, preferably in multi-country settings.
  • Proven experience in managing EU funded programs /projects and ensuring donor compliance and reporting requirements.
  • Experience in implementation of programme plans of action, including ensuring quality and consistency across partners.

Preferred:

  • Experience working with migrant or vulnerable populations, and applying participatory and inclusive approaches inprogrammedesign and delivery.
  • Experience within the Red Cross and Red Crescent Movement and working with National Societies.

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
