Organizational Setting and Reporting Relationship

The position of Financial Control Assistant is assigned to the Trust Funds and Administrative Expenses Division (CTFA) within the Controller's Department (CTL). You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and Officer.

Your Role

As a Financial Control Assistant, you will perform a broad range of accounting, financial control, and oversight functions supporting ADB's global network of field offices. This includes maintaining and analyzing accounting records, ensuring compliance with accounting policies and internal controls, preparing accounting and management reports, contributing to financial reporting. You will work with field office staff, headquarters departments, and other stakeholders to help ensure application of policies, financial controls, and efficient business processes across ADB's field office network.

You will:

  • Contribute to the preparation of financial statements and preparing multiple accounting schedules to support the financial reports.
  • Maintain controls over the preparation of accounting data and review supporting documents for accuracy, consistency, propriety, and compliance with accounting practices, procedures, and guidelines.
  • Support the reconciliation and timely resolution of assigned accounts and accounting issues.
  • Help monitor field office financial and administrative activities, and help ensure compliance with ADB policies, procedures, delegated authorities, and internal control requirements.
  • Assist field offices in interpreting and applying financial, accounting, and administrative policies, and help coordinate the resolution of operational issues.
  • Maintain records and reports on ADB accounting policies, procedures, and guidelines, and ensure a framework for their organization and retrieval.
  • Participate in the implementation and enhancement of systems, ensure their accuracy and reliability, recommend process and system improvements, and coordinate requirements with the Information Technology Department through the supervisor or responsible International Staff.
  • Help prepare management information, analysis, and reports to support oversight and continuous improvement projects.
  • Coordinate and obtain/provide required information following established procedures.
  • Perform any other assignments and reflected in the workplan.

Qualifications

You will need:

  • Bachelor's degree in business administration, accounting, finance, preferably a Certified Public Accountant (CPA).
  • At least 5 years' work experience in auditing or accounting in financial institutions.
  • Experience with accounting practices and systems and general policies, procedures, guidelines and reporting requirements prevalent in a multilateral institution.
  • Knowledge of internal control concepts and business processes to help maintain sound internal controls and assess risks related to financial reporting.
  • Understanding of general accounting principles (United States Generally Accepted Accounting Principles/International Financial Reporting Standards), and their application.
  • Demonstrated experience collaborating in cross-cultural and diverse teams to build mutual understanding and achieve shared goals.
  • Proficiency in ADB standard and similar software programs used by multilateral development banks.
  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
