Organizational Context

Since 2021, the IFRC has hosted the Country Support Platform (CSP) of the Global Task Force on Cholera Control (GTFCC), which provides technical leadership and multisectoral coordination for cholera prevention, detection, and response. The CSP supports the development and implementation of national cholera elimination plans under the objective of “Ending Cholera by 2030.”

The National Consultant for Resource Mobilization and Stakeholder Engagement, based in the Democratic Republic of the Congo (DRC) and supported by the CSP, is responsible for engaging and securing the commitment of stakeholders to make local and national resources available for the effective implementation of the pillars of the 2023–2027 Multisectoral Strategic Plan for Cholera Elimination (PMSEC). The consultant also ensures coordination among stakeholders at all levels and mobilizes resources to support cholera preparedness and outbreak response efforts.

Job Purpose

The role encompasses the mobilization of local and national resources to achieve the objectives of the2023–2027 Multisectoral Strategic Plan for Cholera Elimination (PMSEC) in the Democratic Republic of the Congo through stakeholder engagement and commitment.

Job Duties and Responsibilities

Sustainable Financing and Resource Mobilization

  • Identify and map local funding sources.
  • Develop resource mobilization strategies aligned with national and provincial priorities.
  • Support budget advocacy efforts and promote innovative financing mechanisms and public-private partnerships.
  • Encourage community participation in resource tracking and accountability.

Strategic Communication

  • Develop and implement communication strategies supporting advocacy initiatives.
  • Produce policy briefs, infographics, and advocacy tools.
  • Manage media relations and amplify key messages through digital platforms.
  • Document and promote best practices.

Monitoring, Evaluation, and Accountability

  • Design and implement monitoring and evaluation frameworks with qualitative and quantitative indicators.
  • Track political and financial commitments.
  • Assess the impact of interventions and advocacy efforts.
  • Capture lessons learned and produce reports for donors and public authorities.

Stakeholder Engagement and Capacity Building

  • Coordinate multi-stakeholder platforms.
  • Strengthen the capacities of civil society organizations (CSOs), local leaders, and communities in advocacy, monitoring, and evaluation.
  • Facilitate community participation and promote local ownership to ensure sustainability.

Advocacy, Representation, and Networking

  • Participate in regional and international forums and networks addressing political advocacy and resource mobilization for cholera control/elimination and other epidemics.
  • Provide technical support in the development of advocacy strategies.
  • Participate in technical meetings with the Minister’s Cabinet and specialized Ministry of Health programs.
  • Lead the preparation and organization of the National Cholera Forum.

Resource Mobilization Activities

  • Organize effective resource mobilization seminars in Lualaba, Katanga, Tanganyika, and other provinces.
  • Collaborate with other departments to ensure an integrated project approach within the cluster.
  • Provide advocacy and resource mobilization support to other countries covered by the CSP project.
  • Strengthen the capacities of local teams involved in the development, implementation, monitoring, and evaluation of the PMSEC.
  • Work with counterparts to develop Annual Operational Plans (AOPs), budgets, and investment cases.
  • Maintain regular engagement with government authorities, NGOs, and communities to ensure cholera remains a priority.
  • Facilitate multisectoral collaboration (Health, WASH, Development) in coordination with the CNAEHA.
  • Ensure the integration of cholera priorities into national policies and funding mechanisms.
  • Establish regular monitoring and evaluation of PMSEC activities at all levels.

Job Duties and Responsibilities (continued)

Technical Support

  • Provide technical support on cholera prevention, control, and response in line with GTFCC guidelines.
  • Organize and facilitate training sessions and workshops to mobilize local and national resources.
  • Support the dissemination of the GTFCC Roadmap.
  • Collect, analyze, and communicate performance data and areas for improvement across the pillars of the National Cholera Plan.

Coordination

  • Work closely with government authorities, agencies, and NGOs under the guidance of the CSP Regional Manager to ensure a coordinated approach.
  • Align national activities with CSP regional priorities and objectives.
  • Participate in national coordination meetings and share relevant information

Education

  • Relevant advanced university degree (Master’s level) in Social and Administrative Sciences, International Relations, Political Science, Communication, or a related field is required

Experience

  • Minimum of 10 years of professional field experience in humanitarian or development programming is required
  • Minimum of 5 years of professional experience in resource mobilization and advocacy is required
