Source-to-Pay (S2P) IT Portfolio Manager, Digital, Data and Information Technology Department, Directorate of Resources and Services.


The Source-to-Pay (S2P) IT Portfolio Manager is responsible for the governance, modernisation and optimisation of ESA’s end-to-end S2P ecosystem, covering source-to-contract (S2C) and procure-to-pay (P2P) value streams, including industrial policy applications.


In this role, you will lead the S2P portfolio strategy and roadmap, ensuring effective prioritisation of investments, delivery oversight and benefits realisation, while maintaining strong alignment with enterprise strategy and architecture. You will oversee key platforms such as ESA Star, SAP S/4HANA Spend Management, and future solutions, for example lcertis and lvalua, supporting the digital transformation objectives of the Directorate of Controlling, Finance and Operational Procurement (CFO).


Your key responsibilities will include:

  • S2P application portfolio management and optimisation;
  • evaluation and prioritisation of initiatives;

Duties

Reporting to the Head of the Application Governance Section in the Digital, Data and Information Technology Department, your responsibilities will be structured in accordance with established portfolio governance and management objectives, including:

  • portfolio strategy and governance
    • Define and maintain the S2P roadmap (short, medium and long term);
    • Prioritise investments based on business value, risk and feasibility;
    • Ensure alignment with enterprise strategy and architecture;
    • Maintain an optimised and up-to-date application portfolio.
  • value and performance management
    • Establish and drive a benefits realisation framework;
    • Monitor KPls, performance and value delivery;
    • Provide clear reporting on portfolio outcomes and optimisation opportunities.
  • architecture and roadmap alignment
    • Maintain the target S2P architecture (applications, data and processes), working closely with the Enterprise Architecture function;
    • Ensure integration with enterprise systems, such as ERP, HRM, CRM, PLM and SRM;
    • Enforce data governance, standards and interoperability.
  • modernisation and innovation
    • Lead the transition to scalable, digital and cloud-enabled S2P solutions;
    • Promote automation, analytics and process optimisation;
    • Evaluate and pilot emerging procurement technologies.
  • delivery and change enablement
    • Oversee programme and project delivery (Agile /Waterfall/ Hybrid);
    • Ensure compliance with functional, technical and security standards;
    • Drive business adoption, training and change management;
    • Operations and risk management;
    • Ensure reliable and secure application operations;
    • Manage risks, compliance and audit requirements; 
    • Maintain appropriate access controls and governance frameworks;
    • Continuous improvement;

    • Support continuous evolution of the S2P ecosystem.


You will also be responsible for identifying and managing health and safety risks within the scope of the role.

Education and professional experience

A master’s degree in business, IT, engineering or finance is required for this post together with 10 years of relevant professional experience in procurement IT/enterprise applications.  Alternatively, candidates with a bachelor’s degree, complemented by an additional four (4) years of relevant professional experience can be considered.

Additional requirements

  • S2C: strategic sourcing, supplier management, eRFx, CLM and supplier risk
  • P2P: guided buying, requisitioning, approvals, e-invoicing, AP automation and three-way matching
  • Experience with SAP S/4HANA (Spend Management/ Central Procurement) and/or platforms such as Coupa, lcertis and lvalua
  • Knowledge of enterprise integration (APls, middleware, SAP Pl/PO and BTP)
  • Familiarity with low-code/no-code solutions, for example Power Apps and SAP BTP
  • Familiarity with Microsoft applications, such as SharePoint and .Net
  • Experience with large-scale S2P digitalisation programmes
  • Background in a public or regulated environment
  • Experience establishing procurement centres of excellence

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
