VPU Context:  

The WBG Budget and Procurement (WBP) is organized into five Departments: WBP Centers of Excellence (WBPCE) with teams supporting the corporate strategic business and budget planning process, providing WBP systems, knowledge, and shared services; WBP IBRD/IDA Regional Units (WBPRU) with teams supporting IBRD/IDA clients in the regions; WBP IFC/MIGA Budget Partners (CSRDR) with teams supporting IFC/MIGA clients in the HQ and the regions; WBP Corporate Units (WBPCU) with teams supporting the Knowledge Bank and corporate units and providing capital budget support; and WBP Corporate Procurement (WBPCP) with teams providing group-wide procurement services.
Unit Context: 
Corporate Procurement supports the WBG’s mission by delivering procurement services guided by the principles of best value, sound business judgment, competitiveness, transparency, and fairness. The function oversees sourcing strategies, supplier selection, and contract execution for more than 130 offices worldwide, serving clients through teams based in Washington, D.C., Chennai, and Sofia.

The Center of Excellence (COE) serves as the engine for procurement modernization across the World Bank Group. Operating at the intersection of procurement, technology, analytics, artificial intelligence, innovation, and change management, the COE identifies and implements capabilities that improve effectiveness, enhance stakeholder experience, strengthen decision-making, and accelerate transformational outcomes.
Procurement Specialist (Technology and Data Management) leads the delivery of procurement innovation initiatives by implementing technology-enabled solutions that improve processes, efficiency, and stakeholder experience. Supports the adoption of AI, automation, and digital procurement technologies, serves as a business partner for procurement platforms and products, leverages data and analytics to inform decision-making, and collaborates across Corporate Procurement, ITS, business units, and external partners to advance the procurement transformation agenda.
Duties and accountabilities: 
1. Lead the delivery of procurement innovation initiatives by identifying, designing, implementing, and scaling technology-enabled solutions that improve procurement processes, stakeholder experience, operational efficiency, and business outcomes.
2. Support the evaluation, testing, and adoption of artificial intelligence, automation, digital procurement technologies, and emerging solutions, translating business needs into practical and scalable capabilities across Corporate Procurement.
3. Serve as a business partner for procurement technology products and platforms by driving requirements definition, solution design, user engagement, testing, performance monitoring, and continuous improvement activities.
4. Leverage procurement data, analytics, and market intelligence to identify trends, risks, opportunities, and innovation priorities, while supporting the development of dashboards, performance metrics, and data-driven decision-making capabilities.
5. Engage stakeholders across Corporate Procurement, ITS, business units, and external partners to support innovation adoption, organizational change, knowledge sharing, and successful delivery of the procurement transformation agenda.

Selection Criteria

• Master’s degree in business administration, Procurement, Supply Chain Management, Information Systems, Technology Management, Engineering, Data Analytics, Public Administration, or related discipline.
• Minimum five (5) years of relevant professional experience in digital transformation, innovation, business analysis, technology implementation, analytics, process improvement, procurement, or related fields. 
• Experience driving technology-enabled business initiatives. 
• Experience gathering business requirements and documenting processes.
• Familiarity with AI, automation, analytics, or digital business solutions. 
• Experience working with stakeholders across business and technology functions. 
• Strong analytical and problem-solving capabilities.
