Your Team

The Directorate of Political Affairs and External Relations (DPAER) assists and advises the Secretary General, the statutory organs and other bodies and Major Administrative Entities of the Secretariat of the Council of Europe on matters of political relevance affecting the Council of Europe.

It contributes, within the area of its competences, to the identification of priorities of the Organisation and advises on the coherent implementation of the Council of Europe’s policy and strategic orientation.

The Division of Political Advice provides analysis on matters of political relevance for the Organisation and contributes to and advises on the identification of priority actions or events which require the attention of the Secretary General, the statutory organs or other bodies. You would be based in Tbilisi and would report to the headquarters in Strasbourg.

Your Role

You will:

  • follow the relevant events, political developments and decisions in the Council of Europe member states assigned to you; 
  • prepare timely political analysis, advice, briefings, information notes and proposals for action concerning the specific role of the Council of Europe;
  • provide political advice on current and future co-operation programmes of the Organisation and follow up on activities from a political perspective;
  • analyse information obtained and anticipate events, including on sensitive political issues, translating findings into proposals for action;
  • provide briefings for the meetings of the Secretary General and other senior officials as requested and liaise as appropriate on the follow-up of these meetings; 
  • advise and contribute to the drafting of country-specific co-operation documents, including Action Plans;
  • follow the relevant activities of the Parliamentary Assembly, the Congress, the Committee of Ministers and other intergovernmental bodies of the Council of Europe; 
  • establish and maintain internal and external professional contacts including with international organisations and institutions, networks of professionals and non-governmental organisations.
Requirements to apply

You must:

  • hold a higher education degree or qualification equivalent to a master’s degree () in political sciences, international relations or a related field;
  • have a minimum of four years of relevant professional experience, ideally gained in an international environment;
  • have an excellent knowledge of English.

You must also:

  • be a citizen of the host country or one of the member states of the Council of Europe and fulfill the conditions of appointment to the civil service of that state;
  • be currently present in Georgia;
  • have discharged any obligation regarding national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.

What we offer
